COMBINED SYNOPSIS/SOLICIATION

RFQ FA487726Q0019 – ArcGIS Training Pass Days

i. This is a notice of intent to award a sole-source contract for commercial items. This notice is prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2. This announcement constitutes the only notice; the Government does not intend to solicit competitive quotes.

ii. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA487726Q0019 is issued as a request for quotation (RFQ)

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

iii. The Government intends to procure this requirement via a sole-source action with Environmental Systems Research Institute, Inc. (ESRI), CAGE 09423. The associated North American Industrial Classification System (NAICS) code for this procurement is 513210 with a small business size standard of $47 million.

iv. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following:

“Product Description”

a. CLIN 0001 – ESRI Training Passes – QTY 24 – Unit of Measure: EA

v. The government intends to place an order with the offeror whose quote meets lowest price and technical acceptability as defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of these products. The Government does retain the right to make multiple or no award in the event it is advantageous to the Government to do so.

vi. Important Dates/Times (All times are Arizona Local Time)

a. All questions must be submitted via email by 17 March 2026 12:00PM (AZ time).

b. All quotes must be submitted via email by 19 March 2026 12:00PM (AZ time).

c. All questions will be answered and posted by 18 March 2026 12:00PM (AZ time).

vii. It is the responsibility of the offeror to review the posting for the any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date/time.

EVALUATION AND BASIS FOR AWARD

(a) Basis for Award: This is a sole-source procurement under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. "When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The Government intends to award a firm-fixed-price contract to Environmental Systems Research Institute, Inc. (ESRI), who has been identified as the only source capable of providing the required proprietary ArcGIS Training Pass Days. The award will be made to ESRI upon a determination that the company is a responsible contractor and its proposed price is determined to be fair and reasonable.

(b) Price Reasonableness Determination: In accordance with FAR 12.204(a) Price reasonableness, the contracting officer must determine the price to be fair and reasonable. Whenever possible, base price reasonableness on competitive quotations or offers.

Price reasonableness may be determined through comparison of the proposed price with one or more of the following:

1. Prices Paid for Similar Items or Services Comparison with prices previously paid by the Government or commercial customers for the same or similar commercial products or commercial services.

2. Commercial Pricing Information Comparison with published commercial price lists, catalog prices, or other pricing information available to the general public.

3. Market Research Comparison with pricing identified through market research or other commercially available market data for similar commercial products or commercial services.

The Government may use any combination of these methods to determine that the proposed price is fair and reasonable.
