About this file

This document is a Request for Information (RFI) issued by the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) as part of market research. The objective is to survey the market for potential vendors with the capabilities and experience in migrating legacy Unix ArcInfo workstation and Pro*C based applications to a modern supportable platform with Multi-Factor Authentication (MFA) capability.

The RFI provides background on the current TIMS IT platform, which utilizes the ESRI Unix ArcInfo workstation 10.0 software running on a Solaris 10 platform. This legacy software supports critical custom functions such as Pre-Sale, Lease Diagram generation, and BIDS and BAPALL Coverage generation. However, the ArcInfo workstation and Solaris 10 operating system are no longer supported, and do not have the required MFA capability. BSEE is seeking responses from firms experienced in upgrading/modernizing such applications to a modern platform with MFA. Interested vendors are requested to provide a list of relevant projects, a conceptual destination architecture diagram, and an estimated cost for performing the migration, to be submitted by Friday, June 21, 2024.

1 Sources Sought Information

The Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) is issuing this RFI as part of market research in accordance with FAR Part 10 to determine the potential solutions for the migration of the TIMS Unix ArcInfo workstation based customized application to a supportable platform with Multi Factor Authentication (MFA) authentication.

2 Objective

The objective of this RFI is to survey the market for potential vendors with the capabilities and experience in migrating legacy Unix ArcInfo workstation and Pro*C based applications to a modern supportable platform with MFA capability.

3 Background

One of the critical Technical Information Management System (TIMS) IT platforms supporting program mission requirements is the ESRI Unix ArcInfo workstation 10.0 software running on https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.acquisition.gov%2Ffar%2F31.205-18%23FAR_31_205_18&data=05%7C02%7CUday.Katikaneni%40bsee.gov%7Cddc07d677fe948fc64c408dc768f85b4%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C638515605994245955%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&sdata=gMztTAmlPnKedARxmUKWdMGzNDv2pTzNyoP5ePFuFrY%3D&reserved=0

Solaris 10 platform.

The ESRI ArcInfo workstation software is deployed on three different environments: Build and Test (BAT), Staging and Production. The technology stack used in the TIMS system for GIS is ESRI suite of software and Oracle 19C.

The legacy Unix ArcInfo workstation software supports critical custom software functions such as Pre-Sale, Lease Diagram generation and BIDS and BAPALL Coverage generation. This custom software running on Solaris includes C and Pro*C software along with legacy AML scripts and ArcInfo API. It uses non spatial Oracle tables on the back-end with location information to read/write data.

The Pre-Sale function provides all the required tools and functions in the Offshore pre-leasing process. It provides various functions to create available tracts for an offshore lease sale taking into consideration business rules such as existing leases, stipulations, deferrals etc... In addition, it provides the ability to create GIS coverages such as Tracts and Block Lease Areas.

The Lease Diagram function provides the ability to create lease diagrams for split block leases in a sale with all the split block coordinates and acreages displayed in a specified map layout as per defined scale.

The BIDS and BAPALL functions provide the ability to create various GIS Coverages from the non-spatial location data in the Oracle database.

The ESRI ArcINFO workstation and the Solaris 10 operating system on which it runs is no longer supported by the vendor and does not have the required MFA capability. To continue maintaining support for these applications and meet the MFA requirement and avoid any interruptions, it is critical to migrate these applications into a new platform.

5 Information Requested

BSEE is seeking responses from firms that have experience in upgrading/modernizing applications from Unix ArcINFO workstation to a modern platform with the MFA requirement like the requirements of BSEE application mentioned above.

Offerors who can meet the requirements and have the capability and potential capacity to perform the services are encouraged to provide the following information.

• A list of any relevant projects along with a description of each project and its relevance to the BSEE ArcINFO application migration.

• A conceptual destination architecture diagram.

• An estimated cost for performing the above-mentioned migration for budgeting purposes.

There is no page limit to the response. Responses should be submitted to john Nielson@bsee.gov.

no later than Friday June 21, 2024, at 5PM EST.
