STATEMENT OF WORK
For
Distillation Analyzer (ASTM D86)
14 May 2025
I. BACKGROUND:
The Air Force Petroleum Agency’s Aerospace Fuels Laboratory is requesting to purchase two (2) new distillation instruments to replace outdated equipment and ensure continued conformance with ASTM D86 for fuel analysis. These instruments are critical for maintaining accurate and reliable testing of fuel samples, including those utilized in contamination, Safety Investigation Board, and Presidential (POTUS) sample analysis. Distillation is a key fuel test and provides essential data on fuel composition, volatility, and overall quality to support critical safety and risk assessments. The acquisition of these instruments will upgrade the existing legacy systems, mitigating the risk of testing delays and ensuring the continued reliability of PTPLG's fuel analysis program.
II. Minimum Technical Requirements:
The following specifications list the minimum requirements for the Distillation Instruments – Quantity two (2):
a. Instrument shall determine boiling range characteristics of aviation fuel as light and middle distillates in accordance with ASTM D86.
b. Instrument shall measure in the temperature range between 0 to 450 ℃.
c. Instrument shall measure the following parameters:
1. Initial Boiling Point temperature (℃).
2. 5%, 10%, 20%, 30%, 40%, 50%, 60%, 70%, 80%, 90%, 95% Recovered Temperatures (℃).
3. End point (℃)
4. Recovery (% Volume)
5. Loss (% Volume)
6. Residue (% Volume)
d. Instrument shall be capable of providing a 10% v/v aliquot of the sample for ASTM D524 carbon residue analysis to include necessary accessories.
e. Instrument shall have the capability to print results.
f. Instrument shall have the capability to adjust or calibrate barometric pressure, thermometer, and volume measurement.
g. Instrument shall have a built-in fire extinguisher or capability (e.g., CO2 tank attachment).
h. Instrument shall have internal record keeping and storage capability.
i. Instrument shall operate on power requirements of 110-120 V, 60 Hz.
j. Instruments shall be supplied with manuals (paper and electronic) for installation/setup and operation.
k. Contractor shall demonstrate they directly employ staff qualified to install, provide training, and troubleshoot the distillation instruments.
III. QUALIFYING COUNTRY PRODUCTS
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
IV. DELIVERY, INSTALLATION, AND LEAD TIME
The Contractor shall deliver the product within 90 days after contract award to the following address:

V. INVOICE AND PAYMENT
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
VI. DELIVERY PROCEDURES – COMMERCIAL VEHICLES
a. The company shall properly ship the system to the Aerospace Fuels Laboratory at WPAFB, Ohio. All shipping costs to include insurance will be included in the contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
b. All vehicles larger than a large pick-up truck are required to be inspected by the WPAFB, Ohio Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
c. This inspection will be conducted at the truck gate.
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
