Salient Characteristics Summary: Portable Pier-Class Power Distribution Center (PDC) with Integrated Transformation

This document is a Statement of Objectives/Salient Characteristics for a portable electrical power distribution unit required by Naval Petroleum Transfer Unit (NPTU) Charleston, located at 1260 Snow Pointe Road, Goose Creek, SC 29485. NPTU requires a single-frame-mounted unit consisting of two NEMA 4X rated electrical panels and a 75 kVA step-down transformer designed for outdoor use in brackish water environments. The primary panel accepts 480 VAC three-phase input at 400 amperes via E1022-compatible cam-locking connectors and includes a 400A main circuit breaker with distribution breakers supplying power to multiple receptacles at various voltages and amperages (three sets of 250A E1016 cam-type receptacles, three 30A NEMA L16-30R receptacles, one 15A NEMA L16-30R receptacle, one 30A MIL-R-2726/16 receptacle, one 50A NEMA L16-30R receptacle, and one 60A 460R7W Hubbell receptacle). The transformer converts 480V primary to 120/208V secondary output, feeding a secondary distribution panel with a 200A main circuit breaker. The secondary panel supplies power to numerous receptacles including two sets of 150A E1016 cam-type female receptacles, standard NEMA receptacles at various amperages (NEMA L6/L15 series ranging from 20A to 50A), one 40A PS460R12W Legrand pass-through receptacle, and multiple 120V receptacles (six NEMA 5-20R and three NEMA L5-20R).

All commercially sourced components must be UL-listed, and the unit must comply with National Electrical Code (NFPA 70) standards, including GFI protection and weather-tight penetrations. The frame must be fabricated from 304 stainless steel or higher with stainless steel fasteners, include forklift pockets and lifting eyes, and not exceed 1800 pounds or dimensions of 60"W x 36"D x 72"H. Testing must conform to ANSI/NETA ATS standards, including insulation resistance testing and transformer turns-ratio verification. Offerors must submit pre-award technical documentation including a technical description, compliance matrix, one-line electrical diagram, component cut sheets, and exceptions list. Post-award deliverables include preconstruction drawings for NPTU approval, final as-built drawings with transformer tap details, and test results documentation.

Portable Pier-Class Power Distribution Center (PDC) with Integrated Transformation

Salient Characteristics

1.0 Description: NPTU has a need for a portable pier electrical transformation unit. The unit will consist of two

NEMA 4X rated panels and step-down transformer mounted on a single frame. The electrical panels and supporting frame structure shall be designed to be used outdoors in a brackish water environment. The unit will take 460-

480Vac through a set of cam-locking connectors to a 400A main circuit breaker and distribution panel. Internal distribution circuit breakers will supply power to connectors as dictated below. One of the distribution circuit breakers will provide a feed to a 75 kVA 480V/ (208/120) VAC step-down transformer. The output of the step-down transformer will serve as input power to the secondary distribution panel, equipped with a 200 A circuit breaker.

The secondary distribution panel will have circuit breakers that supply power to connectors as dictated below.

For pre-award evaluation purposes, offerors shall provide sufficient technical information to demonstrate compliance with these salient characteristics. At a minimum, offerors shall provide a technical description of the proposed unit, a compliance matrix, a conceptual one-line diagram or equivalent electrical layout, supporting cut sheets or component literature for major components, and any exceptions or assumptions. Detailed preconstruction/fabrication submittals are not required with the quotation unless otherwise stated in the solicitation.
