PROJECT OVERVIEW
Adams State University invites qualified firms to submit proposals for professional consulting services aimed at optimizing revenue sharing arrangements and tuition pricing for the university’s graduate programs. We are seeking a strategic partner to assist us in developing innovative revenue-sharing models that will enhance the financial sustainability and competitiveness of our graduate enterprise.
BACKGROUND
Adams State University is a regional public university committed to providing equitable access to education for all students. At the core of Adams’ mission is serving those from historically underserved populations and those in professions serving diverse populations. Adams currently enrolls approximately 3000 students with the bulk of the enrollment growth in graduate education. Graduate students account for approximately half of Adams’ enrollment. Majority of the graduate students are housed in the School of Counselor Education and enrolled in its Clinical Mental Health Counseling master program.
In order to further support the growth and development of our graduate programs, we recognize the need to optimize current revenue-sharing arrangements. The contracted consulting firm will be tasked with conducting an in-depth analysis of our existing revenue-sharing practices and policies, review of current tuition structure and pricing, identifying potential areas for improvement in both revenue sharing and tuition pricing, and proposing innovative revenue-sharing models that align with our institutional goals.
At Adams we believe in creating an environment conducive to entrepreneurship where innovative young programs can launch and expand and mature programs can continue to prosper. Among factors that promote such environment are:
● Sound fiscal policies essential to creating stable operating environment and encouraging entrepreneurship
● Transparent, well defined, and equitably applied regulations
● Access to startup funds
● Developed infrastructure
● Presence of an economic incentive like the ability to retain portion of the revenue
OBJECTIVES
The primary objectives of this engagement are as follows:
● Assess the current revenue-sharing mechanisms for graduate programs in light of the university's overall cost structure
● Assess the current tuition/fee structure in relation to market forces and our peer comparison group
● Identify opportunities for optimization, efficiency gains, and revenue enhancement within the current revenue- sharing framework
● Propose and develop a set of new revenue-sharing models that incentivize enrollment growth and diversification of offerings while ensuring fair and equitable distribution of resources. Allocation of resources should follow enrollments.
● Provide recommendations on how to balance financial sustainability with affordability and accessibility for graduate students.
● Deliver a comprehensive report outlining the proposed revenue-sharing models, suggestions for policy, processes, tuition structures, implementation strategies, and key performance indicators
(KPIs) to measure the success of the proposed revenue-sharing and tuition models.
