FEM IDIQ – Statement of Work

Air Base Building 72 - Air Duct Cleaning 219 N. Bates Ave., JB Charleston, SC 29404

27 June 2025 Period of Performance: 60 Days / 2 Month

Scope of Work:

This Scope of Work (SOW) outlines the requirements for the cleaning of HVAC ductwork and components. The work will be performed in accordance with the National Air Duct Cleaners Association (NADCA) standards and guidelines, as well as all applicable Occupational Safety and Health Administration (OSHA) and local regulations. The objective of this project is to remove accumulated contaminants from the HVAC system to improve indoor air quality and system efficiency.

This project involves the cleaning of the following HVAC system components:

• Air Handling Units (AHUs): AHU-1, AHU-2, AHU-3, and AHU-4, including associated ductwork and components.

• Exhaust Fans (EFs): EF-1, EF-2, and EF-3, including associated ductwork and components.

• Fan Powered Boxes (FPBs): 24 FPBs.

• Variable Air Volume (VAV) Boxes: 16 VAV Boxes.

• Air Devices: Supply and return air diffusers, registers, and grilles throughout the designated areas.

The Contractor shall perform the following tasks:

• Source Removal and Disposal of Contaminants:

o Identify and remove all visible contaminants from the specified ductwork and components, including but not limited to dust, debris, mold (suspect mold will be reported immediately), and other particulate matter.

o Properly dispose of all removed contaminants in accordance with local, state, and federal regulations. Provide documentation of proper disposal methods.

• Mechanical Cleaning Methodology:

o Utilize a mechanical cleaning methodology that includes:

o Contact Vacuuming: Employing HEPA-filtered vacuum equipment to remove loose debris and contaminants.

o Compressed Air: Using compressed air with appropriate nozzles to dislodge embedded contaminants.

o Proper Agitation: Employing brushes, whips, and other agitation devices suitable for the specific ductwork and component materials to loosen and dislodge contaminants.

o Negative Air Machines: Maintaining continuous negative pressure within the ductwork during the cleaning process using HEPA-filtered negative air machines to prevent the spread of contaminants into occupied spaces. Negative air machines will be exhausted to the exterior of the building where possible.

o Ensure that all cleaning methods are appropriate for the materials and construction of the ductwork and components to prevent damage.

• Cleaning of Specific Components:

o AHUs & EFs: Clean all accessible interior surfaces of the AHUs and EFs, including coils, drain pans, fans, and mixing boxes.

o FPBs & VAVs: Clean all accessible interior surfaces of the FPBs and VAV boxes, including coils, pitot tubes, dampers, and internal components.

o Air Devices: Remove and clean all supply and return air diffusers, registers, and grilles. Reinstall air devices after cleaning.

• NADCA Cleanliness Verification and Documentation:

o NADCA Cleanliness Verification Method 1 (Visual Inspection): Perform a visual inspection of all cleaned ductwork and components after cleaning is complete, according to NADCA standards.

o Post-Project Documentation Report: Provide a comprehensive post-project documentation report that includes:

Description of the work performed.

Before and after photographs of the cleaned ductwork and components, clearly illustrating the effectiveness of the cleaning process.

Any issues encountered during the project and the corrective actions taken.

A statement certifying that the work was performed in accordance with

NADCA standards and guidelines.

Confirmation of proper disposal of waste materials.

*Note: This is a site-specific scope of work. All work shall be performed in accordance with the Statements of Work provided in the base contract.
