Performance Work Statement (PWS) & Salient Characteristics

Energy Management Control System Upgrade (EMCS) Buildings 4400 & 4020

4 September 2020

1. SCOPE OF WORK

1.1. The Contractor shall provide non-personal services including all management, supervision, personnel, travel, tools, materials and other items and services necessary to complete the upgrade on-site to the Energy Management Control Systems (EMCS) in Buildings 4400 and 4020 on Ellsworth AFB, SD.

1.2. The Honeywell controls shall be upgraded from C-Bus protocol to BACnet protocol and the building HVAC (Heating, Ventilation, and Air Conditioning) controllers, thermostats, and bus wire will all be replaced.

2. DESCRIPTION OF REQUIREMENT

2.1. Building 4400:

a. Install new BACnet bus communication wire (approximately 1500’) in a polarity sensitive daisy chain pattern to all the thermostats, VAV controllers and Comfort Point Open controllers.

b. Replace the existing Zone Manager controller, (1) XL500 controller, (33) VAV controllers, (1) XL100, and (1) BNA (Building Network Adapter) with (1) CPO-PC400 controller, (1) CPO Plant Controller and (33) CPO-VAV2A controllers with thermostats. All field controllers must be Comfort Point Open style controllers programmed with Comfort Point Open Studio. Comfort Point Jace and all other Jace controllers are not allowed on the Ellsworth base network.

c. Rewrite the HVAC building program with Honeywell Comfort Point Open Studio version 220 software and at the completion of the project install, the Comfort Point Open software program shall become the property of Ellsworth AFB.

d. Integrate the Comfort Point Open BACnet data points into the Honeywell EBI R500 front end server. Delete all of the existing Excel 5000 data points associated with building 4400. Build graphics using HMI web Builder on the Honeywell EBI R500 server for all new BACnet data points within the new graphics.

e. The contractor shall provide a new Honeywell EBI R500 server license to account for the new BACnet data points gained in order in integrate into the Honeywell EBI R500 server.

2.2. Building 4020:

a. Install new BACnet bus communication wire (approximately 2500’) in a polarity sensitive daisy chain pattern to all the thermostats, VAV controllers and Comfort Point Open controllers.

b. Replace the existing Zone Manager controller, (5) XL800 controllers, (12) VAV controllers and BNA (Building Network Adapter) with (5) CPO-PC400 controllers and

(12) CPOVAV2A controllers with thermostats. All field controllers must be Comfort Point Open style controllers programmed with Comfort Point Open Studio. Comfort Point Jace and all other Jace controllers are not allowed on the Ellsworth base network.

c. Rewrite the HVAC building program with Honeywell Comfort Point Open Studio version 220 software and at the completion of the project install, the Comfort Point Open software program shall become the property of Ellsworth AFB.

d. Integrate the Comfort Point Open BACnet data points into the Honeywell EBI R500 front end server. Delete all of the existing Excel 5000 data points associated with building 4020. Build graphics using HMI web Builder on the Honeywell EBI R500 server for all new BACnet data points within the new graphics.

e. The contract shall provide a new Honeywell EBI R500 server license to account for the new BACnet data points gained in order in integrate into the Honeywell EBI R500 server.

3. SECURITY REQUIREMENTS

3.1. Base Access and Passes – Contractor personnel and vehicles must obtain appropriate Base passes. Contractor shall submit an Entry Authorization Letter (EAL) four business days prior to schedule work. The contractor will submit EAL to Control Shop personnel for processing. The EAL will be on company letter head and include days and time for requested access (example: M- F 0700-1700 hrs), personnel names, date of birth, driver’s license and state issued. EAL process is subject to changing security measures. Contractor personnel shall turn in their base access badges to the Visitor Control Center (VCC) as they expire. The contractor will also be responsible to schedule escorts when flight line access is required. POC phone number to schedule escorts is 605-385-2095.

3.2. Compliance with Laws and Regulations – The contractor is subject to all base fire, safety and security regulations. The contractor shall obey all base, local, state and federal laws and regulations.

3.3. Pandemic Response – All personnel present on Ellsworth AFB are required to follow any and all pandemic response policies established by the base leadership. Personal protective measures (face masks, gloves, hand sanitization, etc.) may be increased or decreased related to the current pandemic conditions on Ellsworth AFB. Contractors performing on Ellsworth AFB will follow the guidance provided by the local work center where contract performance will occur or other government representatives on the base. Contractors that refuse to comply with any and all pandemic response policies may be denied access to the installation which can result in corrective contract actions.

4. GOVERNMENT FURNISHED PROPERTY AND SERVICES

4.1. Utility Service – The government will furnish electricity as needed to accomplish this contract.

4.2. Security Police and Fire Protection – The government will provide security police and fire protection to the extent necessary to maintain a secure and safe installation. The contractor shall adhere to the security and fire directives, instructions, and policies of Ellsworth Air Force Base. If hot work is to be performed, a burn permit will be required from the Fire Department 605-385-1113.

4.3. Emergency Services – The contractor shall reimburse the government for emergency medical treatment and transportation if these services are required.
