About this file
This document is a Purchase Description for the procurement of one (1) Model AH-2700A Option E Multi-Frequency Capacitance Bridge. The U.S. Army TMDE Activity (USATA) has a requirement for this equipment to support its mission at the Army Physical Standards Labs located at Redstone Arsenal. The key technical requirements for the capacitance bridge include full precision measurements in under 0.4 seconds, repeat measurements in under 30 milliseconds, automatic internal calibration, IEEE-488 GPIB and IEEE-1174 serial interfaces, and NIST or NPL traceable calibration.
The related federal contract opportunity is a Request for Quote (RFQ) issued by the United States Army Contracting Command-Redstone, Space, Missile Defense & Special Programs (SMD/SP) Directorate. This is a 100% Small Business set-aside Firm-Fixed-Price procurement for the Model AH-2700A Capacitance Bridge. The Government intends to make an award to the vendor representing the best value, which is the lowest priced technically acceptable quote. Quotes must be submitted by 1:00pm EST on July 9, 2024.

Purchase Description Procurement of Capacitance Bridge
The U.S. Army TMDE Activity (USATA) has a requirement to implement a brand name purchase of one (1) Model AH-2700A Option E Muti-Frequency Capacitance Bridge. The equipment shall be delivered to USATA’s Army Physical Standards Labs located at Building 5435, Fowler Road Redstone Arsenal. The Capacitance Bridge to support USATA’s mission as follow:
1.0 Requirements:
Model Description Quantity
AH-2700A Option E Multi-Frequency Capacitance Bridge 1
Full precision measurements in under 0.4 s Repeat measurements in under 30 ms Automatic internal calibration Auto ranging Commutation (test signal reversal) to minimize external power line or other periodic signal pickup Deviation measurements of capacitance, loss or both External DC bias up to ± 100 V External trigger capability Fast analogue output has a frequency response of 3 kHz at 3 dB down IEEE-488 GPIB and IEEE-1174 serial interfaces included remote device can act as controller or logger Large, variable-brightness displays having 8 digits for capacitance and loss and 5 digits for frequency Measures extremely low loss down to:
a dissipation factor of 1.5 x 10-8 tan δ a conductance of 3 x 10-7 nS or a resistance up to 1.7 x 106 GΩ Multiple discrete frequencies (Standard) or continuous frequency (Option-C Model) Negative capacitance and loss ranges can measure unusual samples or three terminal networks NIST or NPL traceable calibration Programmability can eliminate the need for an external controller Self-test diagnostics on power-up and by command Three-terminal BNC connections minimize connector costs and number of cables Zero correction of test fixture capacitance and loss DCOAX-TPG-1-BNC - 1 meter test cable Calibration Certificate Operating and Maintenance Manual Rack Mount Kit 3 Year Warranty
