About this file

This is an Essential/Salient Characteristics specification document for a precision grader blade attachment solicitation issued by JBSA Lackland AFB, dated 19 August 2026. The requirement specifies a brand name or equal to the GB108 CASE grader blade attachment, designed for seamless compatibility with the organization's existing CASE TV450B skid steer. The attachment is intended for trail maintenance, grading, and earthmoving operations on compacted dirt, gravel, and rock surfaces.

The mandatory specifications require the grader blade to have an operational cutting width between 72 and 96 inches, feature a standard universal skid-steer quick-attach mounting plate without secondary adapters, and be constructed of heavy-duty commercial-grade steel. Functionally, the attachment must provide at least 6-way hydraulic functionality (lift, drop, left/right angle, and left/right tilt/oscillation), include a heavy-duty replaceable steel cutting edge, and incorporate forward oscillating stability wheels or casters for independent platform leveling. Hydraulically, the attachment must be fully compatible with the existing prime mover's standard-flow auxiliary hydraulic system using standard flat-face quick-disconnect couplers. Electrically, the attachment's directional valves must plug directly into the prime mover's original equipment manufacturer electrical auxiliary harness (standard 14-pin or equivalent) and be fully operable through the existing factory-installed in-cab joystick controls. Proposed equal products are strictly prohibited from requiring aftermarket wiring harnesses, external in-cab control boxes, secondary displays, or software modifications to the government's existing equipment.

Attachment 1 – Essential / Salient Characteristics

(Brand Name or Equal) Precision Grader Blade Attachment

JBSA Lackland AFB

19 August 2026

Essential / Salient Characteristics:

This requirement is for a precision grader blade attachment designed for seamless plug-and-play compatibility with the organization's existing skid steer [CASE TV450B]. This requirement is for a brand name or equal to the

GB108 CASE.

The requested equipment is a heavy-duty, precision grader blade attachment designed for a skid steer prime mover. To be considered responsive and technically acceptable, any proposed "equal" product must meet the following mandatory physical, functional, electrical, and dimensional requirements.

These specifications have been coordinated through and approved by the facility management and training operations channels to ensure mission compatibility.

1. Physical Dimensions & Mounting Requirements Operational Width: The grader blade must have an operational cutting width of no less than 72 inches and no greater than 96 inches to ensure single-pass efficiency while maintaining maneuverability on narrow training trails.

Mounting Interface: The attachment must feature a standard universal skid-steer quick-attach mounting plate for secure, rapid coupling to the existing government-owned prime mover without the use of secondary adapter plates.

Construction: Must be constructed of heavy-duty, commercial-grade steel designed specifically for earthmoving, forestry, and trail maintenance (compacted dirt, gravel, and rock impact).

2. Functional & Performance Features Multi-Axis Articulation: The blade must possess at least 6-way hydraulic functionality (lift, drop, left/right angle, and left/right tilt/oscillation) to effectively cut drainage slopes and crown trails.

Ground Engagement: Must include a heavy-duty, replaceable steel cutting edge.

Front Bolster/Wheels: The attachment must include forward oscillating stability wheels or casters to provide a stable, level grading platform independent of the prime mover's wheelbase.

3. Electrical & Hydraulic Specifications Hydraulic Compatibility: Must be fully compatible with the existing prime mover’s standard-flow auxiliary hydraulic system. Connections must utilize standard flat-face hydraulic quick-disconnect couplers.

Electrical Integration: The attachment’s electronic directional valves must plug directly into the prime mover's existing original equipment manufacturer electrical auxiliary harness (standard 14-pin or equivalent).

Control Mandate: The grader blade must be fully operable utilizing the existing factory-installed, in-cab joystick controls.

Strict Exclusion: Proposed "equal" products shall not require the installation of aftermarket wiring harnesses, external in-cab control boxes, secondary displays, or software modifications to the government's existing prime mover.
