About this file
This is a Department of the Army memorandum establishing facility construction policy for adoption of Industrialized Construction (IC) methodologies across Army military construction projects, issued on 31 July 2026 and distributed to senior Army leadership and headquarters-level commands.
The memorandum directs the Army to transition from traditional design-bid-build processes and on-site construction to alternative IC methods to accelerate facility delivery by 50 percent and reduce initial capital costs by 30 percent. Effective immediately, specific facility types must utilize designated alternative construction means and methods: Aircraft Hangars shall use Tension Fabric Structures (TFS); Maintenance Facilities shall use Pre-Engineered Metal Buildings (PEMB) or Panelized Steel Structures; and Barracks, Child Development Centers, Kennels, and other Repeatable Buildings shall use Volumetric Modular Construction, Kit of Parts, or 3D Printed Structures. The policy also establishes a standardized 25-year facility lifespan for new construction and major recapitalization projects, replacing the historical 50-year design standard to enable strategic agility and rapid recapitalization as missions evolve. The Deputy Assistant Secretary of the Army for Installations, Housing and Partnerships (DASA IHP) is delegated authority to review and approve deviations from these directed methods based on specific operational requirements or life cycle cost analysis demonstrating savings. The policy is subject to applicable law and references Army Regulation 420-1, DoD Instruction 4165.56, and related guidance.

MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Facility Construction Policy Implementing Installation Resilience through Industrialized Construction (IC) Methodologies

a. Assistant Secretary of the Army for Installations, Energy, & Environment Action Memo, (ASA (IE&E)) Transformation Plan, 16 March 2026
b. Deputy Under Secretary of War for Acquisition and Sustainment, Memorandum, Subject: Accelerating Delivery of Infrastructure to the War Fighter, 28 April 2026
c. DoD Instruction 4165.56, Relocatable Facilities, 23 June 2022
d. Army Regulation 420-1, Chapter 4 Army Military Construction and NonAppropriated-Funded Construction Program Development and Execution, 12 February 2008

f. DoD 7000.14-R, Department of Defense Financial Management Regulation
2. Purpose. This memorandum establishes Department of the Army policy directing the adoption of installation resilience through Industrialized Construction (IC) by leveraging alternative construction methods. The intent is to accelerate the delivery of critical infrastructure, reduce initial capital costs, and increase the flexibility of the Army's real property portfolio to meet rapidly evolving warfighter requirements.
3. Background & Strategic Intent. In accordance with the ASA (IE&E) Transformation Plan (Reference l .a.), the Army must fundamentally change how it plans, designs, and builds facilities. Traditional design-bid-build processes and on-site construction methods are too slow and costly to keep pace with modem operational requirements. The Army's goal is to transition to modem industrialized construction methodologies to deliver facilities 50% faster and at a 30% lower cost, significantly reducing life cycle and construction costs.

SUBJECT: Facility Construction Policy Implementing Installation Resilience through Industrialized Construction (IC) Methodologies
a. Volumetric Modular Construction: Off-site manufactured units assembled on-site.
b. Kit of Parts (Panelized)/Pre-Cast Systems: Prefabricated components and assemblies designed for a specific building that are brought to a site and assembled.
c. Pre-Engineered Metal Buildings (PEMB): Standardized, scalable steel structures.
d. Tension Fabric Structures (TFS): Rapidly deployed aluminum or steel-framed fabric structures.
e. Additive Manufacturing (3D Printing): On-site automated construction.
4. Justification For Shorter Facility Lifespan. Historically, Army facilities have been engineered for 50-year lifespans, often becoming functionally obsolete before structurally deficient. Moving forward, facilities will be designed to optimize an approximately 25-year lifespan. This provides strategic agility to align with supported platforms and enables rapid recapitalization by allowing structures to be repurposed or relocated as missions change.
5. Directed Alternative Construction Means and Methods. Effective immediately, the following facility types will utilize the specified alternative construction means and methods as the primary standard for all new construction and major recapitalization projects:
a. Aircraft Hangars: Tension Fabric Structures (TFS). TFS provides adequate environmental protection and clear-span workspace and is erected in a fraction of the time compared to traditional brick-and-mortar hangars.
b. Maintenance Facilities: Pre-Engineered Metal Buildings (PEMB) or Panelized Steel Structures. This provides necessary heavy-duty structural support for overhead cranes while standardizing procurement and accelerating erection times.
c. Barracks, Child Development Centers, Kennels, and other Repeatable Buildings:
Volumetric Modular Construction, Kit of Parts, or 3D Printed Structures. These methods offer higher off-site quality control, improve thermal performance, and drastically reduce the time Soldiers wait for new facilities.
6. Implementation. The Deputy Assistant Secretary of the Army for Installations, Housing and Partnerships ( DASA IHP) is hereby delegated authority to review and approve requests to deviate from the directed alternative construction means and methods based on specific operational requirements or life cycle cost analysis demonstrating savings.
