THIS IS A SOURCES SOUGHT SYNOPSIS ONLY
This Sources Sought is for the purpose of identifying firms that can meet the following Bureau of
Reclamation Requirements.
The Bureau of Reclamation (BOR) has a requirement for Arrupe Jesuit High School Corporate Work-Study
Program, under NAICS 551114, Corporate, Subsidiary, and Regional Managing Offices.
This Sources Sought is not to be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission to this Sources Sought or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned.
INSTRUCTION FOR SUBMISSION:
After review of the attached documentation, interested parties may submit a response in an electronic format only via email to tdawley@usbr.gov no later than June 30, 2020, 2:00 MT. Electronic files should be in Microsoft Office Word or PDF format. All information should be UNCLASSIFIED material only.
Respondents should include as part of their submission:
a. Capabilities statement.
b. GSA Number if applicable
c. DUNS Number
d. Firm Name
e. Firm Address
f. Business size, SDVOSB, HUBZone, or Woman owned status, as validated via the
System for Award Administration (SAM). All offers must register on the SAM located at http://www.SAM.gov
g. Firm’s point of contact, phone and email address.
h. Past work experience. If you have experience working with other Federal Agencies and/or commercial businesses of similar size and scope, please include agency and/or business name contract number (if applicable), amount and type of contract (e.g. FFP, T&M, Labor hour etc).
Any proprietary information must be marked as such, the RFI information should not exceed a total of 10 one-sided 8 1/2x11 pages, with one-inch margins, and font no smaller than 12 point.

STATEMENT OF WORK (SOW)
Arrupe Jesuit High School Corporate Work-Study Program
Mission Support Organization
Accounting Services Division
August 1, 2020
1.0 INTRODUCTION:
1.1 Bureau of Reclamation (Reclamation): Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom
Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US. Reclamation is organized into five regions.
1.2 The Mission Support Organization is comprised of four major Divisions (Finance Policy and
Programs Division, Accounting Services Division, Deputy Director Division, and Acquisition and
Assistance Management Division) that provide Reclamation-wide guidance and support services as well as operating services to Reclamation organizations located in Denver and Washington, DC.
1.3 Reclamation’s Accounting Services Division is located at the 6th and Kipling, Building 67, Denver Federal Center, Denver, Colorado 80225.
2.0 SCOPE:
2.1 The Federal Equal Opportunity Recruitment Program and the White House Initiatives Executive
Orders on Educational Excellence, the Department of the Interior Diversity and Inclusion Strategic Plan, DOI Youth Initiatives and the Management Directive 715 establishes goals for recruitment and community outreach which includes enhancing the educational and life opportunities of underrepresented and/or economically disadvantaged students by fostering community engagement, improving the quality of, and expanding access to, adult education, literacy, and career and technical education, as well as increasing opportunities for education and career advancement that include but limited to paid and non-paid internships in the fields of science, technology, engineering, and mathematics.
2.2 The Arrupe Jesuit High School Corporate Work-Study Program (CWSP) offers inner city students a unique opportunity to gain valuable work experience and a way to pay for a majority of their tuition.
Arrupe Jesuit combines a high-quality education with a unique program of direct, on- the-job training.
CWSP includes a high concentration of diverse students that are economically disadvantaged from
Denver’s inner-city neighborhoods. Students attend a full schedule of classes four days a week while working for a corporate employer on the fifth day resulting in five work days a month. On a rotating basis, a team of four students share one full-time entry-level clerical position.
CWSP trains the students, transports them to and from their jobs, and handles employer’s matters such as payroll, workman’s compensation, and insurance. School work performance August 2020 – July 2021 for first year with an option for 4 additional years.
Denver Office will become the fourth local Federal government partner with Arrupe Jesuit High School Work
Study Program providing paid working opportunities to high school students.
Arrupe is modeled after the extremely successful Cristo Rey Jesuit High School located in Chicago. Arrupe is also part of the Cristo Rey Network which is a national association of high schools that provides quality, college prep education to low-income families who otherwise could not afford such an opportunity. Cristo Rey-model high schools currently enroll 7,500 students in 25 schools in 17 states and the District of Columbia. Each school has its own identity and curriculum but is characterized by the Corporate Work Study Program.
Arrupe’s racial and ethnic composition consists of 87% Hispanic, 3% African American, 3% Asian, 2%
Caucasian, and 5%
“Other.” 2.2.1 The urban youth will learn new skills that will prepare them for college, a career, and civic participation which will assist them in being contributing members of the society as a whole. A high concentration of diverse students will be exposed to the Reclamation mission and the idea of pursuing higher education in effort to build a workforce that looks like the American people we serve. The public will benefit from the development of future conservation employees/leaders who are accountable citizens achieving their potential.
2.3 Summer vacation: There are approximately 34 workdays during this period. Each student has the option to work full time for summer only. At the end of the summer vacation period, the invoice for only the actual number of days worked will be paid.
3.0 PERSONNEL QUALIFICATIONS:
3.1 The students shall demonstrate acceptable work habits and behaviors as required in a structured work environment. The proposed candidates shall have the following demonstrated minimum qualifications:
3.1.2 Knowledge and/or use and maintain office machines and equipment such as copiers, adding machines, telephone and a variety of keyboard equipment.
3.1.3 Experience composing and typing, checklists, Excel spreadsheets and Word documents utilizing personal computer, typewriter, or a variety of other office equipment.
3.2 Interpersonal Skills:
3.2.1 Shows understanding, friendliness, courtesy, tact, cooperation, and politeness to others and relates well to different people from varied backgrounds and different situations.
3.2.2 Contacts with the public or employees where factual information relative to the organization or its functions are relayed/received, or a service rendered according to established procedures or instructions.
3.3 Physically capable of performing the duties required by the position:
3.3.1 Assignments typically require some walking, standing and carrying of light work materials, but the work is generally sedentary in nature.
4.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS:
4.1 Reclamation will provide office space.
4.2 Reclamation shall provide access to reports, specifications, standards, email, memoranda, databases, and any other materials owned by the Government that are pertinent to this contract and which are not otherwise prohibited from release by law, regulation or policy.
4.3 Reclamation may provide some documents that contain information considered to be "sensitive" and necessary to be appropriately safeguarded. These types of documents will be marked appropriately and will be used for the intended purpose, only. These documents, or copies of it, are not to be distributed to any other entities, without prior consent and approval by the Reclamation.

6.0 SECURITY:
6.1 Performance of these students requires personnel to have a Federal Government issued Personal
Identification Verification (PIV) Card before being allowed unsupervised access to Federally-controlled facility or information systems. Policies, procedures, and detailed instructions for obtaining PIV Cards are available at the Department of Interior’s DOI ACCESS Home page at https://portal.doi.net/DOIAccess/Pages/default.aspx
6.2 Reclamation has identified specific security sensitivity designations for information related to
Reclamation facilities.
6.3 All Contractor produced and Government furnished information related to this contract is designated Public Information (Non Official-Use-Only), except for the Government furnished work products which are designated Official Use Only – SENSITIVE (FOUO/SENSITIVE).

6.4 The Contractor shall be required to supply Reclamation with the legal names and other personal information of employees who will be working under this contract.
6.5 Reclamation reserves the right to perform security checks on Contractor employees.
7.0 TRAINING:
7.1 The Contractor is responsible for all training for its employees except when training can only be provided by Reclamation. Requests for training by exception must be provided to and approved by the
Contract Officer prior to the Government conducting training. The Contractor shall sign a Hold Harmless
Release for any training provided by the Government.
8.0 DELIVERABLES:
8.1. Arrupe Jesuit High School, CWSP will provide one team of four CWSP students that are
U.S. citizens, qualified and skilled to perform entry level clerical type work.
8.1.1 Arrupe Jesuit High School, CWSP will provide one team of four students at the cost of $41,600 to provide 246 days of work 40 hours a week except on the published school and work holidays as outlined on the attached Deliverable Table: 8.2.
8.1.2 Arrupe Jesuit High School, CWSP will provide transportation, handle payroll, benefits, worker’s compensation, insurance matters, and the like.
8.1.3 Arrupe Jesuit High School, CWSP will take appropriate action for unacceptable performance of assigned students.
8.1.4 Arrupe Jesuit High School, CWSP will comply and be responsible for Youth Labor Laws.
8.1.5 Arrupe Jesuit High School will cover the cost of the fingerprinting for each student.
8.1.6 Arrupe Jesuit High School, CWSP will return all issued badges at the end of each term to
Reclamation.
8.1.7 Designated Reclamation employees will have frequent involvement in guiding the projects, ensuring all safety measures are observed, and coordinating projects.
8.1.8 Reclamation, Accounting Services Division will pay CWSP fee due for the agreed term of the service. Payments are not charitable contributions, but rather payment for employee services. The term shall be for the period stated above and may be terminated by either party upon (30) day prior written notice.
8.1.9 Reclamation will provide students any applicable instructions regarding agency rules, regulations or policies, including any applicable safety instructions.
8.1.10 Reclamation will provide necessary office equipment and on-the-job or on-line training necessary to perform the assigned work.
8.1.11 Reclamation will issue a badge to students to gain building access.
8.1.12 Reclamation, Accounting Services Division will cover cost of required background investigation.

8.3 The period of performance for accomplishment of the tasks and deliverables above is approximately between August 1, 2020 – July 31, 2021 with option years to renew or cancel at any time.
Option years are not guaranteed to be exercised. With the option to add additional students (up to 4 additional students) for the option year that is exercised. Contractor will include pricing to cover 4 additional students each option year. Actual period of performance will depend on actual mobilization and completion dates for the work. This is a job sharing opportunity, each student works 5 full days per month during a typical business day. Typical work day from 8:30 to 4:30. Four students to share the 40 hour work week, in job share status.
8.4 The Contractor shall be available to start work not later than 5 days after the award date for his contract with the Government.
8.5 The Contractor employee shall be required to sign a Non-Disclosure Agreement.
9.0 QUALITY:
9.1 Contractor’s Performance Assessment Report System (CPARS): A CPARS report will be created by the COTR at the end of the performance period. For more information, go to www.cpars.csd.disa.mil/cparsmain.htm.
9.2 Measuring Quality: Quality shall be measured based on the following:

10.0 IDENTIFICATION OF CONTRACTOR EMPLOYEES: All contract personnel are required to identify themselves as contractors.
