About this file
This document is an Industry Questionnaire for a federal contract opportunity at Shaw AFB for a Multiple Award Construction Contract (MACC). The 20th Contracting Squadron is seeking information from interested and capable contractors to perform a broad range of design-build, sustainment, maintenance, repair, alteration, renovation, and minor construction projects at Shaw AFB.
The MACC may have a total ceiling of $10 million over a two-year period, with individual task orders up to $2 million. The government is considering a technical acceptability with performance tradeoff source selection, and is also considering requiring contractors to participate in 10-30% of task order solicitations. The work will span multiple construction trades, and the government is seeking contractors with in-house or readily available design capability. Interested contractors are asked to provide details on their qualifications, experience, bonding/insurance capacity, and perspectives on the proposed acquisition approach. Responses are due by October 24, 2024.

9. Critical Question: The approach may include three separate levels of effort (capability tiers). Within the last three years, how many multi-trade projects has your company successfully completed for: 1)less than $250K;
2)over $250K but less than $1M; 3)over $1M; and 4) Is there a better way to capture capability tiers?
10. Critical Question: The Government is contemplating multiple-awards under the basic MACC using a Technical Acceptability w/ Performance Tradeoff. The rationale for this approach is that the Government needs the best contractors determined technically acceptable for this contract. What is your opinion on the proposed source selection approach? What would you suggest be an evaluation criteria/discriminator that can help differentiate the best companies? How many total contracts would you recommend and why?
11. Critical Question: The Government is contemplating to require contractors to participate in 10% to 30% of MACC TO solicitations. The rationale for this approach is that the Government needs to ensure adequate competition for all MACC TO solicitations. What is your opinion on the proposed requirement? What would you suggest be the percentage of participation required be?
12. Critical Question: The Government is considering an award, in its discretion, of three (3) On-Ramp contracts.
The rationale for this approach is that it allows the Government needed flexibility to maintain timely and responsive contractors for this contract. What is your opinion on the proposed On-Ramp contracts?
13. Critical Question: Has your company ever been assessed consideration, liquidated damages, and/or terminated? If so, please explain the reason and frequency.
