Sources Sought Announcement for Marine Wing Support Squadron 172 Asphalt Reclaimer

DESCRIPTION:

The U.S. Marine Corps Pacific Command (MCIPAC) RCO is seeking written responses with information to assist the Government in identifying potential sources that are interested in and capable of supplying the equipment described in section 2.0 below.

The III Marine Expeditionary Force (MEF) Marine Wing Support Squadron 172 located on Camp Foster, Okinawa, Japan requires a Portable Asphalt Reclaiming/ Trenching Machine. An expeditionary runway on a remote island requires time sensitve rehabilitation, and the Full Depth Reclamation (FDR) attachment is required facilitate this runway rehabilitation. Industry manufacturers have attachements that mount to existing USMC equipment (10K) front end loader. USMC requires this equipment to pulverize and recycle the existing runway and avoid transportation of gravel and fill to the remote jobsite where borrow materials are unavailable. FDR will provide an expeditionary runway rehabilitation capability to rapidly reconstruct deteriorated runways by in-place recycling of the existing runway. The reclaimer/stabilizer attachment must mount to the USMC TRAM with a weight under 12,000 lbs and be able to reach a depth of 12" with a cutting width of 48". The cutting head must have carbide teeth able to pulverize and reclaim asphalt pavement, limerock, and cement stabilized soil.

This equipment should have the salient characteristics of:

Diesel powered portable asphalt reclaiming/ trenching machine that attaches to the bucket of a wheel loader.

· 12-15,000LBS.

· 250-300 hp.

· 700-750 foot pounds peak torque.

· Capable of pulverizing limestone, coral, cement, and asphalt.

· Capable of mixing dry cement powder with aggregate.

· Equipped with an engine management system.

· Fuel tank capacity no less than 50 US gallons.

· Remote engine instrumental panel.

· Max cutting depth of 12”. Width of 48”.

· Powder coated with standard factory colors.

· Diesel operated.

· Embarkable on a KC-130 L-Pallet.

· Minimum 1-year warranty with unlimited hours of use.

· Manuals, Training, and Maintenance practices.

· Operable when used with USMC 10K front end loader (Tram).

· (1) Set of replacement carbide teeth and one year’s worth of replacement parts.

· (2) Year Warranty (Full System).

1. SCOPE:

Needed in order to reclaim/grind and pulverize the pavement and turn it into a reusable material called RAP (Recycled Asphalt Product). It can also be used on other material types or to grind aggregate into a smaller size. This request will help in the mission to revitalize the Coral Runway on Ie Shima and provide a means for 21st century foraging of material to repair airfields in the First Island Chain (FIC). The Marine Corps lacks the capability to pulverize and/or effectively mix materials as well as to repair or sustain asphalt runways, which is the predominate material of runways in the FIC. Expands the capability to perform horizontal construction in an environment where soil quality and soil stabilization is poor, such as an island environment.

1.1 Request for Information ONLY

In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, this Sources Sought (SS) Notice/Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation.

All certified technicians shall possess relevant experience in preventative and corrective maintenance on all assigned equipment. The Contractor must provide applicable factory certifications for all technicians with their technical proposal.

2.0. Training. On-site training at delivery Camp Butler, Okinawa, Japan. Period of instruction will cover the below minimum training requirements. Construction materials and training site will be provided by the Marine Corps. Vendor will coordinate details for travel and on-site instruction following delivery of the Asphalt Reclaimer. Vendor will coordinate for training within 15 days of notification. Vendor will provide training tools, user manuals, and maintenance manuals in digital format.

2.1. Embarkation. L-Pallet loading for transportation by air, crate loading for transportation by sea, and tie down points for transportation by land.

2.2. Corrective Maintenance. Instruction on common maintenance; tools for maintainers to diagnose, perform maintenance, and order parts; and how to coordinate for vendor maintenance (warranty).

2.3. Preventive Maintenance and Corrosion Prevention. Vendor recommended intervals for Preventive Mainteance and PM checklists. Corrosion Prevention procedures for the hot and humid Okinawa area of operations.

2.4 Use of Equipment. Training on the employment of the reclaimer for all materials reclaiming (Asphalt, Cement, Coral, and aggregate) and Dry and Wet Mixing with Cement.

3.0 Warranty. 2-Year Manufacturer Warranty.

4.0 Replacement Parts. 1 set of replaciment Carbide Teeth and 1- year’s worth of replacment parts.

5.0. Hazardous Materials and Safety. The Contractor and its subcontractors shall comply with all applicable laws, including Public Law 91-596 (Occupational Safety and Health Administration (OSHA)) and DOD Directive 4715.1E, Environmental, Safety, and Occupational Health (ESOH)). Contractor personnel performing services on a DOD installation shall participate in local Voluntary Protection Programs (VPP). 6.0. Installation Access and Personnel Credentialing

7.1. Personnel Access / Credentialing. Access to local installations is inherently required to accomplish specified tasks under this contract/order. The contractor shall therefore ensure all necessary actions are taken to obtain such access by its personnel in time to affect access in accordance with the requirements of the PWS and POP. Failure to complete such actions in a timely manner, some of which may occur prior to the POP or individual mobilization/relocation to the place of performance, shall not constitute excusable delay. Upon request, the Contracting Officer will provide a ‘check-in’ sheet that summarizes required actions.

7.2. Base Passes and/or Defense Biometrics Identification System (DBIDS) cards. Personnel that do not qualify for CAC require an alternate credential for installation access, as governed by Marine Corps Installations Pacific Order 5512.2, which can be provided upon request. The process to request access requires approval from the Contracting Officer in an access request letter.

7.3. Return and/or Disposal of Access Credentials. The contractor’s employees shall return to the applicable issuing office all base passes, DBIDS cards, and/or CAC, immediately upon termination of employment or completion of this contract and certification of receipt shall be obtained and submitted to the Contracting Officer. The Contractor shall submit a listing of employees terminated under this contract to the Contracting Officer within seven (7) days of the effective date of termination.

7.4. Status of Forces Agreement. Possession of a CAC or other credential does not, alone, determine the legal status of personnel performing under this contract. Additionally, unless specifically identified on the CAC, the credential does not necessarily authorize logistical support privileges such as commissary/exchange access. The individual status of personnel performing under this contract, and the privileges authorized, are governed in accordance with United States Force Japan Instructions (predominantly USFJI 64-100), applicable credentialing regulations, and the information prescribed via DFARS clauses regarding Contractor Personnel in Japan, as contained herein.

7.5. Privacy Act. Pursuant to FAR clause 52.224-3, as incorporated, DoD requires agency-specific Privacy Act training as prescribed in DODM 5400.11-R. DODM 5400.11-R also prescribes required actions regarding information and privacy, which are applicable to the contractor and its personnel performing under this contract/order. The regulation may subject the contractor and/or contractor's personnel to criminal liability under Title 18, Section 793 and 7908 of the United States Code.

7.6. Classified information. Any classified work products shall be handled in accordance with DoD Instruction 5220.22-M. The contractor’s procedures for protecting against unauthorized disclosure of information will not require DoD employees or members of the Armed Forces to relinquish control of their work product, whether classified or not, to the contractor. The contractor may also have access to, and be required to safeguard, Controlled Unclassified Information (CUI), sensitive, confidential, and/or classified information and material.

INSTRUCTIONS FOR SUBMISSION: If you believe your firm qualifies under the forementioned criteria and has qualified personnel, relevant past performance experience, and the technical capability to perform the type of work specified in the SCOPE of this sources sought, please submit a response. In your response, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requests.
