Performance Work Statement (PWS)

FOR

Combatives Training

9 September 2020

Blackbird St/S MacDill Ave, Bldg. 1072 MacDill AFB FL 33621

SECTION 1.0 DESCRIPTION OF SERVICES

1.1 Scope of Work.

1.1.1 The United States Special Operations Command (USSOCOM) and United States Special Operations Command Central Command (SOCCENT) require training and instruction in hand-to-hand combatives. The contract will provide for a total of 144 classes consisting of three (3) 2-hour sessions each week over a period of 48 weeks and two (2) annual Combatives Certification Sessions each year.

1.1.2 The Instructor(s) must be qualified as a black belt under the Rigan Machado Brazilian Jiu Jitsu system, Japanese Jiu Jitsu, and possess the certification of a Level IV Modern Army Combatives Program (MACP) Instructor. These requirements are critical to ensure the instructor(s) possesses the ability to shape training plans and techniques that meet the demands of current operational and environmental conditions faced by all tactical service members.

1.2 Specific Tasks.

1.2.1 Instructors will provide 1 hour of a combination of instruction and practice with a partner, training device (heavy bag, dummy or other equipment) or applicable air drills during each class.

Instruction should be adaptable to many different skill levels to include participants with little to no experience. The average class size shall not exceed 20 people.

1.2.2 Instruction should include:

1.2.2.1 Safety instructions to mitigate/reduce risk of injury to participants including, proper safety equipment use, proper safety practice procedures to include communication with partner (how to tap/recognize when to stop applying a technique), how to limit speed/strength used and other tips to avoid injury to self or others during practice.

1.2.2.2 Combatives Level 1 instructions – training on techniques and procedures required for participants to successfully pass Modern Army Combatives Program Level 1 testing and receive certification.

1.2.2.3 Combatives Level 2 instructions – training on techniques and procedures required for participants to successfully pass Modern Army Combatives Program Level 2 testing and receive certification.

1.2.2.4 Tactical Self Defense instructions– provide self-defense training on techniques/procedures involving real-world (gun/knife/club/handcuff/other) self-defense scenarios.

1.2.2.5 Take Down instructions – Provide instructions on how to properly (and safely in practice) force an opponent to the ground (many are covered in Combatives Level 1 and 2 training) and immediate actions following to subdue a threat

1.2.2.6 Striking/Boxing/Sparring instructions – training on techniques and procedures related to standing attack and defense techniques (punching/kicking while standing)

1.2.3 In addition to 1 hour of instruction each class, Instructors allow an additional 1 hour split between the following tasks before and after each instruction. (This should result in 2 hours total work each class) NOTE: Contractor shall provide cleaning wipe/formula to sanitize – Mop/bucket provided by government.

1.2.3.1 Sanitize mats and prepare/clean equipment to be used that day prior to instruction/use.

1.2.3.2 Clean up equipment/mats and answer questions from participants after class.

1.2.4 Instructors will provide a Four (4) hour MACP level 1 and/or 2 testing session twice per year. The MCAP class will be held when the Instructor(s) deems the appropriate number of students are ready to test. These classes will be held approximately in March and August of each year.

1.2.4.1 This Combatives testing should include all required actions/activities for Modern Army Combatives Program Level 1 and 2 certification.

1.2.4.2 Successful completion should result in a formal document signed by a qualified certifier to be provided to the COR (copy) and participant validating their completion of Combatives Level 1 or 2.

1.2.5 The Instructors should maintain a Jiu Jitsu Belting progression program for participants.

1.2.5.1 This belting progression should follow standard Jiu Jitsu belting procedures and be a compliment to MACP level 1 and 2 testing/techniques.

1.2.5.2 This belting progression should allow for individuals who have obtained MACP Level 2 certification to continue to grow in the program and become a support to the instructors in assisting other participants to learn and achieve level 1 and 2 certifications.

1.2.5.3 Instructors should honor current participants’ belting level provided by previous program instructors.

1.2.6 The contractor shall provide the following deliverables to the Project Manager in accordance with the schedule indicated:

1.2.6.1 The Instructors will maintain a by-name by-session roster of training attendance throughout the period of performance. This roster must be provided to the Project Manager within 5 calendar days of the end of each month and upon request.

1.2.6.1.1 The Attendance roster shall include Session Date, Attendee Name, and a notation of first time attendee for the Calendar Year, among other data points deemed necessary by the instructors.

1.2.6.2 An Initial Assessment of the ability of participating service members to execute the required techniques while engaged in tactical operations will be completed within 30 calendar days of the first training session.

1.2.6.3 A Training Progression Plan for each participating service member will be completed monthly with a closeout date coinciding with the last calendar day of the month. The first Training Progression Plan is due on the first day of the second full calendar month following submission of the Initial Assessment. The Training Progression Plan will illustrate how the Instructors intend to train participating service members so that they can achieve the next skill level. If required, this plan will include recommendations to alter the focus of the training based on the Initial Assessment of service member skill levels.

1.2.6.4 A Project Closeout Report will summarize the number of personnel who attended training by session, any significant activities observed by the Instructors, and ways in which they would improve CQB training in the future. The Project Closeout Report is due five calendar days prior to the end of period of performance.

SECTION 2.0 SERVICES SUMMARY: The Services Summary identifies the performance objectives and performance thresholds for all critical tasks associated with providing the services outlined in this PWS. This section contains only those items considered most important for mission accomplishment. The performance objectives are those services/tasks required in the PWS. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The Government expects the Contractor to perform at the acceptable levels throughout the life of the contract.

Certification Communication (Instructors provide signed documentation of MCAP level 1 and/or 2 certifications within 10 calendar days IAW 1.2.4.2)

Cleaning Mats (Instructors maintain mat and equipment sanitation and cleaning procedures)

Qualifications (Instructors have and maintain necessary certifications to provide proper training) 1.2.2

Contractors shall adhere to qualifications 100% of the time.

Attendance Communication (Instructors maintain and have available attendance roster for review.)

1.2.6.1

Completed attendance rosters shall be provided to PM within 5 calendar days at the end of each month and upon request.

SECTION 3.0 GOVERNMENT-FURNISHED PROPERTY (GFP) AND SERVICES:

3.1 The Government will provide suitable facilities to accommodate Combatives training. Each participant will be responsible to provide individual personal protective equipment as required.

The Combatives Project Manager will assist the instructor in gaining approved access to MacDill AFB, FL. USSOCOM will provide written justification to the Base Security Forces and Project Manager as required validating the contractor’s request for access.

3.2 The Government will provide the Mop and Bucket to sanitize mats/equipment IAW 1.2.3.

3.3 A reasonable amount of potable water and electricity shall be supplied by the Government for the use of this service.

SECTION 4.0 GENERAL INFORMATION

4.1 Location and Frequency of Training. Training shall occur for USSOCOM and USSOCCENT for a total of 144 classes consisting of (3) 2-hour sessions each week over a 48-week period, excluding national holidays, and command training, safety or family days. Classes will begin the week of September 28, 2020 and be on Mondays, Wednesdays, and Thursdays from 1100-1300 (2 hours). Any changes to the training schedule will be coordinated with the Instructor(s) at least seven (7) days prior to the change taking place.

4.2 Class size shall not exceed 20 to 1 student-to-instructor ratio without advance approval by the Instructor(s).

4.3 The training audience will provide a rich source of tactical scenarios which will enhance the realism of training. Participative learning is highly encouraged. In general, the techniques trained must be executable when the service member is fatigued and when ambient conditions severely limit the sense of sight.

4.4 Until otherwise notified, personnel must adhere to the Centers for Disease Control protocols regarding health protection while performing services. Measures include minimizing crew size to enable social distancing, wearing face covers. routine cleansing of frequently touched surfaces and practicing good hand hygiene. Report health issues for necessary contact tracing to Public Health and inform the Contract Officer of potential COVID -19 contamination.
