Scope of Work for Archeological Sites Condition Assessments at Cape Cod National Seashore, 2023
Overview Cape Cod National Seashore (CACO) is required to conduct periodic visits and condition assessments for all archeological sites within the park. There are 74 due for assessment in FY23.
The 74 sites identified for site condition assessments are grouped in three areas as seen on maps at the bottom of this scope. The full list of sites is appended at the bottom of this Scope, arranged by Meg Wilkes, archeologist with Northeast Archeological Resources.
This project will require a pedestrian visual survey of each of those archeological sites in conformity with the National Park Service (NPS) Guidelines. Using a preexisting site condition assessment form (provided by POC), the consultant/archeologist will document current conditions, including threats. No excavation of any sort is desired.
Both the field work and the deliverables for this project must be concluded by August 15, 2023, if not earlier. All work must be conducted by a professional who meets the minimum requirements for archeological work in a national park, as articulated in the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation.
Details
• Locations to be visited and assessed have existing site forms in the NPS CRIS-AR database. That documentation includes location notes and coordinates, photographs, physical descriptions, summaries of historical significance, and reports on earlier assessment visits. Those materials should be reviewed in advance of the field reconnaissance to best understand the expected condition of a resource, to be aware of any significant issues documented in earlier assessments, and, in certain instances, to assist in relocating an existing site. CACO staff will help in cases (if any) where identification or relocation of existing sites proves troublesome.
• Because the CRIS-AR database now resides behind a firewall, it is not accessible to contractors unless they have government identification and use government equipment.
Under those circumstances, CACO will as part of this work supply the contractor with individual PDF files on each site to be assessed, taken directly from the CRIS-AR database. Each file will include all pertinent details on past surveys, condition assessments, and threats. Each file will include earlier photographs (when extant). The CACO POC also will supply a GIS feature layer or Site Location Map to assist the contractor in locating the targeted sites.
• As part of the preliminary work, the contractor/archeologist will participate in a meeting or call with PARK cultural resources staff and, potentially, with Dr. Meg Wilkes, who administers the Northeast Archeological Resources Program’s (NARP) portion of the nationwide CRIS-AR database.
• Once the site is relocated, the archeologist must note in the form if the current location corresponds to the information in CRIS-AR. Either way, the site must be GPS’d with sub-meter accuracy and the resulting data provided to the park in a shapefile or Geodatabase using appropriate UTM NAD 1983 19 N projection.
• Each site visited must be inspected thoroughly and completely. While walking the site the archeologist must take notes and create sketches for any ground disturbance at or near the resource, as well as any threats to the archeological site (such as animal damage, visitor use, flooding, etc.). Each site also must be thoroughly photographed. That will include a site overview photo to help others in relocating and monitoring the site. Other photos must document the current conditions and any evidence of impacts to the site. In the event that the archeologist identifies artifacts, those shall not be collected but they will be photographed (using a scale) and the archeologist shall notify the PARK point of contact immediately.
• If during the field work the archeologist unexpectedly identifies new sites, those should be GPS’d to sub-meter accuracy, labeled and numbered as a “new site” (i.e., newsite1, newsite2, etc.), and the resulting data provided to the park as part of a new GIS feature layer or Geodatabase. Each site should also be itemized in the Trip Report (described below) with a general description of what was seen at the site.
• For any sites deemed in less than “good” condition, the archeologist will offer recommendations on steps necessary to bring the site into better condition. Current NPS definitions used in determining an archeological site’s condition are included in the attached Site Condition Assessment Form.
• If the archeologist unexpectedly identifies what may be an ARPA or NAGPRA incident, they are to leave the site immediately and contact the PARK point of contact who will notify Law Enforcement. The archeologist will stay at the site until the park point of contact and/or Law Enforcement arrive to secure the site.
Deliverables
• As part of this project, the archeologist or firm conducting the work will completely populate the PDF form for every site assessed during the project. That will include, at a minimum, new narrative descriptions of current locations and conditions, new photographs, and updated coordinates (if needed). More complicated sites—if any are found—may require additional evaluation or documentation. Dr. Wilkes (see above) will review and approve or deny all updated material in draft.
• The contractor/archeologist will be responsible for preparing a Trip Report using a template to be provided by the CACO POC. It will summarize the overall work accomplished, the number of sites visited, and will discuss any specific areas of concern that CACO should know about or consider addressing. The Trip Report also will contain an appendix that lists the sites assessed and all recommended actions, as well as any new sites discovered.
• All original paper documents created in the field (site assessment forms, any notes or sketch maps) must be turned in to CACO at the conclusion of the project, as well as digital copies of the photographs taken during the field work. Scanned copies of the paper documents, photographs, GPS, and GIS data must also be turned in both to the park and to the regional CRIS-AR (Dr. Meg Wilkes) coordinator at project’s end.
• At the conclusion of the project CACO and NARP expect the contractor to delete all CRIS-AR digital site data from their own computers, as a step in safeguarding potentially sensitive archeological material.
• Payment will be made in full at the conclusion of the project using SAM.gov. The successful contractor must ensure that they are registered and have an ID# in this system before they bill.
