Successful bidders must furnish a public construction bond equal to 100 percent of the work order prior to execution and not later than fourteen calendar days after notification of award. The Small Business Development Program requires all bidders to submit completed OSBD Schedules 1 and 2 identifying all proposed subcontractors and demonstrating participation by certified small business enterprises. An affirmative procurement initiative for SBE price preference is applicable, providing that a certified SBE bid within ten percent of the lowest non-SBE bid will be awarded the contract. Contractors must be qualified under the Annual Contract for Asbestos & Lead Abatement and submit qualification applications at least ten days before the bid due date. All work must comply with federal, state, and local regulations including OSHA standards, EPA requirements, Florida Department of Environmental Protection regulations, and DOT hazardous materials regulations.
