PROCUREMENT SENSITIVE- FOR OFFICIAL USE ONLY

Argon Electronics, LTD Equipment Repair Statement of Work

Introduction The MSCoE Homeland Defense Civil Support Office is charged with providing training to Department of Army personnel going on the CBRNE Response Enterprise (CRE) mission in Hazardous Material (HazMat) mitigation techniques and procedures up to the Technician level.

A large part of the training scope is for all students to demonstrate competency using chemical detection devices to include Argon Electronics, LTD simulators which substitute for Line Numbered items on our TDA and provide real life results as the real item would in a hazardous environment. These systems are listed in course Programs of Instruction (POI’s), Lesson Plans and our TDA under JCAD Line Number J00697 for all HazMat training on Fort Leonard Wood and as such needs to be working to manufacturer specifications. Unfortunately, Argon Electronics, LTD does not provide service or maintenance training on their simulators and will not sell or provide parts to service or repair their systems to the end user without being properly trained. Regardless these systems are required to be maintained at OEM standards to ensure our students receive training on the like system they will have at home station and available to support actual incident response missions within the continental United States.

Objectives The contract goal is to acquire a contractor that will, on an as needed basis, receive; repair and calibrate to OEM standards and using OEM parts, Argon Electronics, LTD simulators. This will include but not be limited to the M4E1 JCAD Simulator. On completion of the repair the contractor will return the system(s) to the organization. The end result is that the MSCoE Homeland Defense Civil Support Office will have fully operational detection equipment to be used for training or actual response missions.

Scope The intent of this effort is to generate either a 5 year Basic Ordering Agreement (BOA) or a requirements contract with an initial base year plus 4 option years. The organization will provide payment for all repairs using Government Purchase Card (GPC) and will include diagnostics performed by the vendor and the repair of the equipment itself if within the best interest of the government as determined by the Ordering Officer/Requiring Activity.

Requirements The process for repair or determination if the item(s) should be repaired is:

1. Once a system is found to be malfunctioning (broken), the Ordering Officer or his/her representative will contact the vendor to troubleshoot the problem to determine if the device can be restored back to OEM standards.

2. If a solution cannot be found over the phone, the vendor will provide a return to manufacturer number (RMA) and the Ordering Officer or his/her representative will ship the malfunctioning device(s) to the vendor.

3. Once the vendor receives the device(s), a diagnostic will be performed to ascertain the problem and determine a solution to return it OEM standards and the cost to repair the item(s).

This should occur within the 5 days of receiving the malfunctioning item(s).

4. The vendor will provide a written cost estimate and forward to the Ordering Officer by e-mail or regular mail where the organization will determine if the repairs are economically sound.

5. If the Ordering Officer determines that the repairs are cost prohibitive, he/she will tell the vendor in writing not to repair the item(s) and submit payment for the diagnostics fee using the GPC card. After payment, the vendor will return the device(s) to the organization.

6. If the Ordering Officer decides to move forward with the repair(s), he/she will inform the vendor that payment will be made using the GPC card up to but not to exceed $10,000.00 per item for Argon Electronics, LTD simulators.

7. Once the okay to repair is given to the vendor, the vendor will complete all repairs within 30 days of receipt of the item(s) and return the system(s) back to the organization.

8. The organization will have five (5) business days after the return of the repaired item(s) to complete a functions check to ensure that the system is properly repaired and working to OEM standards.

9. Once steps 1 through 8 are complete the organization will pay the vendor via Government Purchase Card.

Delivery The vendor will repair each item to full OEM operational level. Fulfillment of the contract for each repair request must occur within 30 days from initial approval to perform the work.
