Commercial Solutions Opening for PFAS-Free Tire Fire Suppression Kit Extinguisher
This Commercial Solutions Opening (CSO) solicitation W56HZV-26-S-0010, issued by the U.S. Army Contracting Command – Detroit Arsenal in partnership with the Program Management Office Stryker Brigade Combat Team, seeks innovative commercial solutions for a new PFAS-free Tire Fire Suppression Kit (TSFK) Extinguisher for the Stryker Family of Vehicles. The AoI is open from May 21, 2026 to June 4, 2026 by 5:00pm ET. Companies must submit written solution briefs via email to Taylor Ferguson (Taylor.D.Ferguson10.civ@army.mil) with the subject line "TSFK Extinguisher Written Solution Brief," along with two attachments: a preliminary drawing demonstrating compliance with core features and a statement validating each flexible feature.
The extinguisher must meet mandatory core features including electrical interface specifications (3A/3W maximum all-fire current with 50ms pulse, 0.5A/0.5W no-fire tolerance, integral Deutsch DT04-2P Connector with captive shorting plug), mechanical interface requirements (siphon tube discharge capability, DOT-compliant cylinder with 500–1,800 PSIG service pressure, zinc phosphate coating and CARC Olive Drab Green paint, pressure gauge and safety relief valve), fill specifications (aqueous PFAS-free Ansul LVS NF-40 foam premix, nitrogen pressurization to 500 PSIG at 70°F), and performance standards (≥95% discharge efficiency vertically, ≥90% at 30° angle, leak rate of 1x10^-5 cc/sec or better, non-shatterable cylinders, resilience across temperature ranges of -40°F to 160°F operating and -60°F to 160°F storage, and five-year minimum actuator lifespan). Flexible features allow company innovation in dimensions (800 in³ minimum volume, 7.75-inch diameter, 22–29-inch height, 70-pound maximum weight), material selection (spun steel, spun aluminum, or welded steel/stainless steel options), agent volume (3+ gallons acceptable, increased volume acceptable), and activation time (0.5 seconds acceptable, with flexibility for variation). The Government reserves the right to award Other Transaction Prototype Agreements or FAR Part 12 contracts to a maximum of five companies, with each potentially delivering up to five prototypes, with a required delivery date of December 1, 2026. Selected companies must be registered in the System for Award Maintenance (SAM.gov), and successful prototype completion may lead to follow-on production awards structured under 10 U.S.C. § 4022 authority as either agreements or FAR-based contracts.

The primary objective is to identify and procure a modern, effective, and environmentally friendly replacement for the current system while maintaining or exceeding all operational performance standards.
Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the Stryker Family of Vehicles (FoV) CSO posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI responses.
The Contracting/Agreements Officer is not obligated to extend a request for Commercial Solution Proposal or make an award as a result of this CSO AoI; all awards/agreements are subject to the availability of funds and successful negotiations.
This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the company associated with developing a response.
Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting/Agreements Officer with appropriate consideration established. The Government reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from W912CH-26-S-0010, dated 07 May 2026. The CSO authority is 10 U.S.C. § 3458 – Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures/ DFARS 212.70 – Defense Commercial Solutions Opening.
1.2 AoI TSFK Extinguisher Features
To best leverage commercial technologies, the Government has defined two types of characteristics for this solution: Core Features and Flexible Features.
• Core Features: These are mandatory features essential to the solution.
• Flexible Features: For these features, companies will propose innovative and cost-effective solutions, prioritizing the use of commercially available components. The detailed firm and flexible features are outlined in the two (2) tables below:
Table 1: Core Features
Electrical Interface
