About this file

This is an Addendum #2 issued by NC State University's Procurement Specialist addressing clarifications for Request for Quotation #63-ARM1202926 for 1,000-gallon stainless steel vacuum tanks. The addendum provides answers to eight vendor inquiries regarding technical specifications for two tanks intended for a laboratory Mach-7 Reflected Shock Tunnel. Key specifications clarified include an operating temperature range of 0–115 degrees Fahrenheit, ASME certification preference without strict pressure vessel rating requirements beyond 15 psi, standard RFSO flanges for the 10-inch, 4-inch, and 6-inch connections, and no specified requirements for vacuum leak rates, helium leak testing, or surface finish standards. The addendum confirms that tanks will be installed outdoors with no specific wind, seismic, or anchoring criteria and that the 1-inch NPT ports have no specified location requirements.

The addendum establishes the anticipated operating cycle for the vacuum tanks, specifying that they must sustain internal pressure near vacuum for approximately one hour at a time, operating up to five cycles per day with 30–40 minutes between cycles, during which tanks will be equalized to atmospheric pressure. This operational profile clarifies the demanding cycling requirements for potential bidders and establishes baseline performance expectations without prescribing specific vacuum hold times or leak rate acceptance criteria, allowing vendors flexibility in design approaches while ensuring the tanks meet the laboratory's operational needs.

ADDENDUM #2

TO: POTENTIAL RESPONDING SUPPLIERS

FROM: Amy Mears Procurement Specialist

DATE: September 30, 2026

SUBJECT: NC State University RFQ #63-ARM1202926 1,000-Gal Stainless Steel Vacuum Tanks

Questions and Answers:

1. Please confirm the required vessel design temperaturerange.

Answer: Temperature range: 0 - 115 Fahrenheit

2.Are the vessels required to be designed and fabricatedin accordance with ASME Section VIII, Division 1, or is an ASME “U” stamp required?

Answer: ASME certification is preferred, but it doesnot need to withstand more than 15 psi external/internal pressure.

3.Are the required flanges standard or ASME-rated/classflanges? Please also confirm the required flange facing for the 10-inch, 4-inch, and 6-inch connections.

Answer: Standard RFSO flanges

4.Please clarify the required configuration and flangetype for the bottom 6-inch drain connection.

Answer: No specified configuration

5.Can you provide the required locations and orientationsfor the two 1-inch NPT ports?

Answer:No specified location at this time

6. Are there any specific requirements for vacuumleak rate, vacuum hold time, helium leak testing, or other vacuum acceptance criteria?

Answer: No required specifications

7.Are there specific wind, seismic, or anchoringcriteria applicable to the outdoor installation?

Answer:These tanks will be placed outside. No specificcriteria.

8.Are there any internal or external surface finish, cleaning, pickling, or passivation requirements?

Answer:No

9.What is the anticipated operating cycle or expectedfrequency of cycling between vacuum and positive pressure?

Answer:These tanks will need to sustain an internalpressure near vacuum for approx 1 hr at a time, for up to 5 cycles a day, with 30-40 min in between cycles. In between cycles, the tanks will be equalized to atmospheric pressure.
