About this file

This is a Commercial Solutions Opening (CSO) Area of Interest solicitation for a PFAS-free Tire Fire Suppression Kit (TSFK) Extinguisher for the Stryker Family of Vehicles.

The U.S. Army Contracting Command – Detroit Arsenal, in partnership with the Program Management Office Stryker Brigade Combat Team, seeks innovative commercial solutions for a modern, effective, and environmentally friendly tire fire suppression system that maintains or exceeds current operational performance standards. The solicitation is open from May 20, 2026 to June 3, 2026 at 5:00 PM ET, with written solution briefs to be submitted via email to Taylor Ferguson at Taylor.D.Ferguson10.civ@army.mil. The government defines mandatory Core Features and flexible Flexible Features for proposed solutions. Core Features include specific electrical interface requirements (3A/3W maximum all-fire current with 50ms pulse, Deutsch DT04-2P connector), mechanical interface specifications (siphon tube allowing discharge with valve up, DOT-compliant cylinder with 500–1,800 PSIG service pressure, zinc phosphate coating with CARC Olive Drab Green paint), fill requirements (Ansul LVS NF-40 aqueous PFAS-free foam premix pressurized to 500 PSIG with nitrogen at 70°F), and performance standards including ≥95% discharge efficiency vertically and ≥90% at 30° angle, helium leak rate of 1×10⁻⁵ cc/sec or better, and resilience across environmental temperature ranges (-40°F to 160°F operating; -60°F to 160°F storage). Flexible Features allow vendor innovation regarding dimensions (minimum 800 in³ volume, 7.75-inch diameter flexible, 22–29-inch height), cylinder material options (spun steel, spun aluminum, or welded/stainless steel), agent volume (3+ gallons), and activation time parameters. Submissions must include a preliminary technical drawing demonstrating Core Feature compliance and statements validating each Flexible Feature. The government will evaluate responses in three phases, potentially issuing awards to a maximum of five companies for prototype development. The required prototype delivery date is December 1, 2026, with the government reserving the right to award Other Transaction Prototype Agreements or FAR Part 12-based contracts and potentially issue follow-on production awards under 10 U.S.C. § 4022. Selected companies must be registered in the System for Award Maintenance (SAM.gov). Questions should be directed to Contract Specialist Taylor Ferguson or Contracting/Agreements Officer Marta Furman.

1.1 Introduction and Objective

The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA), in partnership with the Program Management Office Stryker Brigade Combat Team (PM SBCT), is seeking innovative commercial solutions for a new PFAS-Free Tire Fire Suppression Kit Extinguisher for the Stryker Family of Vehicles. Companies shall propose solutions that maximize the use of existing commercial technologies. The primary objective is to identify and procure a modern, effective, and environmentally friendly replacement for the current system while maintaining or exceeding all operational performance standards.

Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the Stryker Family of Vehicles (FoV) CSO posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI responses.

The Contracting/Agreements Officer is not obligated to extend a request for Commercial Solution Proposal or make an award as a result of this CSO AoI; all awards/agreements are subject to the availability of funds and successful negotiations.

This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the company associated with developing a response.

Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting/Agreements Officer with appropriate consideration established. The Government reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from W912CH-26-S-0010, dated 07 May 2026. The CSO authority is 10 U.S.C. § 3458 – Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures/ DFARS 212.70 – Defense Commercial Solutions Opening.

1.2 AoI TSFK Extinguisher Features

To best leverage commercial technologies, the Government has defined two types of characteristics for this solution: Core Features and Flexible Features.

• Core Features: These are mandatory features essential to the solution.
