About this file

This document is a Memorandum and Salient Characteristics specification from the 52d Fighter Wing (USAFE) at Spangdahlem Air Base, Germany, dated September 2, 2026, requesting replacement sunshades for the Air Traffic Control (ATC) Tower. The 52d Operations Support Squadron requires sunshades to reduce direct and reflective glare, contribute to temperature control, and ensure operational efficiency. The procurement specifies 11 lower sunshades with isosceles trapezoid dimensions (top rail: 100 inches wide, bottom rail: 101.5 inches wide), one lower sunshade (top rail: 101.5 inches, bottom rail: 90 inches), and 12 upper sunshades (dimensions: 35 inches by 35 inches). All sunshades and supporting hardware must comply with FAA Order 6930.22, Specification FAA-E-2470 for Transparent Plastic Window Shades, dated June 7, 1971.

The specification details comprehensive technical requirements for the transparent plastic shade material, fabrication, and installation. Shade material must be polyester-type polymer per Federal Specification L-P-377b (Type V DuPont "Mylar" clear sheet film or approved equivalent) with four-ply laminated construction featuring gray-dyed center sheets meeting specifications from Martin Processing Co. of Martinsville, Virginia. Optical properties require the shade transmit no more than 6% of visible solar energy (380-780 nanometers), reject no more than 4% of ultraviolet energy (300-380 nanometers), and reject 48% of total solar energy (360-2100 nanometers) per AIMCAL standard methods. Shades must include flat bottom bars (1 inch by 0.5 inch, dull black), black nylon cords (9/16-inch diameter), and mounting on 1 3/4-inch diameter metal-wrapped spring-loaded rollers with plastic brackets. Installation requirements include placement in shade recess pockets or on wood/metal plates, proper tension adjustment, and knotting in shade cords for safety control. Contractors must submit shop drawings, material lists, shade samples, roller hardware samples, and provide three certified copies of product warranty certifying all specification requirements are met. Packaging shall conform to FED-STD-102, Level "B".
