Limited-Sources Justification AT 22498 – Logical Follow-on
1. Contracting activity:
This Limited-Sources Justification (LSJ) supports a procurement action to be conducted under the authority of the Multiple Award Schedule Program (FAR 8.401). The procurement action is generated by the Office of Personnel Management (OPM), Office of Procurement Operations
(OPO).
2. Nature and/or description of the action being approved:
The Office of Chief Information Officer (OCIO) Retirement Services Information Technology Program Management Office (RS IT PMO) has a requirement for continued Systems Support, Maintenance, and Development (SSMD) as a logical follow-on to BPA Call OPM32-12-A- 0013/W0008 with List Innovative Solutions. The objectives are to provide system support, create system enhancements, and develop new systems as related to the needs of CIO/RS IT PMO stakeholders. In addition to development and systems analyst skills, services include interaction with customers, participation on project teams, and preparation of project related documentation as required. OPM requires these services for a period of performance (POP) of four months to allow a competitive follow-on to be put in place.
A lapse in service would be detrimental and critical to the mission of OPM, specifically the 80+ financial and healthcare systems managed by RS IT PMO which support 2.4 million annuitants (approximately $5 billion every month) and 8 million Federal employees, retirees, and beneficiaries receiving health benefits.
Services must begin on February 1, 2017 to avoid a lapse in service.
3. Supplies or services required to meet the agency’s needs (including the estimated value):
The services required are specific to continuation of Systems Support, Maintenance, and Development (SSMD) services. The Contractor must provide services that include: operational and maintenance system support; system enhancements, and development as related customer change requests and requirements; perform system administration that adhere to OPM policies and procedures; In addition, IT services will require interaction with customers, participation on project teams, and preparation of project related documentation as required.
Key activities may include, but are not limited to:
Provide input to update project schedule, requirements, design, System Integration Testing Plan development, unit testing, and deployment activities Conduct interim functional walk-throughs with Chief Information Officer organizations, end-users, and technical project management teams Follow all applicable OPM/CIO Standard Operating Procedures (SOP) Deploy code to continuous build, development, integration, user acceptance test and training environments Create or update Unit Test Plans and Results Report Conduct and report on results of unit tests Review system integration and performance/load test plans and scripts Document defect resolutions Draft deployment plan with Technical Lead for each of the environments Provide input to security risk assessment

Follow OPM/CIO Code Change Management procedures for enhancement implementation Track and resolve operational issues.
The estimated value of this procurement is .
4. Authority and supporting rationale, and a demonstration of the proposed contractor’s unique qualifications to provide the required service:
FAR 8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
BPA Call OPM32-12-A-0013/W0008 was awarded competitively as the result of Request for Proposals (RFP) OPM32-13-R-0002 dated November 29, 2012. List’s BPA OPM32-12-A-0013 was awarded against GSA Schedule Contract Number GS-35F-0238K.
The work contemplated herein is a continuation of existing efforts that were begun under the referenced BPA Call. Some of the tasks described in paragraph 3 of this LSJ cannot be replicated or improved through competitive procedures without significant impact to Government operations. It is important, for reasons stated elsewhere in this LSJ, that the Government obtains the necessary completion of its objectives, which stem from performance on the existing BPA Call, as it moves to a new contract and new vendor.
The incumbent Contractor has the critical knowledge and experience with RS IT PMO’s multitude of legacy system complexities and tools, and is well engaged in the daily operations and maintenance of the organization and is uniquely qualified to ensure knowledge transfer to OPM and an incoming contractor. In addition, the incumbent has significant understanding of the business, and has served in this absolute capacity for more than 15 years strong. The current BPA Call schedule is expected to expire January 31, 2017. A lapse in service would severely disrupt OPM’s ability to maintain mission goals on behalf of millions of Federal employees, retirees, and beneficiaries. Competitive efforts, as described in paragraph 6 of this LSJ, to obtain a new contractor are currently underway and the Government anticipates award within the next 4 months.
5. Determination by the contracting officer that the anticipated order will represent the best value:
Based on the nature of the requirement, the solicitation will be issued to a single source, List Innovative Solutions under GSA Schedule Number GS-35F-0238K. Competition will not be sought.
In order to determine that the anticipated order will represent the best value, the Contracting Officer and requesting activity will review historic pricing. Additionally, the Contractor will be requested to provide any discounts available beyond their published GSA prices. Per FAR 8.404 pricing provided for on the Federal Supply Schedule is already determined to be fair and reasonable. The CO will also consider the level of effort and the mix of labor proposed to determine if the total price is reasonable.
6. Description of the market research conducted and the results or statement of the reason market research was not conducted:
Market research conducted by CIO and OPO determined that List Innovative Solutions, GS-35F- 0238K, is still a viable source for the subject requirement. Upon completion of this SSMD logical follow-on, the requirement will be competed.
For the competitive effort, various market research techniques were utilized in order to identify the procurement method which would result in the most advantageous and cost savings approach to OPM. In accordance with FAR Part 8; the mandatory sources of supply for services listed in FAR
8.002 and 8.003 were reviewed as applicable to identify if the required services were available.
Specifically, the required IT related services software development services are not listed on the Procurement List maintained by the Committee for Purchase from People who are Blind or Severely Disabled. As encouraged by FAR 8.004, market research was also conducted to consider the use of other sources listed in paragraph (a) of FAR 8.004. The required services were located under the Federal Supply Schedules, particularly under GSA Schedule 70 – General Purpose Commercial Information Technology Equipment, Software, and Services and the required services were located under the GSA Alliant and NIH NITAAC CIO-SP3 Government Wide Acquisition Contracts
(GWACS).
7. Other facts supporting the justification.
None.
8. Statement of actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
In accordance with FAR 8.405-6(a)(2)(i)(b) – Limited Sources, within 14 days after delivery order award, a notice shall be posted in accordance with FAR 5.301 and a copy of this justification posted at the GPE http://www.fbo.gov for a minimum of 30 days. Any contractor proprietary data, references and citations, as are necessary to protect the proprietary data, will be removed before making the justifications available for public inspection.
After this logical follow-on, the requirement will be competitively awarded.
