About this file

This is an Addiction Recovery System (ARS) utilization report prepared by the Idaho Department of Correction (IDOC) Data Science and Analytics division as of September 15, 2025. The report provides a comprehensive snapshot of substance abuse treatment enrollment across IDOC facilities, documenting both Addiction Recovery Services (ARS) and Medication-Assisted Treatment (MAT) program participation. The report covers 20 adult facilities and 3 juvenile facilities within the Idaho correctional system. Across all IDOC facilities, ARS utilization was 6.48 percent and MAT utilization was 3.18 percent as of the reporting date. Adult facilities housed 815 MAT participants (3.2 percent utilization) and 1,518 ARS participants (6.0 percent utilization), while juvenile facilities reported 143 ARS participants (44.3 percent utilization). Notable variations in program participation exist across individual facilities, with some facilities such as Coeur d'Alene (COL) achieving 19.0 percent ARS utilization and Lakeview Juvenile Prison (LPJ) reaching 50.0 percent ARS utilization.

The report indicates that treatment capacity and enrollment are limited primarily by staffing availability, with national best practices recommending approximately 12 patients per clinical staff member. Outpatient (OP) caseloads are recommended not to exceed 40 patients, Intensive Outpatient Program (IOP) not to exceed 30 patients, and Residential (RES) not to exceed 20 patients. Treatment duration varies based on patient care needs, with OP treatment typically lasting 3-4 months, IOP 6-7 months, and RES 8-12 months. The data represents individuals actively enrolled in treatment programs at the time of reporting and accounts for the fact that approximately 7-10 percent of the state's total population is enrolled in substance use group treatment at any given time. Custody staff availability is also identified as a limiting factor affecting safe group treatment facilitation.

Total Utilization Some factors to consider when reviewing this data:

• This is a snapshot in time of what is currently provided. At any given time approximately 7-10% of the State’s total population is enrolled in substance use group treatment.

• Facilitation of treatment is limited by several factors. The most impactful is staffing. National best practices for group treatment are to provide approximately 12 patients per each clinical staff member.

Caseloads vary based upon the patient level of care need. OP recommendations do not exceed 40, IOP do not exceed 30, RES do not exceed 20. Availability of custody staff also affect safe group treatment facilitation.

• Treatment enrollment time is based upon the patient level of care need. OP treatment is typically 3-4 months, IOP typically 6-7 months, RES typically 8-12 months.

Data include those actively enrolled at the time of reporting.

Across all IDOC facilities for September 2025 utilization of ARS was 6.48% and utilization of MAT was 3.18%.
