About this file

This document is a Sole Source Justification Memorandum related to a federal contract opportunity for dynamic hoist training services for the Alaska Army National Guard (AKARNG).

The memorandum justifies the use of a sole source award to Air Rescue Systems (ARS) to provide dynamic hoist training academics and in-aircraft instruction to the AKARNG. ARS is the only entity that meets the FAA and DoD requirements for this training, as they were involved in developing the Army Hoist SOP that the AKARNG follows. The AKARNG has previously used ARS for hoist training and equipment evaluation, establishing a precedent. The sole source is necessary due to the specialized and complex nature of the training, as no other supplier can provide the same level of expertise and uniformity required for the safety of personnel. The estimated amount is TBD, and the funding source is other than O&M or NGREA. The related federal contract opportunity is a Special Notice for a sole source award to ARS under FAR Part 13 for this training.

MEMORANDUM FOR RECORD

SUBJECT: Sole Source Justification Letter for Air Rescue Systems

1. The ARMY Hoist SOP is the standard operating guidance for all Army Hoist operations. Page 4 of the ARMY SOP states: “guidelines were developed through a collaboration of hoist subject matter experts (SME’s) from the Army, Navy, Coast Guard, U.S. Customs and Border Protection, and Air Rescue Systems. The collective wisdom of these agencies and individuals has allowed us to develop a single source guideline that will enable standardization of practice across the Army.” When the Alaska Army National Guard stood up its MEDEVAC in 2017, it was apparent that the team lacked operational experience to conduct hoist operations safely. During the fielding of the new four strand Hoist cable the AKARNG was afforded the opportunity to train with Air Rescue Systems during the limited user evaluation by Breeze Eastern, manufacturer of the Army external Hoist. After completion of evaluation, AKARNG reached out to ARS to conduct follow up training in accordance with the ARMY Hoist SOP focusing on dynamic hoist operations.

The training requested for July 2024 is a continuation of that training with ARS.

Furthermore, Air Rescue System’s equipment, to include the “two up device” is all NSN approved items and therefore is the only entity that meets both the FAA and DoD hoist training requirements for the AKARNG. They have also set a precedence for training with other DoD agencies conducting Hoist operations to include the 33rd Rescue Squadron, Virginia National Guard, and the Army Mountain Warfare team. While precedence alone is not justification, out of the 54 states who have hoist, no other state has an approved external hoist training program outside of the units listed above who have trained under ARS. This is because the training conducted can only be properly taught by ARS instructors who helped write the SOP the Army currently uses.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: The nature of this requirement in support of the H60 Helicopter has limited service providers and there is nothing the government can do to remove any barriers to competition. Air Rescue System’s equipment, to include the “two up device” is all NSN approved items and therefore is the only entity that meets both the FAA and DoD hoist training requirements for the AKARNG.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: There are 2 other companies that perform similar services to ARS, however, ARS has assisted with development of the Army hoist SOP, already has Airworthiness Releases for their gear allowing it to be used in DoD aircraft, and has intimate knowledge with the environmental requirements of hoist operations in Alaska’s diverse conditions. Breeze Eastern, the Manufacturer of the H60 Hoist used AKARNG for cold weather testing of their new 10 strand hoist cable in February of 2020. During the evaluation they brought Air Rescue Systems to ensure the quality of testing and minimize variables in technique. After the limited user evaluation (LUE) was completed Air Rescue Systems provided 10 days of training for the AKARNG in June 2020 to increase safety and efficiency of the hoist. Air Rescue Systems was used a third time in April 2022 for continuation training.
_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: Due to the specialized and complex nature of the type of training no other supply/service can be used with the same result expected. Using ARS will maintain uniformity of training throughout the unit. Uniformity is required for the safety of the unit's personnel and any personnel needing rescue. Air Rescue System’s equipment, to include the “two up device” is all NSN approved items and therefore is the only entity that meets both the FAA and DoD hoist training requirements for the AKARNG.
_3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: Service provided by Air Rescue Systems consists of dynamic hoist training academics as well as in aircraft instruction. This service provides invaluable experience and knowledge to continue improving the Alaska Army National Guard’s dynamic hoist programs’ efficiency and safety across all experience levels and duty positions involved.
