• L.16 VOLUME VI: Price Proposal

The pricing instructions are applicable to the prime contractor and all subcontractors, as outlined in this Section.

In cases where a subcontractor does not want to share the rate buildup with the prime contractor, the subcontractor can submit Attachment L.2 Price Model with the applicable rates directly to the Contracting Officer, following the applicable instructions to subcontractors. If a subcontractor submits directly to the CO, it must identify the prime contractor the subcontract offer relates to on each copy of the proposal submitted.

The subcontractor proposals must be submitted in accordance with the instructions outlined in Section L.11.

The proposed rates by the subcontractors must match and be traceable to the prime contractor’s proposal.

However, the prime contractor remains responsible for the submission of all required information, and information from the prime contractor will take precedence over any conflicting information from the proposed subcontractor.

The Government anticipates that adequate price competition will exist, so Offerors are not required to submit certified cost or pricing data with their proposals. The Government anticipates that the data required by this SIR will be adequate for its price evaluation; however, the Government reserves the right to request information other than certified cost and pricing data, if it is determined necessary to ensure a fair and reasonable price.

Price information must be limited to Volume VI; if an offeror includes any price information in any other volume, the offeror may be eliminated from consideration for award.

• L.16.1 Price Volume Content

The prime contractor must provide the following information on the first page of the pricing proposal:

The submitted Price Model must not be read-only, must not contain any locked cells, and must not be password-protected, in whole or in part, other than the cells already protected by the FAA. Each Offeror’s Price Model must comply with these requirements for the Offeror to be eligible for award. The FAA reserves the right to reject proposals that do not comply with these requirements.

Offerors must complete the T&M Rate Buildup in Tab C of Attachment L.2. The Offerors must propose a single fully burdened ceiling labor rate for each labor category inclusive of all contract periods, utilizing the labor category descriptions within Attachment J-1, Labor Category and Skill Descriptions. The fully burdened labor rates must include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits;

overhead; cost of money, if applicable; and G&A), and profit. Offerors must also input the escalation factor applicable to each Option Year after the Base Year. Once Tab C is completed, Tab A – TEP Summary, and Tab B – T&M Rate Table will be automatically populated because Tab C is linked to Tab B and Tab B is linked to Tab A. The information provided in the cells of Tab C must not be password protected, and the formulas must be visible and unbroken.

c) The hours in attachment L.2 are estimates and are provided for evaluation purposes only. Offerors may neither change these hours nor propose alternate hours.

d) Offerors must provide the indirect cost rate that would be applied to travel, materials, and ODCs in Tab D of Attachment L.2. The indirect rate must comply with the instructions provided in SIR Section B.7.

The prime contractor must identify and support any exceptions or assumptions included in its proposal.
