1 Description of Services.
Background.
USTRANSCOM, located at Scott Air Force Base (SAFB), IL, is one of eleven Unified
Combatant Commands (CCMD) that provide operational control for the United States’ combat forces. USTRANSCOM’s mission is to develop and direct the Joint Deployment and Distribution
Enterprise to globally project strategic national security capabilities; accurately sense the operating environment; provide end-to-end distribution process visibility; and responsive support of joint, US Government and Secretary of Defense-approved multinational and non-governmental logistical requirements. In January 1993, Department of Defense (DoD) Directive 5158.4 tasked the USTRANSCOM Commander as the single manager of the Defense Transportation System to oversee defense common-user transportation assets. USTRANSCOM conducts globally integrated mobility operations, leads the broader Joint Deployment and Distribution Enterprise
(JDDE), and provides enabling capabilities in order to project and sustain the Joint Force in support of national objectives. One of the key responsibilities is to improve the overall efficiency and interoperability of distribution related activities - deployment, sustainment, and redeployment support during peace and war.
An important functional requirement of this responsibility is the integration of the Transportation
Component Commands (TCC) of Air Mobility Command (AMC), Surface Deployment and
Distribution Command (SDDC), and Military Sealift Command (MSC) and the Subordinate
Command Joint Enabling Capabilities Command (JECC). USTRANSCOM’s Joint Training and
Readiness Division (TCJ37), Operations and Plans Directorate, conducts joint training to ensure readiness of individuals, staff, and joint forces to accomplish assigned missions.
Scope.
USTRANSCOM TCJ37 requires contract support services to assist in executing elements of the
Joint Training Exercise & Evaluation Program (JTEEP) and the Joint Training System (JTS) as it pertains to the command’s JTP. Support Services includes subject matter expertise (SME), technical and analytical support for all phases of the JTS, JTP, and the Command Joint Lessons
Learned Program (JLLP).
Services also provide support to USTRANSCOM sponsored joint exercises as well as Joint Staff
(JS), other CCMD exercises which USTRANSCOM is supporting to include management and training of modeling and simulation (M&S) capabilities development and Information Systems support.
