This document is a Scope of Work (SOW) for the sealing of artesian wells located on the Minnesota Valley National Wildlife Refuge. The U.S. Fish and Wildlife Service is required to seal these unused artesian wells per state and local regulations. Artesian Well Sealing Scope of Work
The U.S. Fish and Wildlife Service received notice from the City of Bloomington requiring the capping of artesian wells located west of the Cedar Ave Bridge and Long Meadow Lake. Per MN Rules 4725.3850, Minnesota Statute 103I.301, and City of Bloomington Ordinance Section 15.159, unused wells are required to be sealed and notice of the sealing registered with the city and state. This work shall be conducted by a licensed well contractor or a licensed well sealing contractor per Minnesota Statues, Section 103I.301.
The contractor will be responsible for the following task:
1. The contractor will be required to obtain and pay for permit from the City of Bloomington to perform work. The contractor will schedule work to be conducted at a time designated by the city to conduct an inspection for each well being sealed.
2. Sealing of artesian well shall comply with all Minnesota Rule 4725.3850 Sealing Well or Boring and Minnesota Statute 103I.301 Well Sealing Requirements
A. Wetland Basin Artesian Well – Upriver From Old Cedar Moist Soil Unit
1. A small access road/pad will need to be built to get off of the old trail alignment to get equipment into the site (approximately 15 feet).
2. Pull and Seal a 6” well that is estimated to be 260 feet deep. Work shall include removing and disposing of the existing pump, piping, tank and wire.
3. Remove piping to discharge pipes that are located 100 feet from Wetland Basin
Artesian Well (2 Pipes).
4. Reseeding road with MNDOT Wet Ditch Seed Mix
Note 1: This well piping is compromised. This well will require excavation to determine how far down the pipe is damaged. The contractor will need to stop the flow (e.g., attach a pipe to the well to a height that stops the flow).
Note 2: The U.S. Fish and Wildlife assumes the pipes that are located 100 feet into the beaver pond are associated with the Wetland Basin Artesian Well.
B. Old Cedar Moist Soil Unit Artesian Well
1. A small access road/pad will need to be built of the state trail to get equipment into the site (approximately 15 feet).
2. Pull and Seal a 6” well that is estimated to be 260 feet deep. Work shall include removing and disposing of the existing pump, piping, tank, and wire.
3. Reseeding road with MNDOT Wet Ditch Seed Mix
Note: Item A and B currently have high volume and pressure of flow from the pipes. The contractor will need to stop the flow (e.g. attach a pipe to the well to a height that stops the flow).
3. Complete well sealing reports and records within 60 days of completion of the work required by state laws and regulations. Copies of the reports and records shall be submitted to the City of Bloomington, the State of Minnesota Health Department, U.S. Fish and Wildlife Service, Minnesota Valley National Wildlife Refuge, and Rob McGinn, Regional Environmental Compliance Coordinator.
Option #1 - Beaver Dam Artesian Well is located near the Wetland Basin Artesian Well.
1. If this is determined to be an Artesian Well, the contractor will contact U.S. Fish and
Wildlife Service to have the beaver dam breached and drained.
2. The site will be allowed to be drained and area harden enough to bring equipment to the well site prior to conducting work. Note: This may be scheduled when the ground is frozen to ensure equipment can access the site.
3. A small access road/pad will need to be built to get off the old trail alignment to get equipment into the site (approximately 15 feet). Note: This can be the same site used to conduct work at the Wetland Basin Artesian Well site.
4. Pull and Seal a 6” well that is estimated to be 260 feet deep. Work shall include removing and disposing of the existing pump, piping, tank, and wire.
Option #2 – The contractor shall provide the cost to seal additional piping greater than 260 feet at integral of 10 Feet sections.
