SERVICE GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 – LOCATION AND DESCRIPTION OF WORK

1.1 Background: This work entails the hydro-flushing, hand clearing & mechanical / hydro vac-excavation three impounded stone culverts, Located on property within National Park property on Scenic Drive RT10 at Theodore Roosevelt National Park’s, North Unit; 15-miles south of Watford City. The subject culverts are described in maps and photographs at the end of this document.

The three culverts constructed in 1933 undergird a two-travel lane public asphalt throughfare that provides park visitors access to the park scenic tour, and staff access to various areas within the park unit. This road is scheduled to be reconstructed in the next several years. This work will provide Engineers and Design Contractors access to the subject culverts for the inspection of conditions, surveying of dimensions, and develop plans for repair (or) replacement during the road renovation being designed.

As part of this work, the culverts and their immediate inflow and outflow basins up to fifty feet beyond the ends of the ductwork (50-feet in each direction) both upstream and downstream shall require minor contour excavation and grading to manage outflow and inflow hydraulics effectively. Larger trees adjacent to the immediate work area have been removed by NPS Personnel, smaller trees 3” or smaller Diameter at Breast Height may need to be selectively removed by contractor, as well as shrubs and underbrush along adjacent embankments.

All outlet contours at drainage ends of the culverts will be graded to conduct water smoothly into the culvert ducts, through the ducts and away from the duct outlet apertures along adjusted embankments, and natural drainage features to restore normal water flow per the intention of the original design.

This work has not been accomplished in several years, accordingly some of the culverts are partially or fully impounded. Contractor will be expected to use due care to avoid damaging further than current any culvert masonry by, tool, hand or machine(s). Culverts will be cleared to their masonry or earthen floors without undermining the spring line of the arch’s wall or foundation.

Please note that general GPS coordinates are provided for the culverts that identify the locations to assist offerors in locating the work areas, but do not encompass the extant of the work as described above.

Please note All ductwork sizes are estimated in approximate dimension.

1.2 Work Covered by the Contract Documents:

A. Project Location:

THEODORE ROOSEVELT NATIONAL PARK, NORTH UNIT - 208 Scenic Drive, Watford City, North Dakota 58854 – Three road culverts on the first 6.5 miles of road and disposal area at park facility as described within this document.

Work consists of:

1. Mobilization of labor resources, supplies, and equipment to the Project Locations [(3)

THREE CULVERTS] described in the following coordinate vicinities.

a. 47°36'19.42"N 103°20'43.86"W – CULVERT #1

b. 47°36'32.50"N 103°21'15.00"W – CULVERT #2

c. 47°36'33.76"N 103°21'19.37"W – CULVERT #3

2. Hand, Mechanical, Hydro jet, and Vac excavation of impounded historic stone culvert ducts, using due care to minimize damages to historic masonry.

3. Creating access approaches to culvert inverts upstream & downstream to access drainage channels.

4. Hauling and deposition of soils, and sediments evacuated to park storage yard.

5. Grade adjustment and contour work upstream and downstream of each location for approximately 75 linear feet in each direction. Slope grading and adjust with machinery to contour for rundowns to adjacent landforms, and drainage channels to reduce impoundment.

a. May include contractor management of small tree and shrub stumps relieved by NPS, and other brushing needed to access with equipment and manpower.

6. Hauling and deposition of soils, and sediments evacuated to park storage yard.

7. Installation of straw waddles to restrain sediment infiltration, and erosion of disturbed slope contours.

8. Cleaning and flushing of relieved ductwork.

9. Providing Before, During Work, and After photo-documentation.

10. Demobilization from project site.

B. All work will be performed under a single contract.

Period of performance: Work shall be completed within 50 (fifty) calendar days. The period of performance is inclusive of 10 (ten) weather days.

ITEM 2 - EXISTING UTILITIES

2.1 Existing Utilities: Notify Contracting Officer (CO), Contracting Officer’s Representative (COR) and utility companies to coordinate proposed locations, times for excavation and request location services prior to any digging operation.

2.2 Contractor shall be responsible for locating and preventing damage to known utilities. If contractor damage occurs, alert CO and COR as soon as safely possible, and repair utility at no additional expense to the Government. If damage occurs to an unknown utility, contact CO and COR as soon as safely possible.

2.3 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated below:

2.3.1 Notify CO and COR not less than two business days in advance of proposed utility interruptions. (NOT FORESEEN IN CONDUCT OF THIS WORK)

2.3.2 Hours for Utility Shutdowns: N/A

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

A. No signs or advertisements (except those specified herein and as required for safety) shall be displayed on the site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

D. Do Not Approach or Harass wild bison or longhorn livestock on property. Remain at minimum Eighty (80) foot distance from animals at all times.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of 7 a.m. to 4 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.

The following Federal holidays are observed by the National Park Service:

B. Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday;

holidays falling on Sunday will be observed on the following Monday. The specific day that each holiday is recognized for each year can be found at the following site: Federal Holidays (opm.gov).

3.3 Contractor Use of Site:

A. General: Contractor shall have limited use of the site. Limit use of premises to area of service provided as shown on site plan…. Refer to attached maps in appendices. Do not disturb portions of Project site beyond areas in which the Work is indicated in Aerial Photos titled LIMITS OF

DISTURBANCE .

B. Limits: Create graded approaches to clearing areas from main roadway only as large as safely required within limits of disturbance diagrams. Page | 6 backing of dump trucks and equipment should be only as large as required to export debris from work area. DO NOT extend work areas into natural park areas beyond limits of disturbance.

Described below:

C. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances and provide minimum necessary traffic control (flaggers, signs and combinations thereof) to maintain safe driving conditions conforming with MUTCD. Clean by brooming and power rotary brushing debris from pavement at completion of work.

D. Limit site disturbance, including earthwork and clearing of vegetation, to:

a. 70 feet beyond culverts inlet and outlet openings (each way) & 30 feet in each direction from drainage embankments.

b. 20 feet beyond surface walkways, patios, surface parking, and utilities less than 12 inches in diameter

c. 60 feet beyond primary roadway curbs and main utility branch trenches

E. Utilities

a. General: Cost or use charges for temporary facilities shall be included in the Contract

Sum as required.

b. Water Service: Water from existing water system is not available.

i. Water Depots are within the local supply area for procurement of water by the contractor.

ii. Use resources wisely and minimize waste of water.

c. Electric Power Service: Electric power from existing system is not available for use without metering and without payment of use charges. Provide connections and extensions of services as required for operations without any additional permit costs. Power may or may not meet your power tool requirements, provide generators if questionable. Use power in a resourceful manner and avoid excess power waste. Power to be utilized for energy related to performance of this contract.

d. Toilets: Contractor provided for contracting personnel, sufficiently lighted and ventilated toilet facilities in weatherproof, sight proof, handicap accessible (if required), sturdy enclosures with privacy locks. Coordinate with COR for approved location if not shown on attached site plan.

i. Contractor should not use public vault toilets or comfort stations in park. An employee vault is available at the soil’s disposal area at Wildlife Handling Facility.

Contractor should use due care with facility.

F. Security and Protection facilities:

1 Environmental Protection: Provide protection, operate temporary facilities, and conduct work in ways and by methods that comply with state and federal environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

2 Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all service equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Disassembly of equipment components or specialized inspection tools are not required.

3 Tree and Plant Protection: Provide Tree Protection fence at drip line of trees impacted in service area. Coordinate with COR.

AVOID DAMAGE to TREES OUTSIDE LIMITS OF DISTURBANCE

Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer Representative and remove agreed-on roots and branches that interfere.

b. Do not fasten ropes, cables, or guys to trees.

c. Carefully supervise excavating, grading, filling, and other operations near trees to prevent damage.

d. Tree stumps for trees removed in advance of this project may need to be excavated for contour work.

3.4 Storage - Staging Areas: :

A. Confine Storage of materials and equipment to the project staging area noted on the plans/aerial. No cost specific storage and staging area’s may be discussed at the kickoff meeting. (PAGE 11). Contractor storage of equipment and tools for this project may be laid down at park Mix Pit / Wildlife Handling Facility.

B. Disposal of soils from within and related to culvert work areas will be collected and deposited on park property at the park mix pit area in piles directed by project COR. If placing soil deposits by use of hydro-vac equipment, place silt-fencing around deposit pile to ensure contamination is contained to deposit area. No sediment run-off will be permitted to wash into the Little Missouri River Guidelines for silt fencing are found at:

https://www3.epa.gov/npdes/pubs/siltfences.pdf Please Note that aspects & details within the attachment are applicable to this project. At a minimum restraint of sediment on downward slopes to control runoff will be required and shall be embedded and supported to ensure proper sediment restraint.

3.5 Preservation of Natural / Historic Features:

1. Work within the culvert cross sections Shall be exercised with due care. Historic culverts are made of local quarry stone, and due to their age may have loose stones or mortar. Avoid aggressive directed streams of water when jetting, flushing or vacuuming / operating machinery to preclude the dislodging of and compromission of the existing structures while clearing.

Headwalls and toe walls should be protected or managed to avoid machinery contact which could damage historic construction. USE DUE CARE.

2. Identify and in consultation with COR determine approach with each project location to ensure means and methods for clearing mud, and debris from within and around do not further compromise structural conditions. USE DUE CARE.

3.6 Hauling Restrictions: Contractor to verify path to site and meet state and county road requirements and height restrictions for all park work/access.

3.7 Housekeeping:

A. Keep project neat, orderly, and in a safe condition at all times.

a. Dispose of waste materials and recycling legally outside the park. The contractor shall not use park dumpsters.

i. Soils recovered from excavation efforts will be disposed of at the parks North Unit - Mix Pit “STORAGE YARD”, Identified in the appended map to this document.

b. Address Recycling: N/A.

3.8 Photo Documentation:

Contractor must provide existing condition, progress and completion photos. All photos shall be in focus, show maximum range of depth of field general photo and then close up detail photo as needed. Shall be in JPEG digital form and submitted electronically by email within 7 days from time of taken or as approved by COR.

3.9 Fire and Life Safety:

1 Comply with the requirements of NFPA.

2 Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements 1926 | Occupational Safety and Health Administration (osha.gov).

Maintain readily available, on site, Safety Data Sheets (SDS) for each chemical.

i. Immediately report all spills of hazardous materials to the CO, COR and park.

ii. Maintain a spill emergency response kit.

iii. Train employees how to respond to a spill and use an emergency response kit.

iv. The site may be classified as fire restricted under State RED FLAG Warnings due to dry conditions at the Discretion of the National Park Service. Compliance with fire safety will be enforced.

3.10 Noise and Acoustics: N/A

ITEM 4 - EXAMINATION OF THE SITE

4.1 All interested contractors are strongly urged to visit the job site and examine existing conditions before submitting quotes. Contractors will be expected to complete the work described as quoted.

ITEM 5 – SUBMITTALS

5.1 General Submittal Procedures:

6.1 It is the Contractor’s responsibility to provide temporary services, equipment, tools, and skilled labor as required for the chosen means and methods to perform the work in accomplishing this Contract.

Temporary Traffic Control, Signage and Flaggers. Provide minimum personnel and equipment needed to safely manage traffic around the work areas. It is anticipated the contractor will perform the work over a several days period. This work will be required to ensure the continuous operation of the road for one-lane traffic, during culvert cleaning work hours where trucks for hauling may be staged on roadway or immediately adjacent.

6.2 Plan of Action – NAGPRA - Native American Graves Protection and Repatriation Act – In the event NAGPRA artifacts are encountered:

If suspected human remains and/or other NAGPRA-related objects (funerary objects, sacred objects, or objects of cultural patrimony) are discovered as a result of the current undertaking, project activity within 100 feet of the location of the discovery will cease and the area will be protected from further disturbance until an expert on human skeletal anatomy can arrive on site. This expert will be aware of the project to help ensure their availability to arrive within 48 hours of the discovery. Upon arrival, if needed, soil will be removed around the remains by hand tools to the point of identifying whether the remains are human and of a Native American individual(s). If Native American human remains and/or NAGPRA-related objects are identified, the park superintendent will be notified immediately. The superintendent will promptly notify Tribal representatives of the discovery by telephone. Within 24 hours, the superintendent will notify the Tribal contacts in writing to provide information on the geographical location, contents of the discovery, and steps taken to secure and protect the remains and/or cultural items. No later than three days after receiving written documentation of a discovery of Native American human remains and/or NAGPRA-related cultural items, the superintendent will make reasonable efforts to secure and protect the human remains or cultural items; verify that any activity around the discovery has stopped; and notify and consult with potentially culturally affiliated Tribal representatives.

Following Tribal notifications/consent:

1. Native American human remains and/or NAGPRA-related cultural items will only be recorded to the extent necessary for ongoing consultation.

2. For avoidance of the area in the future, a GNSS device will be used to map the general site location.

3. No soil samples of the burial feature will be taken.

4. No photographs of human remains and/or NAGPRA-related cultural items will be taken.

5. Any additional non-destructive documentation of the remains and cultural items will only be carried out with the consent of Tribal representatives.

6. All documentation will be considered sensitive and for internal use only.

The primary objective is to leave human remains and/or NAGPRA-related objects in situ. In a case in which these remains or objects need to be relocated, the NPS will do the following. Upon consultation with Tribal representatives, the human remains and/or any NAGPRA-related objects will be exhumed and stored at a secure, climate-controlled location at THRO. These will not be accessioned or cataloged.

They will be kept in natural materials, such as muslin and boxes with minimal metal or labelling, pursuant to the Tribes wishes. These will remain in the care of NPS, but not as property or custody, until disposition occurs.

ITEM 7 - PROJECT CLOSEOUT

7.1 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for intended use.

7.2 Completion: Contractor shall request a final inspection to the Contracting Officer and COR.

7.3 Warranties

A. Workmanship Warranty will be based on project acceptance and will remain in effect for 1 year following acceptance. The contractor will also support manufacturer warrantied items and repair work during this period.

B. Provide all manufacturer warranty information of products installed. All contact information, extent of coverage and conditions shall be clearly noted as well as date of overall final acceptance.

C. Information shall include operation and maintenance manuals for each warranted product.
