This is a Statement of Work (SOW) for a cultural resource survey and architectural documentation project at Delaware Water Gap National Recreation Area (DEWA) in Northampton County, Pennsylvania. The contract is being administered by the Eastern Federal Lands Highway Division of the Federal Highways Administration (EFLHDA/FHWA), with the National Park Service (NPS) serving as the lead federal agency for Section 106 National Historic Preservation Act (NHPA) compliance. The project involves converting approximately 0.45 miles of National Park Service Drive to an 8-foot-wide aggregate trail with improved drainage to address embankment failure and creek erosion. The contractor must conduct an architectural survey and prepare a Determination of Eligibility (DOE) for NPS Drive to determine its National Register of Historic Places eligibility, including evaluation as a potential Mission 66 Era resource.
The performance period runs from approximately March 16, 2026 through September 16, 2026. Key deliverables include draft and final DOE reports (in MS Word and PDF format), a draft GIS geodatabase, and final GIS/GPS survey data with associated metadata. The contractor must complete fieldwork within 15 days of award, submit a draft report 20 days following fieldwork, and deliver the final report within 10 days of receiving review comments. The contractor's architectural historian must meet Secretary of the Interior's Standards and Guidelines qualifications. All work must comply with Pennsylvania HPO guidelines, 36 CFR Parts 63 and 800.4, NPS Director's Order 28, and National Register Bulletins 15 and 16A. The contractor is responsible for submitting the DOE to the PA-SHARE online system for SHPO review after NPS approval. Contract questions should be directed to Contracting Officer's Technical Representative Timberley Belish at Timberley.Belish@dot.gov or 703-404-6341, with alternate COTR Kevin Rose available at Kevin.Rose@dot.gov or 571-434-1541. STATEMENT OF WORK FOR CULTURAL RESOURCE SURVEY
Delaware Water Gap National Recreation Area
SCOPE: The service provider shall perform the work of this task order as described below. The contract is being administered by the Eastern Federal Lands Highway Division of the Federal Highways Administration (EFLHD/FHWA). The National Park Service (NPS), Delaware Water Gap National Recreation Area (DEWA), is the lead Federal Agency for complying with Section 106 of the National Historic Preservation Act (NHPA) for this undertaking. The NPS will seek concurrence from the Pennsylvania Historic Preservation Office (HPO) for the adequacy of documentation.
CONFIDENTIALITY: The information developed under this task agreement is the property of the U.S.
government and shall be kept in strict confidence.
PERFORMANCE PERIOD: The work outlined in this task agreement shall be performed from approximately March 16, 2026 – September 16, 2026.
PROJECT IDENTIFICATION: The Project is within Delaware Water Gap National Recreation Area (DEWA), Northhampton County, Pennsylvania. Reference numbers to be used on all documents:
PA ERFO DEWA 2021 (1):
DEWA-National Park Service Drive: Determination of Eligibility
I. Introduction
The NPS and FHWA propose to convert a portion of National Park Service Drive (NPS Drive) to a trail within the Delaware Water Gap National Recreation Area (DEWA). Under the National Historic Preservation Act (NHPA) and its implementing regulations, the NPS is responsible for analyzing potential impacts to historic resources. As part of the NHPA process, NPS requires expertise in the field of Architectural History to conduct the research and documentation described in this Scope of Work (SOW). The required work involves one site location within the park. All work associated with this contract shall be tracked, documented, and billed to the appropriate project.
The proposed project involves approximately 0.45 miles (2,363 feet) of NPS Drive that can be accessed from PA State Highway 611 in Northhampton County, PA. The road is a 24-foot paved travel way with paved ditches and culverts for drainage. A portion of NPS Drive adjacent to Slateford Creek has had significant damage resulting from high flows causing embankment failure. Poor drainage along the upper portion of NPS Drive is also suspected in contributing to the erosion of the creek bank in this area. As a result, the roadway has been closed to vehicle use but has been used by visitors for hiking and biking.
NPS and FHWA propose to convert the nearly half-mile section of NPS Drive to an 8-foot-wide aggregate trail with 8-foot shoulders and improve drainage. The project would remove approximately 0.4 miles (2,000 feet) of asphalt, leaving the paved ditches in place. In the center of the road a trail would be constructed using aggregate base and pavement. One each side of the trail, topsoil and vegetation would be placed to facilitate drainage of water. To further reduce runoff to Slateford Creek, the project also the use of stormwater management devices within the paved ditches and improving existing culverts. At the bottom of NPS Drive a riprap pad will be placed within the paved area west of the landslide to sheet flow water to further reduce erosion potential. At each end of the trail, a 15-foot-wide gate will be placed to close the trail to vehicular access.
The damaged portion of NPS Drive along Slateford Creek, approximately 350 feet, will be left in place and remain closed to the public. To facilitate visitor access from the parking area to the trail, the project would establish an aggregate 8-foot trail along approximately 340 feet of abandoned roadbed adjacent to NPS Drive. Construction in this location will involve minor vegetation clearing and placement of aggregate. The project will also include formalizing an aggregate parking lot near the pull off from PA State Highway 611.
Based on preliminary research by the DEWA cultural staff, NPS Drive was constructed by 1971 and may be an historic resource. Thus, an architectural survey of the road is required to assist in determining its eligibility for listing on the National Register of Historic Places.
Photographs of the site are provided in Attachment 1.
II. Determination of Eligibility for Listing in the National Register of Historic Places
The Contractor shall prepare an individual Determination of Eligibility for NPS Drive. The completed documents shall meet the Guidelines for Architectural Investigations in Pennsylvania:
https://www.phmc.pa.gov/Preservation/About/Documents/Architectural-Guidelines.pdf, and also requirements under 36 CFR Part 800.4, 36 CFR Part 63, and NPS Director’s Order 28, and National Register Bulletins 15 and 16A.
The DOE shall identify the appropriate historic context(s), period of significance, and contributing and non-contributing elements of the property. The DOE should include evaluation as a possible National Park Service Mission 66 Era resource. A summarized narrative shall be completed which includes the historic name(s), history of the property, explanation of its historic use, and evolution of the property up to the present day. The DOE shall include available historic images, aerial photographs, maps, plans, and other supporting documentation, as appropriate. A bibliography that includes sources used for research and development of the DOE shall be included. The property’s setting and its current and historic relationship or association with DEWA and any other adjacent parcels, features or structures shall be addressed.
The Contractor shall conduct all the necessary background research and field assessment activities necessary to complete this task. The NPS will provide access to Park archives for research purposes.
Additional research may be needed at other repositories such as the Northampton County, PA courthouse or local historical society. The Contractor shall photo-document all features comprising the property and complete an existing conditions map keyed to the photographs (map should also serve as historic base map indicating features, if any, that at one time existed but have now been removed). The documentation shall include any other copies of drawings, historic photographs or maps that may be relevant. A chronology of construction and alterations for the property, if any, should be included.
After approval of deliverables, the Contractor will be responsible for submitting the DOE for review by the SHPO into the PA-SHARE on-line system. The Contractor will include the DEWA Cultural Manager on the PA-SHARE submission.
Deliverables: The Contractor shall assume two draft submittals and a final report.
• For the first drafts, one (1) electronic copy in MS Word format, sent electronically to the COR and the Park.
• For the final deliverable, one (1) electronic copy in MS Word and PDF format, sent electronically to the COR and the Park.
All materials collected by the Contractor in the course of carrying out the DOE will be organized, clearly labelled, and submitted to the NPS at the completion of the project. Photographs (historic and contemporary) that are digitized shall also be submitted as JPEG files in an annotated format. Narrative text shall be submitted electronically in Microsoft Word format. A PDF version of the Final DOE shall be submitted to NPS.
III.
