(ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services applies. Evaluation criteria includes price, technical capability, and past performance. The Lowest Priced Technically Acceptable (LPTA) source selection process will be used on an acceptable or unacceptable basis.

I. GENERAL

The purpose of this document is to establish an evaluation procedure for the offer to be received in response to solicitation HQC005-24-R-0007 for Armored Car Services for (6) CONUS locations: Ellsworth AFB, SD; Fort Cavazos I, TX, Fort Cavazos II, TX, Laughlin AFB, TX, Minot AFB, ND and Offutt AFB, NE Commissaries. This evaluation will be using lowest-price, technically acceptable (LPTA), simplified acquisition procedures. Each vendor's past performance will be evaluated, in addition to technical capability and price. An acceptable rating in these areas will provide a realistic projection of the contractor's history of successful performance and probability of successful performance for this requirement.

II. EVALUATION CRITERIA

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, using Lowest Priced Technically Acceptable methodology. In order to be technically acceptable, both factors of

Technical Acceptability and Past Performance must be rated as "Acceptable." The following factors shall be used to evaluate offers:

Offers will be evaluated independently, using the following factors on an acceptable or unacceptable basis:

1. Price

2. Technical Acceptability Sub-Factor 1- Capability to complete services IAW the Statement of Work Sub-Factor 2- Capacity and capability to complete services IAW Service Schedules.

3. Past Performance

EVALUATION MINIMUM REQUIREMENTS

Factor 1- Price:

The Solicitation Pricing Sheet at Attachment 1 will be used to evaluate the base and each option year for contract award. Offerors may provide pricing on any combination of locations, from a single location to all locations (or any combination in between). All light-yellow cells must be completed for any location the offeror wishes to provide an offer for. Light Blue cells must also be filled in, which include contractor information as well as Point of Contact (POC) information.

Offerors cannot change any other portions of the spreadsheet. Unlocked versions of Attachment 1-Solicitaion Pricing Sheet will not be provided.

In evaluating price, each location will be evaluated separately. The “Monthly Price” for the base year will be multiplied by the number of months of service required in the base year. The “Monthly Price” for each option year will be multiplied by twelve (12). The results of each period of performance will be added together. (The calculation will be completed in a single Excel Cell, per location, in Column “V”.) This will be the “Total Evaluated Price” which will be used to determine the lowest price.

“Cost Per Run” pricing will not be evaluated, but must be included by the offeror, and will be a part of the overall estimated cost of the contract (5 extra runs per year per location). (See the Statement of Work Paragraphs 11 and 12 for information on Extra Runs and Missed Runs).

Pricing will be evaluated for fairness and reasonableness. This evaluation will be based primarily on competition;

however, the government’s estimate may be utilized for locations of limited competition. Since each serviced location will be awarded based on the lowest price technically acceptable, there is no risk to the Government that unbalanced pricing will exist.

Minimum Requirement:

All monthly and Cost per run pricing must be priced for all years for a specific location to be considered for award for that location.

Factor 2- Technical Capability/Acceptability:

An offer will be evaluated as technically acceptable if it satisfies the Government’s minimum requirements described in the Statement of Work and elsewhere in this solicitation, and based on evidence in the proposal of the offeror’s technical approach, personnel/staffing, facilities, equipment, and understanding of the requirements.

The technical factor assesses whether the offeror’s proposal will satisfy the Government’s minimum requirements.

The offeror shall submit a written explanation (Maximum of 3 pages, single spaced, using a 12-point font with 1” standard margins) describing how the firm will fulfill the contract requirements IAW the Statement of Work. Offers shall be rated as either technically “Acceptable” or “Non-Acceptable”

Minimum Requirement:

Receive an “acceptable” rating for all of the following based on the narrative:

1) Capability to complete services IAW the Statement of Work.

2) Capacity and capability to complete services IAW Service Schedules.

Factor 3- Past Performance:

The past performance assessment is based on two aspects:

-The offeror’s record of Relevant and Recent past performance information in relation to Armored Car Services

-Whether the contractor performed satisfactorily on past contracts.

In evaluating past performance, the Government will use various sources of information, including, but not limited to federal, state and local government agencies, Better Business Bureaus, published media, electronic databases (CPARS), and/or the offeror’s performance on DeCA contracts. The evaluation of past performance will consider relevant facts and circumstances. The Government will evaluate past performance as an indicator of future performance. Past performance will be evaluated as either “Acceptable” or “Unacceptable.”

The determination is a matter of judgment.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. A neutral rating will be considered as “Acceptable.”

Past Performance Evaluation Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Minimum Requirement:

Receive an Acceptable rating for all assessed past performance categories.

IV. CONTRACT AWARD

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Award will be made to the lowest-priced, technically acceptable offeror that was rated as acceptable, found responsible, and with fair and reasonable pricing.

(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

52.212-4 Addendum CONTRACT TERMS AND CONDITIONS-- COMMERCIAL ITEMS (NOV 2023) The following paragraphs are altered or added:

(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties. The government may issue unilateral written modifications that do not affect the substantive rights of the parties.

(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.

CHANGES IN REQUIREMENTS

If a store no longer needs services (as determined by DeCA Store Operations), the service will be terminated per FAR 52.212-4(l), Termination for the Government’s Convenience.

If services need to be added due to DeCA Operations changes, contractor’s inability to perform, or any other reason, the following shall be followed in order to determine who will perform the services:

-A quote will be requested from contractors that replied in the affirmative, using the same SOW and Terms as their current contract.

-Pricing will be reviewed for reasonableness. If quotes cannot be determined to be reasonable, new quotes will be requested.

-No other contract terms will be changed due to the addition of a new location.
