STATEMENT OF WORK
MUSIC DIRECTOR AND MUSICIAN
PROTESTANT WORSHIP
Cannon Air Force Base, New Mexico
1. Scope of Work. This is a non-personnel services contract to provide a Music Director & Musician for Protestant Services and Practices. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
The contractor will:
1.1. Provide a Music Director and Musician for Protestant Services and Practices as defined in this Statement of Work (SOW) except for those items specified as government furnished property and services.
1.2. Services include at least one rehearsal and performance per week on Sunday for the Protestant Service, and on other occasions outlined in this contract (Holy Days, Memorial Services, Special Services, etc.) as required by the religious rites and practices of the Protestant Community.
2. Education and Experience.
2.1. Must have experience as a musician, a vocalist, and either as a pianist or an acoustic guitarist.
2.2. Must have at least two years of experience as a Protestant Christina Music Director.
2.3. Must be ready to demonstrate proficiency in musical and vocal skills on the first day of work.
2.4. Must possess the ability to tailor music to meet the worship needs of the Protestant Contemporary Worship Service and the lead worship service chaplain.
2.5. Must demonstrate proficiency in musical, vocal, and audio-visual technical skills by furnishing a resume with a minimum of three (3) references validating education and two (2) years experience meeting the requirements in this SOW and an audition video submitted with the contractor’s proposal for each individual who will be working under this contract.
2.6. Must possess the ability to constructively work with Chaplain Corps staff, other contractors, volunteers, and Chapel customers in a pluralistic environment.
2.7. Must be able to maintain a neat, clean and well-groomed professional appearance. Conduct must be portrayed in a dignified business manner, should be a person that is in good standing with the Protestant Community.
3. Duties and Responsibilities.
3.1. Provide the Cannon Air Force Base Chapel with musical direction, instrumentals, vocals, lyrics, and audio-visual technical support for Protestant Worship Services and Practices. These responsibilities include, but are not limited to, leading and directing a musical performance team, preparing publications and audio-visual equipment for religious services, and volunters to provide the necessary instrumentals, vocals, lyrics, audio-visual, and technical support for the Cannon Chapel and Protestant Community, to include virtual capabilities in the event of Public Health restrictions.
3.2. Provide or coordinate with other contractors/volunteers contemporary music and lyrics using computer presentation software such as Proclaim, ProPresenter, or Microsoft PowerPoint for the worship service to include but not specifically limited to developing, implementing, coordinating and evaluating the music program for the service.
3.3. Be responsible for the coordination or set-up of audio-visual equipment, lyrics, vocals, and musical accompaniment for the Protestant worship and religious services as mutually agreed upon with the Lead Faith Group chaplain, or the current religious service leader.
3.4. Provide music for worship and religious services to include but not specifically limited to developing, implementing, coordinating and evaluating the music program for all Protestant Contemorary Worship Service; to include, publications and audio-visuals related to the music program.
3.5. Provide music services for the Protestant Contemporary Worship Service to include, but not limited to, one (1) worship service per week on Sunday at the Prostant Service and on other ocasions outlined in this contract (e.g., Holiday Specific Services, Special Services, Memorial Services, Funerals, Weddings, etc.) as required in the liturgical calendar or practices for the local Protestant Community.
3.6. Perform at least one (1) rehearsal per service per week, at a time that is convenient for both members of the Prostant Community or the Lead Faith Group Chaplain. Rehersals will be held at the Cannon AFB Chapel otherwise arranged with the Lead Faith Group Chaplain. All dates and times for rehearsals will be coordinated with Lead Worship Service Chaplain, including special and holiday services.
3.7. Submit requests for music supplies in writing to Lead Faith Group Chaplain, or designate at least 30 days prior to items being needed. Additionally, submit requests for music supplies through Chapel Appropriated Funds (APF) and Chapel Tithes and Offerings Funds (CTOF) while following all Chapel procedures and processes. Coordinate with the Service Chaplain for authorization of purchases.
3.8. Coordinate, with chapel staff and volunteers, the use and set-up of microphone stands, microphones, music stands, and all other music equipment necessary to conduct the service with other worship service musicians and music directors for worship or other religious service for in-person gatherings or virtually if deemed necessary by the Lead Service Chaplain.
3.9. Arrive at least 60 minutes prior to the start of each service to oversee setup of instruments, vocals, lyrics, audio-visual, and technical support, and depart after all service cleanup has been accomplished.
3.10. Ensure compliance with all music copyright information to include reporting song usage to Christian Copyright Licensing International (CCLI) or current chapel licensing organization.
3.11. Maintain a current inventory of musical instruments and equipment in coordination with the Audio Visual Technician and Equipment Custodian, if available.
3.12. Provide musical instrument and equipment maintenance. Report any equipment in need of repair or replacement to the Lead Worship Service Chaplain. Provide the Wing Chaplain or designee updates to the condition of equipment as arise or are required.
3.13. Serve as a Program Leader during semi-annual Chaplain Corps Financial Working Group meetings; forcast annual needs of the music program.
3.14. Participate in parish counsil meetings and/or staff meetings as scheduled. Participation may be done virtually, if gaterings are restricted due to Public Health guidance.
3.15. Furnish an estimated yearly budget for music supplies such as music sheets, folders, equipment required to play and maintain instruments (e.g. guitar strings, electric cords for guitar, picks, etc.) and other supplies each year not later than 1 August, or upon request, to the lead worship service chaplain.
3.16. Conduct special services to include services and rehearsals for days of special religious significance services or memorial/funeral services. Contractor will be given a minimum 72 hours notice prior to special services such as funerals/memorial services. Possible additional special engagements include, but not limited to: Ash Wednesday (Feb/March), Good Friday (March/April), Easter Sunday (March/April), Christmas Eve (Dec 24), Christmas Day (Dec 25), New Year’s Eve Service (Dec 31). Other special services to be arranged as required by the lead worship service chaplain.
3.17. Recruit and train individuals to maintain a praise team/choir or equivalent to include musicians, instrumentals, vocals, lyrics, audio-visual, and technical support, and provide a roster to Lead Faith Group Chaplain and Volunteer Manager.
3.18. Coordinate with volunteers to support the music rogram and comply with chapel volunteer program requirements as it pertains to DoDI 1100.21, Voluntary Services in the Department of Defense and AFI 52.101 Chapter 6, Chapel Volunteer Programs.
3.19 Lead Worship team, managing and scheduling volunteers and maintain coordination with chapel staff on volunteer requirements.
3.20. Provide a list of the songs that will be sung during the service to the Lead Worship Service Chaplain four (4) days prior to the start of the worship service or special service. Flexibility will be given for volunteer ability and availability as well as service needs.
3.21. Organize at a minimum two (2) volunteer teacher-training events each year preferably in the Fall and Spring months, and coordinate with Lead Faith Group Chaplain and Religious Affairs Airman for additional support and guidance. Training should include orientation for new voluteers on facility and music guidance as well as available available resources. Provide addditional workshops for special programs, e.g., kids participating in a musical, summer religious education program, and special Christmas or Easter program. These trainings may need to be provided virtually (to include digital production/presentation via a media platform), in the event facilities are not avialable or due to Public Health guidance.
3.22. Coordniate Quarterly Praise Team care event to include: dinner, outing, dessert night, etc.
3.23. Adhere to all Cannon Chapel operating instrutions and policies, and all applicable. Air Force politcies, directives and instructions. Comply with all applicale Air Force and Local instructions for facility use, maintenance, and security, etc. all of which are available upon request.
4. Wing Chaplain Will:
4.1. Work with the Lead Faith Group Chaplain to review the contract annually to consider exercise of option.
4.2 Ensure necessary supplies and equipment is provided to the contactor to accomplish services described in this SOW.
4.3. Coordinate with the Base Security Office to process all necessary security checks required for the contractor to have access to the base Non-secure Internet Protocol Router Network (NIPRNet) systems and work with children.
5. Quality Control Plan.
5.1. The Contractor shall develop and submit, within 30-days of award, a quality control plan (QCP) to ensure services are performed in accordance with this SOW. The QCP shall be submitted to the Contracting Officer for review and approval. The QCP shall include procedures to identify, prevent, and ensure non-recurrence of defective services. The Lead Faith Group Chaplain shall notify the Contract Specialist or Contracting Officer, at least quarterly, if they are not in compliance with their QCP.
5.2. The government shall evaluate the contractor’s performance in accordance with the Contractor’s Quality Control Plan. This QCP is primarily focused on what the Contractor shall do to ensure they are performing all requirement standards in this SOW.
6. Place of Performance. The work performed under this contract will be performed at the Chapel located at 104 West Albright Avenue (Building 58), Cannon Air Force Base, NM or at other approved locations where a chapel-sponsored religious education program is occurring. If services must be provided virtually due to Public Health guidance, the contractor will coordinate with the Lead Faith Group Chaplain to establish a suitable place of performance. The cntractor will establish a virtual program; ensuring parishipners are contacted in a timely manner.
7. Safety.
7.1. The Contractor will be familiar with and implement fire and safety practices in accordance with OSHA, Federal, State, and Local laws to prevent accidents and preserve the life and health of themself and any personnel performing, or in any way affected by the performance of this contract.
7.2. No contractor reporting for duty who appears to have recently consumed alcohol 12 hours prior shall not be allowed to perform and connot invoice for uncompeted service.
8. Security.
8.1. Background Checks. Within 10-days of notice of award, contractor shall submit, to the Chapel Security Manager for processing, an application for Background Checks in accordance with public Law 101-647, Section 231 (Crime Control Act of 1990 and Department of Defense Instruction (DoDI) 1402.5, Criminal History Background Checks on Individuals in Child Care Service Position, 11 Sept 2016, Incorporating Change 1, Effective July 14, 2016) and AFI 52.101, Planning and Organizing, for all employees having contact with children below the age of 18. An adverse finding from this investigation at any time will result in termination of services.
8.2. Coordinate with volunteers to collect-required information to ensure all volunteers working with minors under 18 years of age receive a background check as required in DoDI 1402.5 and AFI 52.101 and ensure specified and non-specified volunteers are wearing the appropriate badge indicating background check status and requirement for Line of Site Supervision for children under 18 years of age.
8.3. The Contractor will implement procedures that ensure the security of government property and facilities. The Contractor shall ensure that all facilities used are properly secured, doors and windows locked upon departure when Chaplain Corps personnel are not present.
8.4. Keys. Be responsible for keys provided. Keys may not be duplicated. All keys will be returned on revocation of this contract. Contractor shall report any lost or misplaced keys upon discovery of the occurrence.
8.5. Comply with all necessary computer based training as mandated by Air Force and local installation policy.
9. Identification of Contractor Employees. All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor will be required to wear applicable identification badge designating level of background check completed during chapel children’s programs.
10. Contractor Travel. Contractor may need to travel within the Continental United States (CONUS) to attend meetings, conferences, and training applicable to Protestant music programs. Contractor may be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) if the 27 SOW/HC has appropriated funds available and the meeting, conference, and training would benefit the Protestant music program.
11. Projected Work Schedule. The contractor shall maintain office hours at the Cannon Chapel at least 3 days during each week in addition to Sunday. Additionally, the contractor will perform service primarily during business hours, which is between the hours of of 9:00 a.m. – 3:00 p.m., Monday through Friday, Sunday mornings, and evenings or weekends during scheduled religious education programs. The contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW. When hiring additional personnel, the Contractor shall keep in mind the stability and continuity of the workforce is essential.
11.1. Normal duty will require an average of twenty (20) hours per week. The primary hours shall be performed during the regular duty hours of the Chapel and on Sundays. These hours will include some evenings and Saturday work. One of the normal duty days will be performed on the day of the Cannon AFB Chapel staff meeting, which the Contractor will attend. Contractor may flex hours week to week to ensure they are maintaining an average of 20 hours per week. A monthly schedule arranged with the Wing Chaplain’s designee, posted and kept on file. Schedule must be publically available, posted on the Chapels bulletin board and on the Chapel’s Facebook page.
11.2. Should the Chapel exercise closure due guidance from 27 SOW Public Health, these same hours will be maintained virtually by working remotely. Teleworking hours will need to be logged monthly and approved by the Lead Faith Group Chaplain each month. A teleworking plan must be approved by the Lead Faith Group Chaplain.
12. Period of Performance. The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years.
