About this file

This is a Purchase Description for a Force Plate Subscription system for the Army National Guard Temple Army Readiness Center. The requirement involves acquiring advanced human performance technology to assess soldier movement, balance, force production, and injury risk potential through force plate hardware, software, and a comprehensive performance analysis system. The solution must include force plate hardware with a safety mat, computer, connection cables, and an annual software subscription for a minimum of 1,000 users, with capabilities to track Army Fitness Test events, generate machine learning-based exercise recommendations, and provide detailed performance metrics.

The procurement is structured as a one-year base period with two 12-month option periods, requiring delivery within 90 days of contract award to the Army National Guard Readiness Center in Arlington, Virginia. The system must provide mobile device compatibility, analyze movement signatures, generate performance and injury risk assessments, and track specific Army Fitness Test events including 3 Repetition Max Deadlift, Hand Release Push-up, Sprint-Drag-Carry, Plank, and 2-Mile Run. The government will retain unlimited data rights, and the procurement may be set aside for small businesses based on market research responses, with all small business set-aside categories being considered.

PURCHASE DESCRIPTION – Force Plate Subscription

1.0 Background: The Army National Guard Temple Army Readiness Center (TARC) requirement for movement and performance technology to help sustain a strong, responsive, and ardent force able to face the rigors of combat. The technology outlined in this purchase description will use Soldier performance measurements to assess balance, force production and core strength by comparing results against professional and collegiate athletes to identify strengths and risk of injury. This technology will also provide individualized recommendations to improve movement, balance and strength for the warfighter.

2.0 Objective: Provide improved human performance with injury predictive tools and software to improve performance and injury resistance.

3.0 Scope: The contractor shall provide Force Plate Hardware, installation and integration of technology, software subscription for a minimum of 1000 users and warranty. The period of performance shall be for one (1) base period of 12 months and 2 (2) 12-month option periods.

4.0 Hardware:

4.1 Force Plate and corresponding safety mat

4.2 Computer utilizing appropriate operating system

4.3 Set of connection cables and accessories required for standard use of equipment

5.0 Software: Annual Software Subscription for a minimum of 1000 users valid for unlimited tests of individuals on an annual/12-month period.

5.1 Software will provide access to predictive force plate databases, centralized data dashboards and programing and mobile applications.

5.2 The software shall use historical data points to identify an individual’s movement signature to determine performance, training requirements, fatigue and injury risk potential

5.3 The system shall be able to deconstruct the amortization phase of movement which is like a plyometric movement. This data shall then be correlated to the numerical representation of eccentric and concentric rate of force development.

5.4 The system shall analyze data and movement signatures of an individual to determine athletic performance, training needs, fatigue, and predictive risk.

5.5 The equipment shall provide data readings specific to variables Load, Explode, and Drive datasets along with a Musculoskeletal MSK Health score for each Soldier imbalances and provide recommended physical programming activities to correct identified deficiencies.

5.7 Software must be mobile device compatible and allow users to export and view recommended prescriptive exercises/programs to include videos.

5.8 The system and software must be able to accommodate a large (greater than 1000) throughput of users.

5.9 The system must be able to generate analysis and prescriptive exercise recommendations of an individual’s performance via machine learning without the need for the test administrator to contact an external subject matter expert.

5.10 The system shall have the capability of tracking and scoring all current Army Fitness Test (AFT) events: 3 Repetition Max Deadlift, Hand Release Push-up, Spring-Drag-Carry, Plank, and 2-Mile Run.

5.10.1 AFT tracking and scoring shall be available in a field test proctoring environment utilizing system connected mobile devices.

5.10.2 The system shall allow the individual test proctor to select and track/score one (1) Soldier at a time from within a pre-populated testing pool for each AFT event.

5.10.3 The system shall provide the capability to enter and store Soldier weight information, as measured from the system Force Plate, and manually measured height information.

5.10.4 The system shall be updated periodically to reflect AFT scoring and event changes, as directed by Headquarters, Department of the Army (HQDA).
