About this file
This is a Request for Proposal (RFP #RFP-2022-0021) issued by the Tuolumne County Administration Office in California for an Armory Building Assessment. The county is seeking proposals from qualified firms to conduct a comprehensive assessment of the Armory Building, a 10,164 square foot facility located at 10747 Airport Road in Columbia, with the goal of converting it into a Community Resilience Center. Proposals are due electronically by 3:00 pm on September 14, 2022, through the county's e-Procurement platform. The county anticipates awarding the contract on September 16, 2022, with contract execution targeted for September 27, 2022.
The assessment will require evaluating multiple aspects of the building, including structural, mechanical, plumbing, electrical, and low voltage systems, as well as investigating potential hazardous materials and providing detailed cost estimates for improvements. The county will use this assessment to support a Community Resilience Center grant application due in November/December 2022. Proposers will be evaluated on three criteria: Experience and Qualification of Firm (20% weight), Approach and Timing of Project (30% weight), and Cost Proposal (50% weight). The award will be made to the most advantageous proposal, with the county reserving the right to negotiate with the highest-ranked proposer and potentially reject any or all proposals.
