3. Description of Supplies/Services.
This procurement is for engineering services and support for the development. integration. test.
and demonstration of the Acoustic Array Assessment Tool (A4T) and evaluation of AN/BQQ- 1 O(Y) Sonar System Manager (SONSYM) software. and other related software analysis. The proposed contract is for the procurement of engineering services to include:

The proposed contract will procure up to labor hours for engineering services to support the development. integration, test. demonstration. and certification of A4T. and assessment of AN/BQQ-1 O(V) software and architecture. The engineering services include program management. engineering and technical support for design development. repair activity.
configuration management and technology insertion efforts.
The proposed contract will be a cost-reimbursement contract composed of cost-plus-fixed-fee (CPFF) Level of Effort (LOE) and cost-only Contract Linc Item Numbers (CLI Ns). The CPFF LOE CLINs will be used for engineering and technical services. and Major Materials. Cost-only CL!Ns will be used for other direct costs to support engineering and technical services.
4. Identification of Statutory Authoritv.
iO U.S.C. § 2304(c)l5). as implemented by f AR 6.302-5. "Authorized or Required by Statute."
states:
·The head of an agency may use procedures other than competitive procedures only when ... a statute expressly authorizes or requires that a procurement be made •.. from a specified source •.. ·•
The statute, in this instance. which expressly authorizes procurement from a specified source is 15 U.S.C. § 638.
In pertinent part, 15 U.S.C. � 638(r)( I). states:
.. In the case of a small business concern that is awarded a funding agreement for Phase II of an SBJR or Small Business Technology Transfor (STTR) program. a Federal agency may enter into a Phase 111 agreement with that business concern for additional work to be performed during or after the Phase II period.''
Furthermore, 15 U.S.C. § 638(r)(4) states:
··To the greatest extent practicable. Federal agencies and Federal prime contractors shall issue Phase Ill awards relating to technology, ,ncluding sole source awards. to the SBIR and STTR award recipients that developed the technology.''
