About this file

This document is a Comprehensive Asbestos and Lead-Based Paint Survey report for Building 769 at Fort Bliss Army Post in Texas, prepared by SafeNet Services, LLC on December 8, 2005. The survey was conducted to identify and assess Asbestos Containing Building Materials (ACBM) and lead-based paint in compliance with National Emission Standard for Hazardous Air Pollutants (NESHAP) regulations and OSHA worker exposure guidelines.

The survey found multiple instances of asbestos-containing materials throughout the building, including 12x12 white/green floor tiles (3-8% chrysotile), black mastic, white joint compound, white ceiling texture, and white door caulking. Lead was detected on various surfaces including metal window components, plaster walls, concrete door lintels, and exterior painted surfaces. The one-story stucco building from the 1950s, located in Building 769, consists of offices, an open warehouse area, and a soils lab, with concrete floors covered by vinyl tiles and/or carpeting. The sampling was performed by certified asbestos and lead inspectors from the Texas Department of Safety and Health Services, with laboratory analysis conducted by Apex Precision Analytical Services.
