SOLE SOURCE DETERMINATION

This is a Sole Source Determination document issued by the Defense Threat Reduction Agency (DTRA) on February 10, 2026, authorizing a non-competitive bridge contract for specialized strategic nuclear arms control treaties and agreements support services. The incumbent contractor is General Dynamics Information Technology (GDIT), headquartered at 3150 Fairview Park Drive, Falls Church, Virginia 22042. The bridge contract will extend services currently provided under GSA OASIS Task Order HDTRA120F0070 and will support the newly formed DTRA Global Threat Reduction Directorate (GT) and its Strategic Threats Department (GT-ST). The performance period runs from March 1, 2026, through August 31, 2026, with estimated contract value redacted. The contract is authorized under 41 U.S.C. Section 1901 and FAR 13.501.

The justification for sole source procurement rests on GDIT being the only responsible source capable of providing the required specialized subject matter expertise in strategic nuclear arms control policies and interagency implementation processes. The current task order expires February 28, 2026, and the follow-on competitive requirement cannot be completed in time. Organizational changes from merging the Cooperative Threat Reduction and On-site Inspection and Building Capacity Directorates, combined with the October 2025 government shutdown, delayed the acquisition planning. The bridge contract prevents service gaps while allowing adequate time for the competitive follow-on solicitation, planned for March 2026 with an anticipated award in the fourth quarter of 2026. Funding is provided through FY26 Operations and Maintenance (O&M) appropriations. The justification will be posted on SAM.gov within 14 days after award, and a Pre-Award Notice will be provided per FAR 5.203(a). The contract pricing is based on detailed cost analysis and comparison with the current task order historical data spanning over four years.

DEFENSE THREAT REDUCTION AGENCY

8725 JOHN J. KINGMAN ROAD, STOP 6201

FORT BELVOIR, VA 22060-6201

10 February 2026

SOLE SOURCE DETERMINATION

1. Description of Services to Acquire

The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure without using full and open competition, a bridge contract to extend the Specialized Strategic Nuclear Arms Control Treaties and Agreements support provided under HDTRA120F0070. This support is critically needed by the newly formed DTRA Global Threat Reduction Directorate (GT) and an extension to the current task order is not possible since the ordering period for the underlying IDIQ, GS00Q14OADU116, has ended.

On this basis, DTRA intends to issue a stand-alone bridge contract to the current performer, General Dynamics Information Technology (GDIT), headquartered at 3150 Fairview Park Dr, Falls Church, VA 22042, to sustain these services while the follow-on competitive requirement is completed.

2. Estimated Value

The estimated total value is .

3. Statutory Authority

The authority for this sole source action is 41 U.S.C 1901 and FAR 13.501.

4. Basis for this Action

General Dynamics Information Technology, Inc. is the only responsible source that can provide the required level of subject matter expertise in strategic nuclear arms control and relevant policies and implementation processes practiced by interagency stakeholders for the required extension period.

DTRA currently procures these services under GSA OASIS Task Order HDTRA120F0070 which delivers the GT Directorate’s Strategic Threats Department (GT-ST) a range of arms control training and subject matter expertise. These unique services and skillsets continue to ensure that both DTRA and the USG meet its requirements under current arms control treaties and agreements, while also preparing GT to meet the emerging arms control regimes required to advance U.S. security. These services are required to provide specialized strategic nuclear arms control treaties and agreements support that is critically needed and is not currently available from any other internal source, to include other active contracts or agency staff.

The performance period for the current task order will end on February 28, 2026 and the desired follow on task order will not be in place in time. An award to anyone other than GDIT would need time to transition, on-board, and obtain the proper access and clearances. Any gap in service would be significantly detrimental to the Directorate and the Agency. Acquisition planning is ongoing for the follow-on; however, organizational changes resulting in the creation of GT, the 2025 Government shutdown, and Arms Control priority adjustments have impacted the progress on the requirement.

This action will result in a bridge contract that is a continuation of the original requirement.

While these services are commercial, this niche experience is, and will continue to be, required for the OB Directorate to meet their obligations and commitments within the U.S. Government and with international partners. Without a bridge, a gap in service will occur because DTRA is unable to award a contract prior to the end of the current task order period of performance and no other viable contract alternatives are available.

The proposed bridge contract will be supported by FY26 Operations and Maintenance (O&M) funding for the performance period of March 1, 2026, through August 31, 2026.

Issuance of the new, competitive Arms Control SME and Training Support award is planned for 4th Quarter 2026. Without a bridge contract, there will be a significant gap in service between the end of the Period of Performance (PoP) under task order HDTRA120F0070 and the beginning of performance for the follow-on, competitive requirement.

Why and how the delay occurred The formation of the GT Directorate by merging the Cooperative Threat Reduction (CT) and On-site Inspection and Building Capacity (OB) Directorates, effective September 1, 2025, slowed down the finalization of this requirement while the new Directorate reviewed priorities and made internal structure changes.

Additionally, this effort was delayed due to the government shutdown that began in October. The follow-on was planned to regain momentum in October after the start of the fiscal year; however, the 45-day shutdown increased the delay. Following the shutdown, GT-ST reviewed the requirement and reduced the scope and support needed to meet mission needs. Currently, the requirements documentation is being updated as a result of the change in scope, and it is anticipated the solicitation will be issued in March 2026.

Because the current task order ends on February 28, 2026, additional time is needed for solicitation, evaluation, and award.

Bridge action is necessary A bridge action is necessary to prevent a gap in service and at the same time allow the Procurement Team to continue with the actions required to have a fair competition. A six-month (6) bridge contract will allow sufficient time to complete the follow-on competitive acquisition by awarding a new contract through a fair and competitive process. Additionally, this extension will also allow for adequate transition time.

Resolving the delay

The acquisition team has conducted a review of the acquisition milestones and has developed an aggressive schedule to move forward with the acquisition. Every effort will be made to meet the revised schedule milestones and to award the follow on in time for a September 1, 2026 performance start date.

The justification for this sole source will be posted on SAM.gov as required under FAR 6.305(a) within 14 days after contract award. Pre-Award Notice at FAR 5.203(a) will be provided via SAM.gov.

The anticipated cost to the Government of the proposed contract action has been determined to be fair and reasonable based on detailed cost analysis, and comparison with historical data for the same or similar efforts, to include the current task order with General Dynamics Information Technology. The efforts to be covered under the proposed contract are a continuation of services which have been performed successfully for over four (4) years under the current task order;

therefore, sufficient history is available to provide a sound basis for comparison.

DTRA considered existing DTRA acquisition vehicles for this bridge however none have sufficient scope or ceiling to support the required services. No specific external market research will be conducted for this bridge action beyond the market research conducted for the follow-on effort.

5. Actions to Take

The Government is currently working on a follow-on award to HDTRA120F0070. Depending on the outcome of the market research, if multiple sources are identified that can satisfy the requirement, the Government intends to issue a competitive solicitation for the follow-on.
