About this file

This document contains contract instructions for depot-level repair services of Receiver Transmitters applicable to the Lightweight Airborne Recovery System (LARS). The contractor, Cubic Defense Inc. in San Diego, California, will perform teardown testing and evaluation (TTE) on each asset, with items determined to be Beyond Economical Repair (BER) or No Fault Found (NFF) returned to the Government at no additional cost.

The contract period consists of one base year (14 October 2026 – 13 October 2027) with four one-year ordering periods extending through 13 October 2031, with potential for orders up to five years from the effective date. Turn-around time requirements are 90 business days for routine repairs, 45 business days for MICAP requests, and 30 business days for SURGE requirements, measured from asset induction to shipment back to the Government. Surge, backorder, and MICAP requirements take precedence over routine schedules. The contractor must respond to Government requests within one business day with estimated delivery dates for critical items and within eight business hours for emergency assistance. BER authorization requests must be submitted in writing to the Procuring Contracting Officer (PCO) through the Administrative Contracting Officer (ACO) within 10 calendar days following initial inspection and may only be granted if physical damage exceeds 75 percent of material, burn damage affects greater than 80 percent of internal electrical components, or expected repair cost exceeds 75 percent of new item cost. Over and Above work, including Line Replaceable Units (LRUs) without full complements of Shop Replaceable Units (SRUs), units in improper configurations, and items damaged from mishandling or battle damage, requires detailed quotes and tear down reports submitted to the PCO before work commences. CLIN 0007/1007/2007/3007/4007 is designated for Over and Above work and will be unpriced at contract award.
