About this file
This is a Justification & Approval for Other Than Full and Open Competition document for a simplified acquisition under $350,000.
The National Park Service is procuring two Zoll Propaq MD Monitor/Defibrillator units with integrated 12-lead ECG, SpO2, EtCO2, NIBP, IBP, temperature monitoring, CPR expansion pack, Bluetooth and WiFi connectivity, 80mm printer, and compatible accessories including invasive pressure monitoring capability and air medical-qualified hardware. The procurement is justified as a brand-name acquisition dated June 30, 2026 (PR Number 44048457). The justification emphasizes that standardization on the Zoll Propaq MD platform provides mission-critical interoperability with the Yosemite Medical Clinic, Yosemite National Park Service EMS, Mariposa County regional EMS services (including Mercy Medical Transport, PHI Air Medical, and AirMethods), and receiving hospitals. The device is the only airworthy monitor/defibrillator combining RTCA/DO 160G airworthiness certification, three simultaneous invasive pressure channels, night vision goggle compatibility, IP55 harsh environment durability rating, and a 60% smaller, 40% lighter design compared to comparable systems. Market research confirmed the monitors are available through commercial vendors. Fair and reasonable pricing will be determined using price analysis techniques per FAR Part 12.204(a). The justification was approved by Project Officer Ansley Singer (July 3, 2026), Contracting Officer Lisa Henson (July 6, 2026), and Warranted Individual Juan Roman (July 6, 2026).

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER $15,000 ($2,000/$2500 for Construction/Services) AND
UP TO $350,000
(See RFO FAR 12.102)
Date: 06/30/2026 PR Number: 44048457
1. Nature and/or description of the item/service being procured and its intended use:
The action being approved is a brand-name procurement for the Zoll Propaq MD Monitor/Defibrillator for use in emergency medical response, patient transport, and clinical stabilization.
The requirement is for two Zoll Propaq MD monitor (Propaq® MD - 12 Lead ECG, SpO2, EtCO2, NIBP, IBP, Temp, CPR Expansion Pack, BlueTooth + WiFi, 80mm Printer) including compatible accessories, invasive pressure monitoring capability, and air medical–qualified hardware. This device supports advanced critical care monitoring, defibrillation, and transport operations in austere and aviation environments.
2. Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
___X___ Other Brand Name_____________________________________________________
Explain:
Yosemite National Park EMS Overview The Yosemite Medical Clinic is operated by the National Park Service in partnership with the U.S. Public Health Service Commissioned Corps. The clinic serves over 5,000 patients annually and supports six Advanced Life Support ambulances deployed throughout the park, all equipped with 12-lead cardiac monitoring capability. The closest hospital — John C. Fremont Hospital in Mariposa — is over an hour from Yosemite Valley by ground. For cardiac and trauma cases requiring higher-level care, patients are transported to facilities more than two and a half hours away. This geography makes seamless, real-time cardiac monitoring continuity between field units, ambulances, and the clinic critically important.
Platform Compatibility Benefits By standardizing on the ZOLL Propaq MD platform, our unit would achieve the following interoperability advantages with the Yosemite Medical Clinic and Mariposa County regional EMS services (Mercy Medical Transport for ground transport; PHI Air Medical and AirMethods for air transport):
• Shared Electrode & Supply Compatibility: ZOLL multi-function therapy cables, electrodes, and OneStep pads are common across the ZOLL product family, allowing supplies to be shared or borrowed across agencies during mass casualty incidents or equipment failures.
• 12-Lead ECG Transmission Continuity: The Propaq MD's 12-lead capability and integrated wireless data transmission (Wi-Fi, Bluetooth, Ethernet) are compatible with the same ECG management and STEMI alert systems used by regional receiving hospitals, reducing time-to-balloon and improving cardiac outcome coordination.
• Consistent Clinical Workflow: When Yosemite NPS paramedics transfer patients to Mercy Medical Transport or air medical crews at park boundaries, a shared ZOLL platform means transferring crews encounter familiar controls, waveform displays, and alarm parameters — reducing handoff errors during time-critical cardiac events.
• Battery & Accessory Cross-Utilization: SurePower™ II batteries and charging systems are interchangeable within the ZOLL Propaq platform family, enabling mutual aid scenarios where a depleted battery can be swapped from a regional unit without procurement of separate consumables.
• Unified Training Ecosystem: ZOLL provides a single training curriculum and simulation resources applicable across agencies using the same platform, allowing joint training exercises between our unit, Yosemite NPS EMS, and Mariposa County providers without platform-specific retraining.
Standardization on the Propaq MD therefore does not merely serve internal operational needs — it directly strengthens our integration with the regional EMS ecosystem surrounding Yosemite National Park and reduces friction in the patient handoff chain from field to definitive care.
Other facts supporting the justification The Propaq MD satisfies a combination of mission critical requirements not available in any other airworthy monitor/defibrillator system:
• Air Medical Compliance: The device meets RTCA/DO 160G airworthiness requirements across multiple helicopter frequency profiles and complies with MIL STD 810G for shock, drop, and vibration—necessary for air medical evacuation operations in and around Yosemite National Park.
• Three Invasive Pressure Channels: It is the only airworthy monitor/defibrillator with three simultaneous invasive pressure channels, required for management of hemodynamically unstable patients during prolonged transports.
• Night Operations Readiness: NVG compatible display mode allows safe use in night vision environments without degrading visibility.
• Harsh Environment Durability: IP55 rated enclosure supports operation in rain, dust, and extreme field conditions common in remote rescue areas.
• Reduced Crew Load: The Propaq MD is approximately 60% smaller and 40% lighter than comparable devices, reducing rescue team burden during patient movement.
System Compatibility The Yosemite Medical Clinic, Mercy Ambulance, Sierra Ambulance, and all regional flight companies use Zoll monitoring platforms. Defibrillation pads, cables, and data connections are fully interchangeable. This interoperability:
• Eliminates delays during patient transfers,
• Prevents the need for equipment changes or pad swaps,
• Ensures continuity of monitoring during time critical transitions,
• Reduces clinical risk and enhances continuity of care.
No other device provides this combination of airworthiness certification, invasive monitoring capabilities, environmental durability, and interoperability with the region’s EMS and air transport network.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Park ranger paramedics researched the monitors for the EMS program that met requirements needed.
They reached out to other EMS providers and spoke directly with manufacturers. The required monitors are available open market and are being offered by commercial vendors.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in RFO FAR Part 12.204(a).
