About this file

This is a sole source letter from Advanced Security Technologies LLC (AST) to the Plant City Police Department in Florida, confirming AST's status as the exclusive supplier of the MVB3X Modular Vehicle Barrier System. The letter establishes the justification for sole source procurement by detailing the unique technical capabilities and certifications of the MVB3X system, which include ASTM F2656-15, PAS 68, and IWA certification standards, as well as U.S. Department of Homeland Security SAFETY Act Designation. The MVB3X system is distinguished by its ability to stop a 16,500-pound vehicle while individual barrier units weigh only 53 pounds, can be repositioned by a single staff member in less than 10 seconds, accommodate up to eleven lanes of barriers on a single trailer, and feature an open-structure design that prevents the creation of cover for active shooters. The system offers tool-free assembly, full modularity, single-person operation, and deployment flexibility in increments of two feet or less. No specific quantities, response dates, due dates, or contract terms are identified in this letter.

AST asserts that no other entity provides the complete MVB3X system or its integrated components, and that the company possesses proprietary knowledge from supplying MVB systems to over 200 government agencies since 2017. The letter emphasizes that AST alone holds the technical expertise, experience, and qualifications necessary for proper system design, deployment, training, and post-deployment support, and notes that AST is the only entity in the United States supporting MVB3X barrier rentals. No pricing information, funding sources, or contract award amounts are specified in this sole source justification letter.

REFERENCE: MVB3X Modular Vehicle Barrier System Sole Source Letter

Deputy Chief Duralia, This letter confirms that Advanced Security Technologies LLC (AST) is the sole source supplier of the MVB3X Mobile Vehicle Barrier System. The MVB3X system package includes specialized transport trailers, modular vehicle barriers, pivot systems, and support accessories such as custom signage, lighting packages, slide wheels, and related components. No other company or entity provides the complete MVB3X system or its integrated components.

As your organization is aware, the MVB3X system incorporates unique capabilities that are not available in any other vehicle barrier solution. These include, but are not limited to, the following:

1. The MVB3X is the only barrier system ASTM-certified to stop a 16,500 lb vehicle while each individual barrier unit weighs only 53 lbs.

2. It is the only ASTM-certified system capable of stopping a 16,500 lb vehicle while allowing a fully assembled traffic lane of barriers to be repositioned by a single staff member to permit emergency vehicle access in less than 10 seconds. The system easily converts into an operational gate.

3. It is the only ASTM-certified barrier system capable of stopping a 16,500 lb vehicle while allowing up to eleven lanes of barriers to be stored and transported on a single trailer.

4. The MVB3X barrier section features an open-structure design, with no solid metal or ballistic-resistant component wider than 12 inches, thereby avoiding the creation of cover or concealment for active shooters. No other barrier system provides comparable stopping power.

In addition, the MVB3X system offers the following exceptional features and capabilities:

1. U.S. Department of Homeland Security SAFETY Act Designation

2. Certification to ASTM F2656-15, PAS 68, and IWA standards

3. Tool-free assembly

4. Fully modular design adaptable to any coverage width

5. Single-person assembly, operation, and dismantling

6. Capability to be deployed from the roadway to the sidewalk as one continuous section

7. Unobstructed visibility across the barrier, with no individual component exceeding four square ft

8. Deployment in increments of two feet or less to accommodate roadways of any size

9. Foldable individual barrier units for ease of transport and storage

AST holds proprietary knowledge gained from supplying MVB systems to more than 200 government agencies across the United States since 2017. Each deployment presents unique operational requirements that must be carefully evaluated. As a result, AST possesses unmatched experience and technical expertise related to the design, deployment, and support of the MVB3X system.

Any contractor supporting or deploying the MVB3X system must possess demonstrated, directly relevant experience with this specific platform. Due to its specialized design, certified vehicle-mitigation performance, and operational safety requirements, experience with general vehicle barriers or alternative mitigation products is not sufficient. AST is uniquely qualified to provide technical training, operational guidance, and post-deployment support for the MVB3X system.

Additionally, AST offers a rental program to support larger events when the customer’s inventory may not be sufficient. MVB3X barriers can be rented to meet specific needs. There is no other entity that supports MVB3X barrier rentals in the United States.

If you have any questions, please do not hesitate to contact me at any time.
