About this file
This is a Scope of Work (SOW) document issued by the Office for People With Developmental Disabilities (OPWDD) in New York for the installation of access-controlled arm gates at two Staten Island facility locations: 46 Executive Way and 1050 Forest Hill Road. The project requires the furnishing, installation, integration, testing, and commissioning of two commercial-duty vehicle barrier arm gates—one for entry and one for exit—at each location, with integration into the existing HID proximity card reader system currently in use. The contractor must conduct a mandatory site survey to verify existing conditions, including four existing proximity reader locations, a Security Officer desk control station, two-way communication equipment, and camera surveillance systems. All work must maintain full compatibility with OPWDD's current HID access cards and credentials, and the contractor may retain or propose approved upgrades to existing proximity readers, camera surveillance, and two-way communication systems. A mandatory site visit is required prior to bidding, and bidders must coordinate with OPWDD's Safety and Security, Facility Management, and IT departments. Proposals are submitted as an RFP to NYS IBR's Business Office, with inquiries directed to Delonya Conyers, Opwdd.sm.ibr.business@opwdd.ny.gov, and Vanessa Johnson.
The SOW specifies that contractors must provide all labor, materials, equipment, permits, and inspections required for complete installation, including excavation, concrete foundations, electrical work, vehicle detection systems, and site restoration. Sub-contractors are not permitted for this project. Contractors should propose separate pricing and technical specifications for any recommended upgrades to proximity readers, Security Officer controls, camera surveillance, or communication systems. The contractor must submit proposed project schedules following the site survey and coordinate all work to minimize disruption to facility vehicle access and security operations. Deliverables include as-built drawings, equipment schedules with model and serial numbers, manufacturer documentation, warranty information, and training for OPWDD personnel on normal operation, emergency procedures, and troubleshooting. IBR receiving operates Monday through Friday from 8:30 a.m. to 2:00 p.m. EST, while SIDDSO at Building 46 accepts deliveries during the same standard business hours, with 24/7 facility safety coverage available if needed. Contractors should provide estimated ship dates and lead times for all system components with their proposals.
