About this file
This document is a detailed Request for Proposal (RFP) for procuring a 1/1.43 scale F-86 Sabre outdoor display model for the 15 Wing at Joint Base Pearl Harbor Hickam (JBPHH) in Hawaii. The model is intended for public affairs and historical/educational purposes, with strict requirements for construction, paint, and maintenance. Specific technical specifications include multi-layered fiberglass construction, a metal supporting structure, museum-grade historical accuracy in markings, and the ability to withstand outdoor environmental conditions. The model must be 70% scale, measuring 26.2 ft in length and 26 ft in wingspan, and mounted on an 8-10 ft vertical steel post. Additional requirements mandate minimal annual maintenance, compatibility with standard cleaning equipment, corrosion-resistant hardware, and delivery/installation at Hickam AFB, with the model manufactured and delivered in sections to facilitate transport.

F-86 Sabre Salient Characteristics
Rationale of Requirement:
The 15 Wing has an F-86 Sabre display aircraft, located on O’Malley Blvd to showcase Hickam’s rich history in aerospace warfighters. The 15 MXS is charged with the regular maintenance and upkeep of the aircraft. We are requesting to purchase one 1/1.43 scale F-86 Sabre model (Outdoor Display).
The models will be used as static display for the 15 Wing at Joint Base Pearl Harbor Hickam (JBPHH) HI. Their intended usage is for public affairs and historical/educational purposes. All displays must be consistent in quality, design, shape, color, and size.
F-86 Requirements:
The requirements for the procurement (1) F-86 are below. The vendor must meet or exceed these salient functional and physical requirements.

• Models must have multi-layered fiberglass construction.
• Models must have a metal supporting structure for mounting and rigidity.
• All Internal support structures will be coated to protect against corrosion.
• Models will have a physical construction warranty.
Paint / Coatings
• Models must have museum grade historical accuracy, with paint scheme, decals, and painted markings per provided photo examples.
• Painted surfaces must have a durable multi-layered gloss clear coating.
• Models must be painted utilizing readily available automotive or aviation paints to allow for easy upkeep and maintenance.
• The models or stand must NOT contain any specialized or proprietary coatings.
• Paint and clear coat will have a manufacturing warranty.
Maintenance

• Models must be able to withstand regular maintenance washing with off the shelf automotive soaps, brushes, and industrial pressure washers.
Delivery / Installation

• Models must be able to mount to current in place concrete pads located on O’mally Boulevard provided in site photos.
• Mounting posts will bolt to the existing concrete pad using at a minimum ½ inch expansion concrete bolts.
• Delivery and installation to Hickam AFB must be included in the procurement cost.
• The vendor must provide all labor, tooling, hardware, and consumable required for delivery and installation.
• All mounting hardware will be corrosion resistant and coated for environmental protection.
• Models must be manufactured and delivered in sections to ease transport and delivery due to inability to move and place a full-scale aircraft model.
• Seams for all assembled sections will be sealed, painted and clear coated to give a
“seamless” appearance.
• Mounting hardware from the vertical post to the model will be sealed to prevent corrosion
Scale
• Models must match the measurements provided below.
