Section 1) General Information and Background

1.1 – General Information

The National Park Service (NPS) requires a contractor to operate no-cost seasonal transportation service for visitors between a parking facility at the South Entrance to Yosemite National Park and the Mariposa Grove of Giant Sequoias. Six heavy-duty, 40-foot, 40-passenger low-floor transit buses will be provided by the U.S. Government. The contractor is required to operate public transportation services for a period of eight months, mid-April through November, while storing and maintaining the buses for the remaining four months of the year. All operations and maintenance costs will be paid through this contract under a firm fixed price.

Yosemite National Park attracts approximately four million visitors annually. The Mariposa Grove is a forest of giant Sequoia redwoods that has existed for thousands of years, with trees renowned for their massive size and longevity. Visitor parking is available in a remote facility adjacent to the South Entrance to the park, where visitors board a bus or “shuttle” for transportation to and from the grove. The length of the Mariposa Grove Road from the South Entrance Station to Mariposa Grove is 2.2 miles. The number of visitors can amount to 5,000 visitors on the busiest days, but regular visitation varies between 2,000 and 4,000 on most days in peak season. This service is provided at no cost to park visitors.

The Mariposa Grove is located in Mariposa County, California, with regional access provided through Fresno and Madera Counties via State Route (or Highway) 41. The distance from Wawona, location of the nearest commercial services, to the Mariposa Grove is 4.8 miles.

General information about the park, its natural resources, history, culture, and management are found on the park’s web site: www.nps.gov/yose.

1.2 – Purpose and Objectives

The Mariposa Grove shuttle operator (the Contractor) will provide safe, reliable, and efficient transportation for visitors to the Mariposa Grove of Giant Sequoias. The service provides a higher-quality visitor experience at the Mariposa Grove by consolidating parking for the greatest number of visitors in a remote location, while reducing numbers of visitor vehicles, traffic congestion, and vehicle emissions in the Mariposa Grove. The Contractor will:

• Employ drivers and support personnel who are properly trained and capable of providing courteous, helpful, and safe operations with an efficient and pleasant visitor experience.

• Ensure that all vehicles are repaired or maintained in good working order and in accordance with all applicable local, state, and federal regulations, manufacturer’s specifications, and industry standards, allowing the shuttle system to provide ongoing service and daily operations without interruption.

• Provide frequent, convenient, reliable, and measured shuttle service at no cost to park visitors under the schedule listed in Table 1 on a fixed route.

1.3 – Partnership

The National Park Service preserves unimpaired the natural and cultural resources and values of the national park system for the enjoyment, education, and inspiration of this and future generations. The National Park Service cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.

Because the NPS is charged with protecting resources and providing for visitor use and enjoyment, a transportation services contractor is tasked with operating an effective and efficient transportation service, providing for the enjoyment, safety, and well-being of park visitors. The Contractor exercises some autonomy and discretion in the daily operation of transportation services at the Mariposa Grove. The characteristics of seasonal and daily visitor use and visitation patterns, and weather conditions require that the Contractor be flexible, reliable, and dedicated to the principle of providing exemplary customer service in the operation of service for visitors to Mariposa Grove. The Contractor and the NPS will work as partners in providing the best and most efficient visitor services possible while operating under the terms of this contract.

The Contractor will be integral to park operations in the Wawona Ranger District and is expected to maintain regular communications with the district ranger and staff, to respond to requests for information, and to participate in meetings pertaining to local park operations, as requested by the

NPS.

1.4 – Term

This is a firm, fixed-price contract with a base year plus four option years. Option years will be exercised at the sole discretion of the Government. Service in the base year will begin on the date of award and conclude November 30, 2026. Service in option years will extend from April 15 through November 30 annually. Weather and road conditions permitting, public transportation service will be provided daily from 8:00 a.m. to 30 minutes after sunset. The contractor will be responsible for storing vehicles in a safe place and performing fleet maintenance responsibilities during the period that the service is not operating, December 1, through April 15, annually.

1.5 – Scope

The Contractor shall provide all personnel, equipment (buses excepted), tools, materials, supervision, and other items and services that are necessary to provide transportation services as defined by this Performance Work Statement (PWS). The Contractor is fully responsible for operating Mariposa Grove Transportation Service to ensure safe, efficient operations in accordance with all federal, state, and local regulations, and under general standards and best management practices of the public transportation industry.

The Contractor must maintain all vehicles provided under this PWS safely, in accordance with manufacturers’ recommendations, and according to federal, state, and local regulations and to industry standards. The Mariposa Grove Transportation Service consists of six (6) heavy-duty, low floor, 40-foot, 40-passenger, accessible diesel electric hybrid buses.

The Contractor is responsible for hiring qualified employees and for ensuring that all employees are properly trained to conduct their duties. The Contractor must provide transportation to and from special events in the Mariposa Grove when requested by the NPS, during routine service periods. The Contractor is required to provide driver support for emergencies, to participate in any evacuation requiring the prompt and orderly removal of large numbers of visitors from the Mariposa Grove, when directed by the NPS.

1.6 – Physical Security

The Contractor shall be responsible for safeguarding Government equipment and the information provided for Contractor use. At the close of each work period, vehicles, equipment, and materials shall be secured.

1.7 – Post Award Conference/Periodic Progress Meetings

At no additional cost to the Government, the Contractor shall attend a post award conference convened by the NPS in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5.

The Contracting Officer (CO), Contracting Officer’s Representative (COR), and other Government personnel will meet periodically with the Contractor to review the Contractor's performance. In these meetings the CO or COR will appraise the Contractor of how the Government views the Contractor's performance, and the Contractor will inform the Government of challenges or barriers to progress, if any. Appropriate action shall be taken to resolve outstanding issues.

Section 2) Service Requirements Contract Line Items (CLINs) describe the seasons along a fixed route, described in the following two subsections and in Table 1 and Table 2. Prospective contractors shall submit an offer that includes bus hours according to the number of operating days, while working with vehicles that are provided by the NPS. The following subsections describe the route, which is subject to four schedule changes per year.

2.1 – Transportation Service, Primary Route

The purpose of this contract is to provide service between a parking area at the South Entrance and the Mariposa Grove of Giant Sequoias. Regular and reliable shuttle service will be provided daily during the seasonal period of performance. Service will be provided at no cost to park visitors. The visitor parking facility has the capacity for 330 vehicles and includes a shuttle bus stop, public restrooms, and a welcome center (or visitor information station) that is staffed by volunteers from Yosemite Conservancy. These facilities are maintained by the NPS. The Contractor has no maintenance responsibilities for the buildings or grounds. The general characteristics of this route are described as follows:

Parking Area to Mariposa Grove

Mileage per cycle (round trip) 4.4 Number of stops per cycle 2 Cycle time 12 minutes Average road grade 5 percent Operating range elevation 4,000 to 5,700 feet

During the required service period(s), mid-April through November 30, government-owned buses shall be parked overnight in the bus parking area at the South Entrance, or in the town of Wawona, which is 4.8 miles north of the South Entrance.

2.2 – Operating Service Schedule

Table 1 provides the operating service schedule to be authorized under this contract. The daily schedule and hours of operation are required. The estimated “bus hours required” is an assumption. Offerors may draw different conclusions, however must indicate why hours differ within their quote.

2.4 – Schedule and Period of Performance Changes

The Contractor shall operate the transportation service according to the operating schedules that are approved by the COR or CO. Service hours may be adjusted in the occurrence of mechanical failure, safety concerns with government equipment, weather, road conditions, levels of ridership, or other conditions.

The NPS may require changes to the transit routes and/or schedules. If the changes would increase or decrease the annual number of hours under the contract by +/- 15%, then the hourly rate is subject to negotiated equitable adjustment by contract modification.

2.4.1 – Non-emergency Changes

The Contractor shall not deviate from the NPS approved route or schedules without prior written approval by the COR or CO. The Contractor will not be penalized for infrequent reductions in service that are duly authorized by the COR or CO. Examples would include mechanical or equipment breakdowns, labor shortages due to illness of employees, or insufficient visitor demand. No increase in transit service pricing will be funded without a contract modification that is authorized by the CO.

2.4.2 – Emergency Changes

In the event of emergency situations such as dangerous weather, fire, or vehicle collisions, shuttle drivers may modify routes and schedules as needed during the period of the emergency.

Situations requiring modification of routes and schedules must be reported immediately to:

These performance standards are based on the premise that the Contractor, not the NPS, is responsible for contract management and the quality control actions that are necessary to meet the terms and conditions of this contract. The objectives of these performance standards are to provide a means for the NPS to evaluate service provided by the Contractor so that service can be either accepted or rejected by the NPS. Failure to provide quality services could result in termination of the contract or other monetary repercussions.

6.2 – Quality Assurance

Reviews, observations, and inspections (ROI) will be performed periodically by NPS staff. ROI may be conducted at any time, whether announced or unannounced. During or after ROI, the COR will inform the Contractor of conditions that must be corrected, and the time period required to correct the condition. All corrective actions are subject to follow-up ROI.

All inspections performed by the COR or a designee are for the benefit of the government and do not relieve or absolve the contractor of the need to perform independent inspections.

The following table indicates contractor tasks upon which the Government intends to evaluate the contractor’s performance via ROI. The Government and Contractor shall maintain a record of ROI. When the percentage of non-compliance exceeds the acceptable quality level (AQL) noted below, the Contractor will be directed to take corrective action.

The Government may enforce other contractual remedies including but not limited to termination for default, if the contractor performs significantly below the AQL, or should the contractor’s performance not meet the AQL for 2 or more months within a one-year period.
