About this file

This document is a Cost Proposal Template for the ARPA-H Resilient Systems Office (RSO) Innovative Solutions Opening (ISO) solicitation. The template provides detailed guidance for proposers to submit comprehensive cost proposals, requiring a narrative that includes level of effort and labor costs, materials, equipment purchases, travel, other direct costs, consultant costs, sub-awardee costs, and potential cost reductions. Proposers must use fully burdened labor rates, provide supporting documentation for costs exceeding $5,000, and include indirect costs and profit in their submissions.

The template is part of a federal contract opportunity (Solicitation Number ARPA-H-SOL-24-103) issued by the Department of Health and Human Services National Institutes of Health, seeking innovative solutions to address systemic challenges in healthcare and public health. Proposals must be submitted through https://solutions.arpa-h.gov, with no option to submit through Grants.gov. The solicitation targets cutting-edge technologies that can improve care quality, efficacy, and availability, and is open to for-profit, non-profit, and academic organizations. The proposal must include detailed cost breakdowns, supporting documentation, and can be submitted for multiple technical areas with a minimum proposal validity period of 120 days.

COST PROPOSAL

Cost Details Proposers should provide the following cost details and include supporting documentation that describes the method(s) and/or assumptions used to estimate proposed costs. The government expects indirect costs and profit to be included as part of cost proposal submissions. When discussing labor costs, proposers should only refer to fully burdened labor rates and identify and describe indirect rates only when they are being applied to other cost elements requested herein.

Level of Effort and Labor Costs Provide the levels of effort and associated costs related to personnel who will contribute to the project.

The levels of effort may be substantiated by defining key labor categories aligned to fully burdened labor rates with the assigned estimated number of labor hours (or percentage of effort). A “burdened labor rate" means the base rate plus applicable labor overheads and fringe only and is the rate that is referred to in the Cost Spreadsheet(s).

A “fully burdened labor rate” is a rate that has all overheads, fringe benefits, other indirect costs, and profit/fee represented. That is the rate that is used in the cost proposal narrative created in accordance with this document.

Proposers should provide an explanation of any outliers and provide additional details that will allow the Agreements Officer to determine that costs are fair and reasonable. If the outlier cannot be substantiated by competitive pricing, the proposer should provide a written explanation of the value the government is receiving for the costs proposed.

Materials Provide an itemized list of all anticipated materials (including quantities, unit prices, proposed vendors (if known), and the basis of estimate for each (e.g., quotes, prior purchases, catalog price lists, etc.)). Any item that exceeds $5,000 in total cost must be supported with back-up documentation (e.g., a copy of catalog price lists, past purchase order(s), invoice(s), vendor quotes prior to purchase, etc.). Include any assumptions the proposer has that it will receive government-furnished materials.

Equipment Purchases Provide an itemized list of all anticipated equipment including quantities, unit prices, proposed vendors (if known), and the basis of estimate (e.g., quotes, prior purchases, catalog price lists, etc.). Any item that exceeds $5,000 in total cost must be supported with back-up documentation (e.g., a copy of catalog price lists, past purchase order(s), invoice(s), vendor quotes prior to purchase, etc.). Include any assumptions the proposer has that it will receive government-furnished equipment.

Travel Provide the purpose of each trip, number of trips, number of days per trip, departure and arrival destinations, number of people, etc. Add rows as necessary.

# of Days
# of People

Ex. PI Meeting

Other Direct Costs (ODCs) Provide a breakdown of all anticipated ODCs (e.g., graduate student tuition, computer maintenance and/or user fees, etc.) with anticipated costs. The proposer may provide backup documentation to support anticipated costs, including an explanation of any estimating factors and their derivation and application.

Consultant Costs Provide fully loaded daily/hourly rates, labor hours, and any other anticipated consultant costs (e.g., travel).

Sub-awardee Costs For each proposed sub-awardee, provide the information requested in Sections 1-7 of this Cost Proposal. All documentation should provide the same level of detail and/or assumptions.

Resource Sharing Provide the source(s), nature, and amount(s) of proposed resource sharing.

Potential Cost Reductions (Optional) Provide a written explanation of potential cost reductions that will NOT substantially impact the intended results of the effort.

NOTE: While the government seeks to eliminate unnecessary costs through value analysis, the government seeks revolutionary advances to the state-of-the-art and therefore, cost reductions should not have an impact on the proposer’s ability to deliver the desired research results.
