Purchase & Refurbishment of Powder Booth
1.0 STATEMENT OF WORK
1.1 This document provides the description that shall be used to acquire ONE (1) Nordson Horizon 400 Booth Refurbishment. The refit of the booth will include a new booth canopy, the Engage controller, a new scanner, encoder, and scanner stand and module cartridge filters. We will also refurbish the existing additional modules which will include the cartridge and final filters, AZO sieve rebuilds, replacement fluidizing plates, and new Encore Gen II powder pumps for each module. The current automatic powder guns in the booth and the existing manual guns will be utilized with the new controller as will the operator platforms.
1.2 Contractor shall verify all measurements prior to ordering materials. All work shall be accomplished in strict accordance with prevailing industry standards, manufacturer’s written instructions and all applicable codes.
1.3 All work requiring energy shall be done in compliance with OSHA 29 CFR 1910.147 and 1910.333 lock out tag out procedure. All electrical work shall comply with current NEC as well as local codes.
2.0 SCOPE OF WORK
2.1 The contractor shall provide all labor, tools, materials, equipment, safety measures, supervision and all associated permits and services to complete the work to furnish, install, and start-up of Nordson Horizon 400 Booth Refurbishment System at Building 2211, MCLB Albany, GA. Contractor is responsible for the purchase of the system and all miscellaneous materials needed to install a fully functional system.
i. Contractor shall be responsible for due diligence. Customer will provide basic building/shop layouts, site visits, other information as necessary upon request. For point of contact, reference paragraph 4.5.
ii. Contractor will be responsible for connecting system to base power. (Customer will provide utilities (electrical power, gas and plant air) within 50' of equipment)
iii. Contractor will be responsible for System start-up and functions check.
iv. A minimum of 48 hours (8 hours per day) of In-plant operator/maintenance training for government operators and safety personnel for the conveyorized and batch powder systems.
v. Final inspection per government end user acceptance. Commissioning and testing of parts to be required before acceptance (Training end users from start to finish on all aspects of the conveyorized powder paint, batch powder paint and oven equipment).
3.0 EQUIPMENT DESCRIPTION
3.1 Booth Canopy/Booth Base and Capture System : The high-performance polypropylene wall and clear-copolymer roof material minimizes the amount of powder attracted to the interior walls which increases first-pass transfer efficiency and allows quicker, easier cleaning during color change. Booth walls are extended at the gun openings for added space between the gun tip and wall. As a result, more powder is attracted to the part which increases operating efficiency. The translucent nature of the polypropylene allows ambient light into the booth for improved visibility without separate light fixtures. The canopy is an integral part of the booth system. The exhaust system is fitted with a rated airflow of 5,500 scfm (containment airflow 7,000 scfm) and features a 10 hp belt driven fan with an air foil design for improved operating efficiency. The special noise abatement design results in a quieter work environment. Manual airflow management is provided to allow control of booth airflow to meet specific application requirements and maximize transfer efficiency. Pipe and electrical conduit is hidden, providing a neater and cleaner installation. The fan assembly is preassembled for fast installation/start-up and is part of the Factory Mutual approved Horizon 400 booth system.
Engage Automatic Powder Spray System: The Nordson Engage integrated control system builds on Nordson’s extensive controls knowledge and technology to integrate all powder control functions into an easy-to-operate, single system. It features closed- loop digital flow modules for consistent coating quality, a built-in dual 128MB flash card unit for operating system and storage/expandability, single board computer, and 12" LCD full-color touch screen graphic interface display with icon-based graphics in a single, dust-tight enclosure. Features and benefits include:
· Single 22” LCD color touch screen graphical interface for single view of all system settings. Icon-based graphics for ease of set-up and operation in any language.
· Built-in, dual unit 128MB compact flash technology for operating system and program storage and expandability.
· Closed-loop digital flow control technology to ensure consistent air flow to the pump.
· Gun parameter settings, including in/out gun positioning, patented Select Charge® technology and Automatic Feedback Current control.
· Individual and global set-up and monitoring of all gun parameters and presets. Constant monitoring of all gun parameter settings and presets for various part styles.
· Backward and forward compatibility with customer-supplied PLC systems. Continuous pump atomizing purge standard. Nozzle purge optional.
· Expandable and upgradeable in the future
Encore Automatic Powder Spray Guns:

Reclaim Color Module/Powder Feed Hopper: The reclaim color module features a split and removable grate to protect cartridge filters from accidental damage while allowing easy access to the fluidizing bed. Baffles over the cartridges provide improved airflow. The inductive proximity sensor switch ensures proper sealing of the color module to the fan section for maximum operating efficiency. The module is easily leveled using the mechanically adjustable castering system. The powder feed hopper is engineered to supply a consistent controllable flow of fluidized powder to the guns for increased operating efficiency.

3.2 EXECUTION
3.3 Shipment, installation and training to be completed by the contractor and coordinated with the customer.
3.4 Place of Performance: Marine Depot Maintenance Command, B2211, Marine Corps Base, Albany, GA.

3.6 Government Furnished Property (GFP) and Services: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided if an emergency occurs.

3.8 GENERAL REQUIREMENTS
3.9 Contractor shall cleanup work sites daily and properly dispose of debris off Government property.
4.0 The work shall be performed in such a manner as to cause the least interference with the normal functions of the Government activity. Work areas will be cleared/vacated for the period of time necessary for the Contractor to perform work.
4.1 Prior to beginning any work, the Contractor shall meet with the designated Government representative to discuss and develop mutual understandings relative to scheduling and administering work. All work shall be accomplished within 180 calendar days after date of award. This completion time includes 14-day period for checking background of the contractor’s personnel prior to arrival to start work on Base. All asbestos abatement and removal shall be accomplished on weekends and holidays (only if asbestos is found during the project). All other work shall be accomplished between the hours of 8:00 a.m. and 5:00 p.m., Monday thru Friday (excluding federal holidays) unless otherwise specified in the requirements section and specifically pre-arranged with the Contracting Officer. This requires a written request two (2) days prior to proposed work.
4.2 Work shall be accomplished by personnel experienced in their respective trades. The Contractor shall perform all work in accordance with acceptable industry standards and all federal, state, and local codes.
4.3 All work requiring energy (electrical, mechanical, hydraulic, pneumatic, chemical, thermal or other) removal shall be done in compliance with OSHA 29 CFR 1910.147 and 1910.333 lock-out/tag-out procedures for worker protection. No work will be performed on energized electrical circuits unless proof is provided that no other means exist. NFPA 70E (current edition), Standard for Electrical Safety in the Workplace, shall also be utilized for worker safety compliance.
4.4 Except where specifically specified otherwise herein, all salvable materials and equipment disconnected or removed during the course of the work and not indicated or specified for reuse on the new work shall remain the property of the Government. All recyclable materials such as metals, pipes, pumps, engines, motors, and certain electrical components, to include switch gear, MCCs, conduit, copper wire, distribution and control panels, nuts, bolts, washers, old motor starters, obsolete breakers, cable lugs, conduit, conduit fittings, connection boxes, etc. will be recycled in accordance with MCO 5090.2A through the base Qualified Recycling Program (QRP). Remaining material shall be removed from the Government property. Contractor will disassemble or cut recyclable material to fit into roll-off containers or on flat bed trailers. With no part of the items hanging off the trailers or protruding out of the top of the containers.
4.5 Prior to performing "Hot Work" (welding, cutting, etc.) or operating other flame-producing/spark producing devices, a written permit shall be requested from the Fire Division. CONTRACTORS ARE REQUIRED TO MEET ALL CRITERIA BEFORE A PERMIT IS ISSUED. The Contractor will provide at least two (2) ten (10) pound 4A:80 BC rated extinguishers for normal "Hot Work". All extinguishers shall be current inspection tagged, approved safety pin and tamper resistant seal. It is also mandatory to have a designated FIRE WATCH for any "Hot Work" done at this activity. The Fire Watch shall be trained in accordance with NFPA 51B and remain on-site for a minimum of 1 Hour after completion of the task or as specified on the hot work permit. When starting work in the facility, Contractors shall require their personnel to familiarize themselves with the location of the nearest fire alarm boxes and place in memory the EMERGENCY FIRE phone number 229-639-5911. ANY FIRE, NO MATTER HOW SMALL, SHALL BE REPORTED TO 229-639-5911 IMMEDIATELY.
