This is a Request for Information (RFI) notice only. This RFI is for informational planning purposes and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, products, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future.

The Government encourages all responsible businesses, including small businesses to respond to this RFI;

however, the Government is not liable and will not pay for any costs incurred by any respondent to prepare and/or submit its response to this RFI. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding party's expense.

It is the responsibility of potential offerors to monitor the SAM.Gov website for additional information pertaining to the Acquisition Data Management Tool Support Services.

General and Background Information: The Army has implemented an Acquisition Domain Data System and centralized repository that is reforming the way it conducts Acquisition business. As part of this reformation, the Army has standardized key metrics and collecting them within the acquisition domain. Collecting the data for these key metrics has highlighted the need for a centralized data repository. Army Leaders have leveraged the Project Management Resource Tool (PMRT) to achieve this goal. PMRT, a tool developed by the Air Force, integrates infrastructure, hardware, software, and applications to provide the Air Force and DoD life cycle acquisition organizations with an integrated tool set to manage their programs. PMRT will allow users at the Program Offices to conduct daily financial business activities, while capturing that data at the point of creation so that it can be properly governed. PMRT is comprised of (DAPR),Program Data Alignment Application (PDAA), PMRT Enterprise Analytics (PMRT EA), and the Comprehensive Cost and Requirements (CCaR™) tool.

PMRT will allow the Army to focus on collecting the programmatic and financial information while providing data visualization tools to support senior Army Leader decision making.

ASA (ALT) has a requirement to implement an acquisition enterprise programmatic and financial management system that automates working-level processes within program management offices that allows for real-time access to key information for executive decision makers and action officers. PMRT will provide a simple, intuitive, comprehensive interface that allows users to define and coordinate Army program requirements, create budgets, forecast program execution, maintain visibility of program execution, track contracts and reconcile execution data. Additionally, PMRT must have the ability to generate automated reports and visualizations from the data that has been input into the system. PMRT must seamlessly interface with other Army and DoD external budget, execution and programmatic systems so that it can be utilized as the centralized tool and data repository to support the Army’s Acquisition program and financial management needs. PMRT must adhere to the Army’s Data Strategy.

Please review, in this order, the RFI Synopsis and the draft Performance Work Statement (PWS) which are included to provide respondents a better understanding of the needs of ASA (ALT) and the respondent's potential ability to meet the Government's requirements.

The requirements for this anticipated contract are outlined in the attached PWS sections 3 and 4.

The GSA anticipates utilizing Firm-Fixed Price (FFP) CLINs for this requirement. The anticipated ordering period will be a base year and four (4) option years. A multi-year contract allows for reduced staff manpower to initiate and award. This also allows stability with the eventual winner, i.e., able to sign employees to longer term contracts thus generating further efficiencies and best ensuring continuity in the support provided to the Government. Upon award of the option years, the same contractor is ready and able to deliver required services on day one without the need for transition time, or downtime, which again, creates efficiencies for the Government.

All interested vendors should submit a response demonstrating their capability to perform these services to the Primary Point of Contact listed below. Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists currently; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government’s discretion.

Submission Details:

In response to this notification the Government requests the following information from interested vendors:

1. Provide a written capability statement that demonstrates the companies’ ability to successfully perform the required support services.

2. Include Company Name, mailing address, email address, telephone numbers, website address (if available) and Point of Contact of individual who has the authority and knowledge to clarify responses with Government representative.

3. Identify your business size for NAICS Code 541511.

4. Include UEI, CAGE Code, Tax Identification Number, and company structure.

5. Does your company hold a current facility clearance? If so, please provide the date of expiration and location, if applicable.

6. Identify specific past performance that demonstrate the company’s ability to fulfill the services outlined in sections 3 and 4 of the PWS.

7. Identify any Federal Supply Schedule (FSS) contracts or other government wide ordering vehicles your company has or currently holds that are applicable to the requirements listed in the PWS.

The Government will neither award a contract solely based on this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement.
