About this file
This document is a Single Source Justification for a commercial items acquisition under the Revolutionary FAR Overhaul (RFO) Part 12. The Department of Veterans Affairs, Network Contracting Office 6, seeks to award a firm-fixed-price sole source contract to American Red Cross (ARC) for FDA-approved blood, blood components, and reference laboratory services. The contract will run for one base year from October 1, 2026, to September 30, 2027, with four optional renewal years. The acquisition supports the Hampton VA Medical Healthcare System and is valued at an undisclosed amount (redacted in the document). The purchase request number is 590-27-1-023-0006, and the Planning UID is VA-27-00001724.
The justification establishes that ARC is the only viable source because it operates the sole blood and blood products distribution center in the Hampton Roads area capable of meeting the facility's critical one-hour turnaround requirement for STAT (immediate) orders. The facility does not maintain platelet inventory and must order on demand; alternative distribution centers in Richmond, Alexandria, and Lynchburg cannot satisfy the interoperability and compatibility requirements due to distance and traffic considerations that would compromise delivery times and reference laboratory sample processing. Market research was conducted via internet research to evaluate available distribution centers in the region. The Contracting Officer certified the justification as accurate and complete in accordance with RFO 12.102(a) under a deviation effective October 2025. The document requires signature from the Contracting Officer and date on the second page.

Justification for Single Source Awards in Accordance with the Revolutionary FAR Overhaul (RFO) 12.102(a)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, in support of
VISN 6, Hampton VA Medical Healthcare System single source justification. Purchase request number 590-27-1-023-0006
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contracting Office 6 intends to award a new firm-fixed-price sole source contract to American Red Cross (ARC) for Food and Drugs Administration (FDA) approved blood, blood components, and reference laboratory services with 24 hours seven days per week services. This will be an annual contract from base year, Oct 01, 2026 to Sep 30, 2027 with four (4) option years. This service will be provided by ARC and the estimated value of the contract is . The contract for the blood and blood products will allow the Blood Bank at Hampton VA Healthcare System to provide compatible blood products to its veteran patients with no disruption of patient care.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
ARC is the only source capable of meeting this requirement because they are the only blood and blood products distribution center in Hampton Roads. Due to there geographic location they are the only source that can deliver blood and blood products STAT and meet the facility turnaround time of 1 hour. The next available distribution center is in Richmond and due to distance and traffic will not meet the turnaround time of 1 hour for STAT services. The facility does not keep platelets in the Blood Bank; the Blood Bank staff place an order when the provider requests this product.
Therefore, it is vital to have a source for blood products that is near to the facility. Changing to another distribution center, will impact turnaround time for STAT orders and will also impact negatively the turnaround time for samples sent to the reference laboratory for testing.
4. Description of market research conducted and results or statements why it was not conducted:
Market research was conducted to identify sources and evaluate the availability of the distribution center available in Hampton Roads. Market research was conducted by internet research. There is another ARC distribution center in Richmond, Alexandria and Lynchburg, but due to distance it’s been determined that none of these systems can meet the Government’s interoperability and compatibility requirements previously discussed.
5. Contracting Officer's Certification: Purchase is approved in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a) (Deviation OCT 2025). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
