AREA OF INTEREST (AOI)

Unit: 23d Aircraft Maintenance Squadron (23 AMXS), Moody AFB, GA 31699

BLUF: This AOI seeks a white paper and a pitch deck from all suppliers who believe they can fulfill Moody AFB's need of an innovative lighting solution for fifty-two (52) sunshades on the flight line.

Operational Gap: There are 52 airplane sunshades on the flight line of Moody AFB. These sunshades protect aircraft from the elements (sun, rain and wind) and allow personnel to perform maintenance on the aircraft under a sheltered environment. Under current conditions, maintenance personnel must mobilize temporary lighting when inspecting and maintaining aircraft outside of daylight hours. Furthermore, this will improve asset security. 23 AMXS is seeking replacement of the sunshade canopies under a separate requirement (Sam.gov Notice ID FA483022QZ002) due to them failing and being past their life expectancy. While solutions for only the lighting component are desirable, solutions involving replacement of the sunshade canopies are also acceptable.

End State: Outfit an illumination functionality to all 52 sunshades without breaking concrete.

Lighting functionality must be self-sustaining and controllable (on-off switch), with no reliance on existing power lines. Furthermore, the solution shall be scalable, meaning that the solution can be simple and flexible enough to be applied to one or more sunshades with no major costs, and deployable, meaning that military personnel can easily install the solution while forward deployed with minimal infrastructure. The solution must be loadable onto an HC-130 Hercules.

Lights must adhere to airfield regulations, and the contractor's timeline must be coordinated with Airfield Management. The solution must be phase-able, meaning that it can be implemented on a per sunshade basis. Preventive maintenance procedures shall be provided to keep the proposed lighting solution in good working condition.

Need Date: ASAP

Funds Availability: Funds are not presently available.

General Lighting Requirements Based Upon Asset Protection Guidance:

Adapted from AFMAN31-101V1, Integrated Defense Planning, Version 12 Mar 2020

- Lighting circuits shall be designed to ensure failure of one or more lights does not affect any remaining lights. Lighting will provide an average intensity of at least 0.2 foot candles measured

Layout of the 52 aircraft sunshades vertically, six inches above the ground, throughout the area. The maximum-to-minimum light ratio shall bet set at less than 6:1. Redundant power should be considered and is recommended based upon Integrated Defense Risk Management Process considerations.

- Area Lighting Inside Restricted Areas. Lighting systems are required for restricted areas and consist of entry point, boundary, special purpose and area lighting. Area lighting is designed to illuminate a given area, illuminate the exterior of a building, or to enhance visibility in key locations.

- Area lighting must be available to completely illuminate the interior of areas containing protection level 3 resources, which allows detection and tracking of intruders and distinguishing between an actual intrusion and a non-hostile event caused by wildlife or weather. Refer to UFC 3-530-01 (1 Apr 2015, Change 4, 1 Nov 2019, pages 73-74) for minimum requirements and more information.
