About this file
This Statement of Work (SOW) details requirements for Building in a Box (BiB) kits compatible with M.I.C. Industries' Ultimate Building Machines (UBM) for constructing vertical steel shelters in CONUS and OCONUS locations. The document specifies four distinct kit configurations in Appendices A-D, with varying steel coil specifications (different colors: Colonial Red and Cream Tan, and varying coil widths and thicknesses), each containing comprehensive components such as entry door kits, louver kits, ventilator kits, overhead door kits, foundation materials, insulation, fasteners, and other installation accessories.
The SOW outlines critical contractor responsibilities including supplying, transporting, delivering, and offloading materials to Main Operating Base (MOB) or Forward Operating Base (FOB) destinations, with immediate work commencement after receipt of each order. Key requirements include providing weekly status reports, coordinating government inspections, employing damage-prevention shipping techniques, and maintaining full tracking transparency. The solicitation is issued by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency, with the opportunity currently in pre-solicitation status under solicitation number KSPAN-BIB-2026, targeting rapid deployment of standardized shelter construction kits.

STATEMENT OF WORK (SOW)
Building in a Box (BiB) 19 December 2025
1. INTRODUCTION: The objective of this requirement is to provide complete BiB kits that are compatible with the M.I.C. Industries brand Ultimate Building Machines (UBM). These kits will be used with the UBM to rapidly construct K-Span structures which are vertical steel shelters that are used in CONUS and OCONUS locations. In all scenarios, time is a critical factor, either to be use as an operational facility for personnel and equipment or for the rapid need to store crucial material out of the elements. Of significant importance is meeting the specific tolerances listed below to ensure the quality and durability of the material.
2. SCOPE:
2.1. The contractor shall supply, transport, deliver, and offload the required materials (in various configurations). The contractor shall offload materials from shipping truck/containers at destinations and deliver them to the final installation location(s) as identified in each Delivery Order (DO).
2.2. The specifications required for a BiB kit are listed in the appendices below.
3. SCHEDULE, DATA ITEMS, AND OTHER DELIVERABLES:
3.1. The contractor shall commence work immediately After Receipt of each Order (ARO). The contractors shall provide a delivery timeline for each item.
3.2. Inspections. The Government may provide on-site inspections at the contractor’s site or other mutually agreed location based on the contractor’s production completion schedules. Inspections will be completed or waived by the Government prior to any items shipped. Inspections may take up to one workday to complete, per item; and include inventory of all end items and packaging. Further detailed requirements for inspections are listed per kit in accordance with the detailed technical requirements outlined in paragraph 2.2 above. The contractor shall coordinate with installation point of contact (POC) for any details and scheduling of all inspections.
3.3. Weekly Status Report. The contractor shall provide, per DO, weekly status of shipped, delivered and delivery schedules to site POC’s. The format for this report shall be of a standard commercially available file type (MS Word, pdf, etc.) that shall be agreed upon by both parties at time of initial award and must be a continuation document encompassing all previous reports per DO. The first report shall be due seven (7) calendar days ARO and no later than 1200 CST every Monday thereafter until all deliveries are completed.
4. SHIPPING:
4.1. Deliveries. Deliveries under this contract are to Main Operating Base (MOB) or Forward Operating Base (FOB) destinations. The contractor shall employ packaging and shipping techniques to preclude any damage from rough transport either by land, sea, or air. The contractor shall be responsible for expenditures associated with damage incurred during shipping to include on-site repairs or replacement of damaged items. The Contractor shall load all materials, or individual items at their origin and offload at each destination (door to door), including offloading from shipping truck/containers at each destination to the installation final location per DO.
4.2. Destination POC. The contractor shall contact the applicable installation POC prior to shipment to give the installation a formal notification of an upcoming delivery and to verify the delivery address. The POCs and shipping addresses will be identified in each DO issued against the contract.
4.3. External Tracking. The contractor shall make available to the Government all automated tracking information employed by the shipping agencies (i.e., web-based search engines, posted manufacture spreadsheets, etc.).
4.4. Shipping costs. Firm fixed pricing.
