About this file
This document is a Statement of Work (SOW) for a Leica BLK360 Terrestrial Laser Scanner, Generation 2 or equivalent, to be procured by the USDA Forest Service Enterprise Program (EP) High-resolution Remote Sensing and UAS Program (HRRS-UAS PgM).
The SOW outlines the business requirements for the Forest Service to utilize terrestrial laser scanning technology to augment field data collection for vegetation monitoring projects, such as the Rapid Assessment of Vegetation Condition After Wildfire (RAVG) and Monitoring Trends in Burn Severity (MTBS) programs. The key deliverables include the Leica BLK360 Laser Scanner system with accessories, software licenses, and support/maintenance. The technical requirements detail the salient characteristics of the Leica BLK360 Generation 2 scanner, including its size, weight, wireless capability, laser class, range, and point measurement rate. This procurement aligns with the Forest Service's mission to apply the latest geospatial science and technologies.

1. BACKGROUND
Established in 1905, the USDA Forest Service (FS) is a federal agency that manages public lands in national forests and grasslands under a founding principle, "To provide the greatest amount of good for the greatest amount of people in the long run". The agency’s mission is to “sustain the health, diversity, and productivity of the Nation’s forests and grasslands to meet the needs of present and future generations”. The FS has the responsibility for stewardship of more than 193 million acres of the nation’s forests and grasslands; for developing and communicating scientific knowledge through research and development that leads to informed natural resource decision-making; for delivering technical assistance through state and private forestry programs; and for sharing knowledge and experience with others in the global community through international forestry.
The Forest Service has been utilizing remote sensing since the 1920’s, when the first aerial reconnaissance efforts began. Currently, the agency utilizes satellite, airborne and terrestrial-based remote sensing capabilities to monitor, analyze, and record changes on the landscape These activities promote continued informed economic expansion, well-managed natural resources, environmental awareness, national security, and the advancement of scientific knowledge.
2. BUSINESS REQUIREMENTS
The HRRS-UAS PgM will be partnering with the FS Geospatial Technology and Applications Center (GTAC) to provide burn severity and forest change products to agency practitioners and partners in the form of several products, including the Rapid Assessment of Vegetation Condition After Wildfire (RAVG) and the Monitoring Trends in Burn Severity (MTBS) projects. These burn severity and forest change products include a burn severity layer/map, percent change in basal area, and percent change in canopy cover based on relationships between field data on these variables and various indices derived from satellite data. These products are used by agency managers and collaborators in restoration and replanting efforts, in quantification of carbon loss due to fire, and more recently in fuel treatment effectiveness monitoring on landscape scales. Current field data collection methods, particularly for RAVG, are time consuming and involve moderate error. Terrestrial laser scanning (TLS) uses LiDAR (light detection and ranging) technology to generate 3D point cloud datasets. Over the past decade, TLS has been showing promising capacity for accurate and consistent measurements of forest structure. Many scientists and managers in the FS are beginning to utilize TLS in vegetation monitoring. This procurement would enable the evaluation and use of TLS technology to augment RAVG field data collection, integrate state-of-the-art 3D point cloud processing and analysis methods to quantify and assess forest structure, and yield improved geospatial estimates of post-fire effects.
Additionally, under the auspices of its mission to apply the latest in geospatial science and technologies, this acquisition would enable HRRS-UAS PgM and GTAC to provide operational assistance to FS staff in the use of this particular technology and inform agency staff decisions regarding its broader acquisition and use in the agency.
HRRS-UAS PgM is also looking to use the TLS technology to record historic and pre-contact cultural resources. The 3D scale models of these phenomena created from the point clouds will provide heritage program managers with a means to accurately measure and describe features of the resources in an office-based, computer assisted setting. This has the potential to improve the information and provide a more reliable and repeatable documentation method. The models also could be used in the interpretation of the resources by providing a virtual representation of the features that could be shared in digital media on websites or other digital platforms.
