DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGICTICS COMPLEX (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
13 April 2021
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 MXSG
SUBJECT: Sole Source Justification for Serv O21-035 AS9110 Certification, Estimated Value $
1. The required service involves registration, surveillance, and reassessment audits for current ISO 9001:2015, AS9110 certifications at the Oklahoma City-Air Logistics Complex (OC-ALC).
2. OC-ALC/QA previously contracted its AS9110 certification with Performance Review Instititue, Inc. This acquisition represents a logical follow-on contract for specialized services. PRI is the only source that is capable of meeting the Government’s needs without significant duplication of costs and delays for a new certification. Award to another contractor would require duplication of work and a lengthy cycle of audits to arrive at the certification OC-ALC currnetly holds. This duplication of cost is estimated at $ .
ANSI Daily Rate is $ per person, plus a $ application fee. It is estimated that four people would be required to conduct a new certification over four days, or 160 hours total. If the current certification is not reassessed by 24 May, it will lapse and require a new certification process. Award to PRI represents the best value for the Government as they accomplished OC-ALC’s current certification and are familiar with its systems and processes.
3. Previous recertification was conducted under FA813219PA022. It involved recertifications over three years. Contractor was:
Performance Review Institute, Inc.
161 Thorn Hill Rd.
Warrendale, PA 15086-7527
CAGE 1N0B4
Large Business
4. Market research was performed by reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 541611, looking for companies that could provide AS9110 Certification. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide AS9110 Certification. In review, there is only one vendor capable of providing the requested services at the schedule and budget required.
5. Researching alternate sources is unlikely to result in significant savings for the Government. A synopsis of this action was posted to beta.sam.gov on 13 Apr 21. Any responses will be reviewed for impact to future requirements for similar serivces.
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
